Hi,everybody. Forthepastfewweeks,I’vebeenvisitingfolksacrossAmericatotalkaboutwhatweneedtodoasacountrytosecureabetterbargainforthemiddleclass.

I’vebeenlayingoutmyideasforhowwecanbuildonthecornerstonesofwhatitmeanstobemiddleclassinAmerica. Agoodjob. Agoodeducation. Affordablehealthcarewhenyougetsick. Asecureretirementevenifyou’renotrich. Andthechancetoownyourownhome.

Thisweek,IwenttoArizonaandCalifornia,twoofthestateshithardestwhenthehousingbubbleburst,triggeringtherecession. Allacrossthecountry,millionsofresponsibleAmericanswerehurtbadlybytherecklessactionsofothers. Homevaluesplummeted.Constructionworkerswerelaidoff. Andmanyfamilieslosttheirhomes.

Overthepastfouryears,we’veworkedtohelpmillionsofresponsiblehomeownersgetbackontheirfeet. Andwhilewe’renotwhereweneedtobeyet,ourhousingmarketisbeginningtoheal. Homepricesandsalesarerising.Constructionisup. Foreclosuresaredown. Millionsoffamilieshavecomeupforairbecausethey’renolongerunderwaterontheirmortgages.

Nowwehavetobuildonthisprogress. CongressshouldgiveeveryAmericanthechancetorefinanceattoday’slowrates. Weshouldhelpmorequalifiedfamiliesgetamortgageandbuytheirfirsthome. Weshouldgetconstructionworkersbackonthejobrebuildingcommunitieshithardestbythecrisis. Andweshouldmakesurethatfolkswhodon’twanttobuyahomehave decent,affordableplacestorent.

Ashomepricesrise,wehavetoturnthepageonthebubble-and-bustmentalitythatcreatedthismess,andbuildahousingsystemthat’srock-solidandrewardsresponsibilityforgenerationstocome. WeneedtowinddownthecompaniesknownasFannieMaeandFreddieMac,makesureprivatecapitalplaysabiggerroleinthemortgagemarket,andendtheeraofexpectingabailoutafteryourpursuitofprofitputsthewholecountryatrisk.Weneedtopreserveaccesstosafeandsimplemortgageslikethe30-year,fixed-ratemortgage. Weneedtokeeplayingdownrulesoftheroadthatprotecthomeownerswhenthey’remakingthebiggestpurchaseoftheirlives. Andfinally,CongressneedstoconfirmMelWatttobeournation’stophousingregulator,sothathecanprotectconsumersandhelpresponsiblelendersprovidecredit.

Noprogramorpolicywillsolvealltheproblemsinamulti-trilliondollarhousingmarket,anditwilltaketimetofullyrecover. Butifweworktogether,wecanmakeahomeasourceofprideandmiddle-classsecurityagain. AndifWashingtoniswillingtosetasidepoliticsandfocusonwhatreallymatters,wecanrebuildaneconomywhereifyouworkhard,youcangetahead.

在过去的四年里，我们已经帮助了几百万负责任的美国房主自力更生。

房价和销量都在回升。

建筑业正在反弹。

房屋抵押无法赎回的正在减少。

几百万家庭可以长出一口气了，因为他们已经从抵押贷款的水深火热中走了出来。

国会应该给每个美国人机会利用现在的低利率重新投资。

我们应该确保那些不想买房的人们能租得起一个体面的住处。

没有什么计划或政策能够解决一个几万亿美元的房地产市场的所有问题，全面恢复需要时间。

Hi,everybody. Thisweek,IwentdowntoanAmazonwarehouseinTennesseetotalkmoreaboutwhatweneedtodotosecureabetterbargainforthemiddleclass–tomakesurethatanyonewhoworkshardcangetaheadinthe21stcenturyeconomy.

Overthepastfourandahalfyears,we’vefoughtourwaybackfromtheworstrecessionofourlifetimesandbeguntolayafoundationforstronger,moredurableeconomicgrowth. Today,ourbusinesseshavecreated7.3millionnewjobsoverthelast41months. WenowsellmoreproductsmadeinAmericatotherestoftheworldthaneverbefore. Healthcarecostsaregrowingattheslowestratein50years,andourdeficitsarefallingatthefastestratein60years.

Butasanymiddle-classfamilywilltellyou,we’renotwhereweneedtobeyet. Evenbeforethecrisishit,wewerelivingthroughadecadewhereafewatthetopweredoingbetterandbetter,whilemostfamilieswereworkingharderandharderjusttogetby.

ReversingthistrendmustbeWashington’shighestpriority. It’scertainlymine. Buttoooftenoverthepasttwoyears,Washingtonhastakenitseyeofftheball. They’veallowedanendlessparadeofpoliticalposturingandphonyscandalstodistractfromgrowingoureconomyandstrengtheningthemiddleclass.

That’swhyI’mlayingoutmyideasforhowwecanbuildonthecornerstonesofwhatitmeanstobemiddleclassinAmerica. Agoodeducation. Ahomeofyourown. Healthcarewhenyougetsick. Asecureretirementevenifyou’renotrich. Andthemostimportantcornerstoneofall:

agoodjobinadurable,growingindustry.

Whenitcomestocreatingmoregoodjobsthatpaydecentwages,theproblemisnotalackofideas. Plentyofindependenteconomists,businessownersandpeoplefrombothpartiesagreeonwhatwehavetodo. IproposedmanyoftheseideastwoyearsagointheAmericanJobsAct. Andthisweek,Iputforwardcommon-senseproposalsforhowwecancreatemorejobsinmanufacturing;inwind,solarandnaturalgas;andbyrebuildingAmerica’sinfrastructure.

Whatwe’relackingisactionfromWashington. Andthat’swhy,inadditiontoproposingideasthatweknowwillgrowoureconomy,I’vealsoputforwardastrategyforbreakingthroughtheWashingtonlogjam–a“grandbargain”forthemiddleclass.

I’mwillingtoworkwithRepublicanstosimplifyourtaxcodeforbusinesseslargeandsmall,butonlyifwetakethemoneywesavebytransitioningtoasimplertaxsystemandmakeasignificantinvestmentincreatinggood,middle-classjobs. Wecanputconstructionworkersbackonthejobrebuildingourinfrastructure. Wecanboostmanufacturing,somoreAmericancompaniescanselltheirproductsaroundtheworld. Andwecanhelpourcommunitycollegesarmourworkerswiththeskillstheyneedinaglobaleconomy–allwithoutaddingadimetothedeficit.

I’llkeeplayingoutmyideastogivethemiddleclassabettershotinthe21stcentury,andI’llkeepreachingouttoRepublicansfortheirs. ButguttingcriticalinvestmentsinourfutureandthreateningnationaldefaultonthebillsthatCongresshasalreadyrackedup–that’snotaneconomicplan. DenyinghealthcaretomillionsofAmericans,orshuttingdownthegovernmentjustbecauseI’mforkeepingitopen–thatwon’thelpthemiddleclass.

Thetruthis,therearenogimmickswhenitcomestocreatingjobs. Therearenotrickstogrowtheeconomy. Reversingthelongerosionofmiddle-classsecurityinthiscountrywon’tbeeasy. Butifweworktogetherandtakeafewboldsteps–andifWashingtoniswillingtosetasidepoliticsandfocusonwhatreallymatters–wecangrowoureconomyandgivethemiddleclassabetterbargain. Andtogether,wecanmakethiscountryaplacewhereeveryonewhoworkshardcangetahead.

但是正如每一个中产阶级家庭会告诉你的，我们还没有达到我们的目的。

即使在危机之前，我们经历的十年里少数最富的让越来越富，而大多数家庭却工作得越来越辛苦仅仅能维持。

逆转这个趋势必须是华盛顿的第一要务。

当然也是我的第一要务。

但是在过去的两年里华盛顿经常把目光移开。

他们一直让政治作秀和繁琐小事分散我们对发展经济和加强中产阶级的注意力。

这就是为什么我规划了一个如何打造决定美国的中产阶级命运的基石的计划。

良好的教育。

居者有其屋。

生病时有医疗保障。

即使你不富裕但是退休后可以过得不错。

最重要的基石是：

在可持续的发展的行业中有就业机会。

至于创造更多有体面的工资的好工作，问题不是缺少点子。

很多独立经济学家、企业主和两党人士都赞同我们的所作所为。

我两年前就在美国人就业法案里提出了这些点子。

本周，我就我们如何在制造业、风能太阳能和天然气、及重建美国的基础设施方面创造新就业机会提出了一个常识性提议。

我们现在缺少的是华盛顿采取行动。

这就是为什么除了提出我们知道将发展我们的经济的点子外，我已经推出一个突破华盛顿的阻挠的战略—为中产阶级谋求“一块大蛋糕”。

我将与共和党人合作努力为大大小小的企业简化税法，但是我们只能用我们的税收体系向更简化转型节省的钱投资于创造好的中产阶级就业机会。

我们可以让建筑工人重返重建我们的基础设施的工作。

我们可以支持制造业，这样更多的美国公司可以把更多的产品销往世界各地。

我们
