中美联合声明
ChinaandtheUnitedStatesonWednesdayissuedajointstatement,whichcoversarangeofissuessuchasstrengtheningbilateralrelations,addressingregionalandglobalchallenges,buildingacomprehensiveandmutuallybeneficialeconomicpartnership,andcooperatingonclimatechange,energyandtheenvironment.Followingisthefulltextofthejointstatement:
China-U.S.JointStatement
1.AttheinvitationofPresidentBarackObamaoftheUnitedStatesofAmerica,PresidentHuJintaoofthePeople'sRepublicofChinaispayingastatevisittotheUnitedStatesofAmericaonJanuary18-21,2011.Duringhisvisit,PresidentHualsometwithVicePresidentJosephBiden,willmeetwithU.S.Congressionalleadership,andwillvisitChicago.
2.ThetwoPresidentsreviewedtheprogressmadeintherelationshipsincePresidentObama'sNovember2009statevisittoChinaandreaffirmedtheircommitmenttobuildingapositive,cooperativeandcomprehensiveChina-U.S.relationshipforthe21stcentury,whichservestheinterestsoftheChineseandAmericanpeoplesandoftheglobalcommunity.ThetwosidesreaffirmedthatthethreeJointCommuniquesissuedbyChinaandtheUnitedStateslaidthepoliticalfoundationfortherelationshipandwillcontinuetoguidethedevelopmentofChina-U.S.relations.Thetwosidesreaffirmedrespectforeachother'ssovereigntyandterritorialintegrity.ThePresidentsfurtherreaffirmedtheircommitmenttotheNovember2009China-U.S.JointStatement.
3.ChinaandtheUnitedStatesarecommittedtoworktogethertobuildacooperativepartnershipbasedonmutualrespectandmutualbenefitinordertopromotethecommoninterestsofbothcountriesandtoaddressthe21stcentury'sopportunitiesandchallenges.ChinaandtheUnitedStatesareactivelycooperatingonawiderangeofsecurity,economic,social,energy,andenvironmentalissueswhichrequiredeeperbilateralengagementandcoordination.Thetwoleadersagreedthatbroaderanddeepercollaborationwithinternationalpartnersandinstitutionsisrequiredtodevelopandimplementsustainablesolutionsandtopromotepeace,stability,prosperity,andthewell-beingofpeoplesthroughouttheworld.
StrengtheningChina-U.S.Relations
4.Recognizingtheimportanceofthecommonchallengesthattheyfacetogether,ChinaandtheUnitedStatesdecidedtocontinueworkingtowardapartnershipthatadvancescommoninterests,addressessharedconcerns,andhighlightsinternationalresponsibilities.ThetwoleadersrecognizethattherelationshipbetweenChinaandtheUnitedStatesisbothvitalandcomplex.ChinaandtheUnitedStateshavesetanexampleofpositiveandcooperativerelationsbetweencountries,despitedifferentpoliticalsystems,historicalandculturalbackgrounds,andlevelsofeconomicdevelopment.Thetwosidesagreedtoworkfurthertonurtureanddeepenbilateralstrategictrusttoenhancetheirrelations.Theyreiteratedtheimportanceofdeepeningdialogueaimedatexpandingpracticalcooperationandaffirmedtheneedtoworktogethertoaddressareasofdisagreement,expandcommonground,andstrengthencoordinationonarangeofissues.
5.TheUnitedStatesreiteratedthatitwelcomesastrong,prosperousandsuccessfulChinathatplaysagreaterroleinworldaffairs.ChinawelcomestheUnitedStatesasanAsia-Pacificnationthatcontributestopeace,stabilityandprosperityintheregion.Workingtogether,bothleaderssupporteffortstobuildamorestable,peaceful,andprosperousAsia-Pacificregionforthe21stcentury.
6.BothsidesunderscoredtheimportanceoftheTaiwanissueinChina-U.S.relations.TheChinesesideemphasizedthattheTaiwanissueconcernsChina'ssovereigntyandterritorialintegrity,andexpressedthehopethattheU.S.sidewillhonoritsrelevantcommitmentsandappreciateandsupporttheChineseside'spositiononthisissue.TheU.S.sidestatedthattheUnitedStatesfollowsitsone-ChinapolicyandabidesbytheprinciplesofthethreeChina-U.S.JointCommuniques.TheUnitedStatesapplaudedtheEconomicCooperationFrameworkAgreementbetweenthetwosidesoftheTaiwanStraitandwelcomedthenewlinesofcommunicationsdevelopingbetweenthem.TheUnitedStatessupportsthepeacefuldevelopmentofrelationsacrosstheTaiwanStraitandlooksforwardtoeffortsbybothsidestoincreasedialoguesandinteractionsineconomic,political,andotherfields,andtodevelopmorepositiveandstablecross-Straitrelations.
7.ChinaandtheUnitedStatesreiteratedtheircommitmenttothepromotionandprotectionofhumanrights,evenastheycontinuetohavesignificantdifferencesontheseissues.TheUnitedStatesstressedthatthepromotionofhumanrightsanddemocracyisanimportantpartofitsforeignpolicy.Chinastressedthatthereshouldbenointerferenceinanycountry'sinternalaffairs.ChinaandtheUnitedStatesunderscoredthateachcountryanditspeoplehavetherighttochoosetheirownpath,andallcountriesshouldrespecteachother'schoiceofadevelopmentmodel.Addressingdifferencesonhumanrightsinaspiritofequalityandmutualrespect,aswellaspromotingandprotectinghumanrightsconsistentwithinternationalinstruments,thetwosidesagreedtoholdthenextroundoftheChina-U.S.HumanRightsDialoguebeforethethirdroundoftheStrategicandEconomicDialogue(S&ED).
8.ChinaandtheUnitedStatesagreedtoholdthenextroundoftheresumedLegalExpertsDialoguebeforethenextHumanRightsDialogueconvenes.ChinaandtheUnitedStatesfurtheragreedtostrengthencooperationinthefieldoflawandexchangesontheruleoflaw.ChinaandtheUnitedStatesareactivelyexploringexchangesanddiscussionsontheincreasingroleofwomeninsociety.
9.ChinaandtheUnitedStatesaffirmedthatahealthy,stableandreliablemilitary-to-militaryrelationshipisanessentialpartofPresidentHu'sandPresidentObama'ssharedvisionforapositive,cooperative,andcomprehensiveChina-U.S.relationship.Bothsidesagreedontheneedforenhancedandsubstantivedialogueandcommunicationatalllevels:
toreducemisunderstanding,misperception,andmiscalculation;tofostergreaterunderstandingandexpandmutualinterest;andtopromotethehealthy,stable,andreliabledevelopmentofthemilitary-to-militaryrelationship.BothsidesnotedthesuccessfulvisitofSecretaryofDefenseRobertGatestoChinaearlierthismonth,andthattheUnitedStateswelcomesChiefofthePLAGeneralStaffGeneralChenBingdetotheUnitedStatesinthefirsthalfof2011.BothsidesreaffirmedthattheDefenseConsultativeTalks,theDefensePolicyCoordinationTalks,andtheMilitaryMaritimeConsultativeAgreementwillremainimportantchannelsofcommunicationinthefuture.Bothsideswillworktoexecutethesevenpriorityareasfordevelopingmilitary-to-militaryrelationsasagreedtobySecretaryGatesandGeneralXuCaihou,ViceChairmanoftheCentralMilitaryCommissioninOctober2009.
10.ChinaandtheUnitedStatesagreedtotakespecificactionstodeependialogueandexchangesinthefieldofspace.TheUnitedStatesinvitedaChinesedelegationtovisitNASAheadquartersandotherappropriateNASAfacilitiesin2011toreciprocatefortheproductivevisitoftheU.S.NASAAdministratortoChinain2010.Thetwosidesagreedtocontinuediscussionsonopportunitiesforpracticalfuturecooperationinthespacearena,basedonprinciplesoftransparency,reciprocity,andmutualbenefit.
11.ChinaandtheUnitedStatesacknowledgedtheaccomplishmentsunderthebilateralAgreementonCooperationinScienceandTechnology,oneofthelongest-standingbilateralagreementsbetweenthetwocountries,andwelcomedthesigningofitsextension.ChinaandtheUnitedStateswillcontinuetocooperateinsuchdiverseareasasagriculture,health,energy,environment,fisheries,studentexchanges,andtechnologicalinnovationinordertoadvancemutualwell-being.
12.ChinaandtheUnitedStateswelcomedprogressbytheChina-U.S.JointLiaisonGrouponLawEnforcementCooperation(JLG)tostrengthenlawenforcementcooperationacrossarangeofissues,includingcounterterrorism.ChinaandtheUnitedStatesalsoagreedtoenhancejointeffortstocombatcorruptionthroughbilateralandothermeans.
PromotingHigh-LevelExchanges
13.Thetwosidesagreedthathigh-levelexchangesareindispensabletostrongChina-U.S.relations,andthatclose,frequent,andin-depthdialogueisimportanttoadvancebilateralrelationsandinternationalpeaceanddevelopment.Inthisspirit,bothPresidentslookforwardtomeetingagaininthecomingyear,includinginthestateofHawaiifortheU.S.-hosted2011Asia-PacificEconomicCooperation(APEC)Leaders'meeting.ChinawelcomedVicePresidentBidenforavisitin2011.TheUnitedStateswelcomedasubsequentvisitbyVicePresidentXiJinping.
14.ThetwosidespraisedtheS&EDasakeymechanismforcoordinationbetweenthetwogovernments,andagreedtoholdthethirdroundoftheS&EDinWashington,D.C.,inMay2011.TheS&EDhasplayedanimportantroleinhelpingbuildtrustandconfidencebetweenthetwocountries.ThetwosidesalsoagreedtoholdthesecondmeetingoftheHigh-LevelConsultationonPeople-to-PeopleExchangeintheUnitedStatesinthespringof2011,andthe22ndmeetingoftheChina-U.S.JointCommissiononCommerceandTrade(JCCT)inChinainthesecondhalfof2011.Thetwosidesagreedtomaintainclosecommunicationbetweentheforeignministersofthetwocountriesthroughmutualvisits,meetings,andothermeans.
15.Thetwosidesemphasizedtheimportanceofcontinuedinteractionbetweentheirlegislatures,includinginstitutionalizedexchangesbetweentheNationalPeople'sCongressofChinaandtheU.S.Senatea
