　　IwouldliketothanktheSecretaryGeneraloftheUnitedNationsforinvitingmetobeapartoftheUnitedNationsFourthWorldConferenceofWomen.Thisistrulyacelebration——acelebrationofthecontributionswomenmakeineveryaspectoflife:

inthehome,onthejob,intheircommunities,asmothers,wives,sisters,daughters,learners,workers,citizensandleaders.

　　Itisalsoacomingtogether,muchofthewaywomencometogethereverdayineverycountry.

　　Wecometogetherinfieldsandinfactories.Wecometogetherinvillagemarketsandsupermarkets.Wecometogetherinlivingroomsandboard董事会rooms.

　　Whetheritiswhileplayingwithourchildreninthepark,orwashingclothesinariver,ortakingabreakattheofficewatercooler,wecometogetherandtalkaboutouraspirationsandconcern.Andtimeandagain,ourtalkturnstoourchildrenandourfamilies.Howeverdifferentwemaybe,thereisfarmorethatunitesusthandividesus.Weshareacommonfuture,andareheretofindcommongroundsothatwemayhelpbringnewdignityandrespecttowomenandgirlsallovertheworld.Bydoingthis,webringnewstrengthandstabilitytofamiliesaswell.

　　BygatheringinBeijing,wearefocusingworldattentiononissuesthatmattermostinthelivesofwomenandtheirfamilies:

accesstoeducation,healthcare,jobsandcredit,thechancetoenjoybasiclegalandhumanrightsandparticipatefullyinthepoliticallifeoftheircountries.

　　Therearesomewhoquestionthereasonforthisconference.

　　Letthemlistentothevoicesofwomenintheirhomes,neighborhoods,andworkplaces.

　　Therearesomewhowonderwhetherthelivesofwomenandgirlsmattertoeconomicandpoliticalprogressaroundtheglobe.

　　LetthemlookatthewomengatheredhereanddatHuairou——thehomemakers,nurses,teachers,lawyers,policymakers,andwomenwhoruntheirownbusinesses.

　　Itisconferenceslikethisthatcompel强迫governmentsandpeopleeverywheretolisten,lookandfacetheworld‘smostpressingproblems.

　　Wasn‘titafterthewomen’sconferenceinNairobitenyearsagothattheworldfocusedforthefirsttimeonthecrisisofdomesticviolence?

　　Earliertoday,IparticipatedinaWorldHealthOrganizationforum,wheregovernmentofficials,NGOs,andindividualcitizensareworkingonwaystoaddressthehealthproblemsofwomenandgirls.

　　Tomorrow,IwillattendagatheringoftheUnitedNationsDevelopmentFundforWomen.There,thediscussionwillfocusonlocal——andhighlysuccessful——programsthatgivehard-workingwomenaccesstocreditsotheycanimprovetheirownlivesandthelivesoftheirfamilies.

　　Whatwearelearningaroundtheworldisthatifwomenarehealthyandeducated,theirfamilieswillflourish兴旺发达.Ifwomenarefreefromviolence,theirfamilieswillflourish.Ifwomenhaveachancetoworkandearnasfullandequalpartnersinsociety,theirfamilieswillflourish.

　　Andwhenfamiliesflourish,communitiesandnationswillflourish.

　　Thatiswhyeverywoman,everyman,everychild,everyfamily,andeverynationonourplanethasastake利害关系inthediscussionthattakesplacehere.

　　Overthepast25years,Ihaveworkedpersistentlyonissuesrelatingtowomen,children,andfamilies.Overthepasttwo-and-ahalfyears,Ihavehadtheopportunitytolearnmoreaboutthechallengesfacingwomeninmyowncountryandaroundtheworld.

　　IhavemetnewmothersinJojakartaandIndonesia,whocometogetherregularlyintheirvillagetodiscussnutrition,familyplanning,andbabycare.

　　IhavemetworkingparentsinDenmarkwhotalkaboutthecomforttheyfeelinknowingthattheirchildrencanbecaredforincreative,safe,andnurturingafter-schoolcenters.

　　IhavemetwomeninSouthAfricawhohelpedleadthestruggletoendapartheid种族隔离制度andarenowhelpingbuildanewdemocracy.

　　IhavemetwiththeleadingwomenoftheWesternHemispherewhoareworkingeverydaytopromoteliteracyandbetterhealthcareforthechildrenoftheircountries.

　　IhavemetwomeninIndiaandBangladeshwhoaretakingoutsmallloanstobuymilkcows,rickshaws人力车,thread细线放映机andothermaterialstocreatealivelihoodforthemselvesandtheirfamilies.

　　IhavemetdoctorsandnursesinBelarusandUkrainewhoaretryingtokeepchildrenaliveintheaftermathofChernobyl.

　　ThegreatchallengeofthisConferenceistogivevoicetowomeneverywherewhoseexperiencesgounnoticed,whosewordsgounheard.

　　Womencomprisemorethanhalftheword‘spopulation.Womenare70%oftheworld’spoor,andtwo-thirdsofthosearenottaughttoreadandwrite.

　　Womenaretheprimarycaretakersformostoftheworld‘schildrenandelderly.Yetmuchoftheworkwedoisnotvalued——notbyeconomists,notbyhistorians,notbypopularculture,notbygovernmentleaders.

　　Atthisverymoment,aswesithere,womenaroundtheworldaregivingbirth,raisingchildren,cookingmeals,washingclothes,cleaninghouses,plantingcrops,workingonassemblylines,runningcompanies,andrunningcountries.

　　Womenalsoaredyingfromdiseasesthatshouldhavebeenpreventedortreated.Theyarewatchingtheirchildrensuccumb不再抵抗被压垮tomalnutrition营养不良causedbypovertyandeconomicdeprivation剥夺.Theyarebeingdeniedtherighttogotoschoolbytheirownfathersandbrothers.Theyarebeingforcedintoprostitution,andtheyarebeingbarred被禁止fromthebandlendingofficeandbannedfromtheballotbox投票箱.

　　Thoseofuswhohavetheopportunitytobeherehavetheresponsibilitytospeakforthosewhocouldnot.

　　AsanAmerican,Iwanttospeakupforthosewomeninmyowncountry—wom

enwhoareraisingchildrenontheminimumwage最低工资,womenwhocan‘taffordhealthcareorchildcare,womenwhoselivesarethreatenedbyviolence,includingviolenceintheirownhomes.

　　Iwanttospeakupformotherswhoarefightingforgoodschools,safeneighborhoods,cleanair,andcleanairwaves;forolderwomen,someofthemwidows,whohaveraisedtheirfamiliesandnowfindtheirskillsandlifeexperiencesarenotvaluedintheworkplace;forwomenwhoareworkingallnightasnurses,hotelclerks职员接待员,andfastfoodcookssothattheycanbeathomeduringthedaywiththeirkids;andforwomeneverywherewhosimplydon‘thavetimetodoeverythingtheyarecalledupontodoeachday.

　　Speakingtoyoutoday,Ispeakforthem,justaseachofusspeaksforwomenaroundtheworldwhoaredeniedthechancetogotoschool,orseeadoctor,orownproperty,orhaveasayaboutthedirectionoftheirlives,simplybecausetheyarewomen.Thetruthisthatmostwomenaroundtheworldworkbothinsideandoutsidethehome,usuallybynecessity.

　　Weneedtounderstandthatthereisnoformulaforhowwomenshouldleadtheirlives.

　　Thatiswhywemustrespectthechoicesthateachwomanmakesforherselfandherfamily.EverywomandeservesthechancetorealizeherownGod-givenpotential.

　　Wealsomustrecognizethatwomenwillnevergainfulldignityuntiltheirhumanrightsarerespectedandprotected.

　　OurgoalsforthisConference,tostrengthenfamiliesandsocietiesbyempoweringwomentotakegreatercontrolovertheirdestinies,cannotbefullyachievedunlessallgovernments——hereandaroundtheworld——accepttheirresponsibilitytoprotectandpromoteinternationallyrecognizedhumanrights.

　　Theinternationalcommunityhaslongacknowledged——andrecentlyaffirmedatVienna——thatbothwomenandmenareentitledtoarangeofprotectionsandpersonalfreedoms,fromtherightofpersonalsecuritytotherighttodeterminefreelythenumberandspacingofthechildrentheybear.

　　Nooneshouldbeforcedtoremainsilentforfearofreligiousorpoliticalpersecution,arrest,abuseortorture.

　　Tragically,womenaremostoftentheoneswhosehumanrightsareviolated.

　　Eveninthelate20thcentury,therapeofwomencontinuestobeusedasaninstrumentofarmedconflict.Womenandchildrenmakeupalargemajorityoftheworld‘srefugees难民.Whenwomenareexcludedfromthepoliticalprocess,theybecomeevenmorevulnerable易受伤胡toabuse.

　　Ibelievethat,ontheeveofanewmillennium,itistimetobreakoursilence.ItistimeforustosayhereinBejing,andtheworldtohear,thatitisnolongeracceptabletodiscusswomen‘srightsasseparatefromhumanrights.

　　Theseabuseshavecontinuedbecause,fortoolong,thehistoryofwomenhasbeenahistoryofsilence.Eventoday,therearethosewhoaretryingtosilenceourwords.

　　ThevoicesofthisconferenceandofthewomenatHuairoumustbeheardloudandclear:

　　Itisaviolationofhumanrightswhenbabiesaredeniedfood,ordrowned,orsuffocated,ortheirspinesbroken,simplybecausetheyareborngirls.

　　Itisaviolationofhumanrightswhenwomanandgirlsaresoldintotheslaveryofprostitution.

　　Itisaviolationofhumanrightswhenwomenaredousedwithgasoline,setonfireandburnedtodeathbecausetheirmarriagedowriesaredeemedtoosmall.

　　Itisaviolationofhumanrightswhenindividualwomenarerapedintheirowncommunitiesandwhenthousandsofwomenaresubjectedtorapeasatacticorprizeofwar.

　　Itisaviolationofhumanrightswhenaleadingcauseofdeathworldwidealongwomenages14to44istheviolencetheyaresubjectedtointheirownhomes.

　　Itisaviolationofhumanrightswhenwomenaredeniedtherighttoplantheirownfamilies,andthatincludesbeingforcedtohaveabortionsorbeingsterilizedagainsttheirwill.

　　Ifthereisonemessagethatechoesforthfromthisconference,itisthathumanrightsarewomen‘srights——andwomen’srightsarehumanrights.Letus
