摘要

现代政治文明的实现关键在于建设责任政府。

政府责任的根本在于其道德责

任，政府道德责任是政治文明理论核心的基石，同时，政府的道德责任问题也是

一个全新的课题，长期以来，人们仅仅看到了政府的政治责任和法律责任等等，

但没有从理论上认识到政府的道德责任问题。

实际上，政府的道德责任是公共行

政的基本内容，而且是公共行政其他职能得以充分实现的前提。

我国是社会主义

国家，其政府道德责任的基本内容是以民为本，公共行政对这一目标的追求将会

促进公共行政全面的道德化。

政府道德责任的伦理学基础在于道德责任,道德责任不仅是自由意志的逻辑

要求,也是社会生活的客观需要；其政治学基础在于社会契约论和人民主权说,

它们有一个共同的逻辑,即权力来自人民,权力与责任相对应。

政府道德责任恰恰

直接表现为对权力主体人民负责的责任,离开这两个理论基础,政府道德责任也

就无从谈起。

政府之所以有道德责任是存在深层次的原因的，政府制度、政府组

织、政府官员和政府行为的道德性与其有着最为直接的联系。

在现实中，实现政府的道德责任不是件容易的事情，需要从多角度广视野来

审视其实现的途径，需要转变政府职能，坚持以民为本；同时，强化政府人员的

道德意识，加强官德建设；最根本的还是要实行道德立法，加强制度建设；强化

舆论监督，完善监督机制也是其实现的有利保障。

社会主义市场经济的运行和完善，要求政府必须以较高的素质水平来应对社

会生活中所面临的复杂环境，政府越来越认识到道德责任日益凸现的作用。

本文

在论述政府道德责任的内涵、主要维度、核心的同时，也论述了道德责任存在的

客观必然性，并提出了实现道德责任的路径选择。

ABSTRACT

Therealizationofmodernpoliticalcivilizationliesinbuildingaresponsible

government.Thefundamentalresponsibilityofthegovernmentliesinitsmoral

responsibility，Themoralresponsibilityofthegovernmentisthecornerstoneofthe

coreofpoliticalcivilizationtheory,andthemoralresponsibilityofthegovernmentis

alsoabrand-newsubject，inalongtime,peopleonlyseethatthegovernmenthasthe

politicalresponsibilityandlegalresponsibilityetc,butthereisnotheoretical

understandingofmoralresponsibilityethicsissuesofthepublicadministration.In

fact,thegovernment'smoralresponsibilityisthebasicofpublicadministration,and

alsotheprerequisiteforthefullrealizationofpublicadministrationandother

functions.Chinaisasocialistcountry,servingforpeopleisthebasicContentofthe

moralresponsibilityofthegovernment,thepursuitofpublicadministrationtothis

goalwillbetopromoteacomprehensiveethicsofpublicadministration.

Themoralresponsibilityofthegovernmentbasedonmoralresponsibility,moral

responsibilityisnotonlythelogicdemandsoffreewill,andalsoanobjectiveneedof

sociallife;itspoliticalsciencefoundationisthesovereigntyofthepeople,theyhavea

commonlogicthatpowercomesfromthepeople,thepowerscorrespondsome

responsibilities.ThemoralresponsibilityofthegovernmentJustdirectlyshowasthe

responsibilityoftheresponsibleforthemainbodyofpower，powerfromthesetwo

theoreticalbasis,therecanbenoThemoralresponsibilityofthegovernment.The

reasonsforgovernmenthasamoralresponsibilityisdeep-seated,thesystemof

government,governmentalorganizations,governmentofficialsandtheGovernment

actionshavethemostdirectcontactwithit.

Inreality,theRealizationofthemoralresponsibilityofthegovernmentisnotan

easytask,andrequirestoexaminethewaystoachieveitwithmulti-angleandabroad

perspective,weneedtochangethegovernmentfunctions,basedonthepeople,

meanwhile,strengthentheethicalconsciousnessofthegovernmentandofficialethics;

ThemostfundamentalisthepracticeofmoralLegislation,strengthenthebuildingof

system;Strengthensupervisionandimprovesupervisorymechanismisalso

conducivetotherealizationofthesecurity.

Operationsandimprovethesocialistmarketeconomy,thegovernmentmust

demandahigherqualitytodealwiththecomplexsocialenvironment,thegovernment

hasbecomeincreasinglyawareoftheincreasinglyprominentroleoftheethical

responsibilities.Thispaperexpoundthecontentandthemaindimensionsandthecore

ofthemoralresponsibilityofthegovernment,alsotheobjectivenecessityofthe

existenceofthemoralresponsibilityofthegovernment,andraisethepathchosento

achievethemoralresponsibility.
