Iwillaskaquestionatthebeginningofeachsegment.Eachcandidatewillthenhavetwominutestorespond,andthenwe'llhaveadiscussion.

Theaudiencebehindmehaspromisedtobequiet,exceptatthismoment,whenwewelcomeBarackObamaandJohnMcCain.

Gentlemen,welcome.
Bynow,we'veheardallthetalkingpoints,solet'strytotellthepeopletonightsomethingsthatthey--theyhaven'theard.Let'sgettoit.
AnotherverybaddayonWallStreet,asbothofyouknow.Bothofyouproposednewplansthisweektoaddresstheeconomiccrisis.
SenatorMcCain,youproposeda$52billionplanthatincludesnewtaxcutsoncapitalgains,taxbreaksforseniors,write-offsforstocklosses,amongotherthings.
SenatorObama,youproposed$60billionintaxcutsformiddle-incomeandlower-incomepeople,moretaxbreakstocreatejobs,newspendingforpublicworksprojectstocreatejobs.
Iwillaskbothofyou:
Whyisyourplanbetterthanhis?

MCCAIN:
Well,let--letmesay,Bob,thankyou.
AndthankstoHofstra.
And,bytheway,ourbelovedNancyReaganisinthehospitaltonight,soourthoughtsandprayersaregoingwithyou.
It'sgoodtoseeyouagain,SenatorObama.
Americansarehurtingrightnow,andthey'reangry.They'rehurting,andthey'reangry.They'reinnocentvictimsofgreedandexcessonWallStreetandaswellasWashington,D.C.Andthey'reangry,andtheyhaveeveryreasontobeangry.
Andtheywantthiscountrytogoinanewdirection.AndthereareelementsofmyproposalthatyoujustoutlinedwhichIwon'trepeat.
Butwealsohavetohaveashort-termfix,inmyview,andlong-termfixes.
Letmejusttalktoyouaboutoneoftheshort-termfixes.
ThecatalystforthishousingcrisiswastheFannieandFreddieMaethatcausedsubprimelendingsituationthatnowcausedthehousingmarketinAmericatocollapse.
Iamconvincedthat,untilwereversethiscontinueddeclineinhomeownershipandputafloorunderit,andsothatpeoplehavenotonlythehopeandbelieftheycanstayintheirhomesandrealizetheAmericandream,butthatvaluewillcomeup.
Now,wehaveallocated$750billion.Let'stake300ofthatbillionandgoinandbuythosehomeloanmortgagesandnegotiatewiththosepeopleintheirhomes,11millionhomesormore,sothattheycanaffordtopaythemortgage,stayintheirhome.
Now,Iknowthecriticismofthis.
MCCAIN:
Well,whataboutthecitizenthatstayedintheirhomes?
Thatpaidtheirmortgagepayments?
Itdoesn'thelpthatpersonintheirhomeifthenextdoorneighbor'shouseisabandoned.Andsowe'vegottoreversethis.Weoughttoputthehomeownersfirst.AndIamdisappointedthatSecretaryPaulsonandothershavenotmadethattheirfirstpriority.

OBAMA:
Well,firstofall,IwanttothankHofstraUniversityandthepeopleofNewYorkforhostingustonightandit'swonderfultojoinSenatorMcCainagain,andthankyou,Bob.
IthinkeverybodyunderstandsatthispointthatweareexperiencingtheworstfinancialcrisissincetheGreatDepression.AndthefinancialrescueplanthatSenatorMcCainandIsupportedisanimportantfirststep.AndIpushedforsomecoreprinciples:
makingsurethattaxpayercangettheirmoneybackifthey'reputtingmoneyup.MakingsurethatCEOsarenotenrichingthemselvesthroughthisprocess.
AndIthinkthatit'sgoingtotakesometimetoworkitselfout.Butwhatwehaven'tyetseenisarescuepackageforthemiddleclass.Becausethefundamentalsoftheeconomywereweakevenbeforethislatestcrisis.SoI'veproposedfourspecificthingsthatIthinkcanhelp.
Numberone,let'sfocusonjobs.Iwanttoendthetaxbreaksforcompaniesthatareshippingjobsoverseasandprovideataxcreditforeverycompanythat'screatingajobrighthereinAmerica.
Numbertwo,let'shelpfamiliesrightawaybyprovidingthemataxcut--amiddle-classtaxcutforpeoplemakinglessthan$200,000,andlet'sallowthemtoaccesstheirIRAaccountswithoutpenaltyifthey'reexperiencingacrisis.
NowSenatorMcCainandIagreewithyourideathatwe'vegottohelphomeowners.That'swhyweincludedinthefinancialpackageaproposaltogethomeownersinapositionwheretheycanrenegotiatetheirmortgages.
IdisagreewithSenatorMcCaininhowtodoit,becausethewaySenatorMcCainhasdesignedhisplan,itcouldbeagiveawaytobanksifwe'rebuyingfullpriceformortgagesthatnowareworthalotless.Andwedon'twanttowastetaxpayermoney.Andwe'vegottogetthefinancialpackageworkingmuchquickerthanithasbeenworking.
LastpointIwanttomake,though.We'vegotsomelong-termchallengesinthiseconomythathavetobedealtwith.We'vegottofixourenergypolicythat'sgivingourwealthaway.We'vegottofixourhealthcaresystemandwe'vegottoinvestinoureducationsystemforeveryyoungpersontobeabletolearn.

No.IwouldliketomentionthatacoupledaysagoSenatorObamawasoutinOhioandhehadanencounterwithaguywho'saplumber,hisnameisJoeWurzelbacher.
Joewantstobuythebusinessthathehasbeeninforalloftheseyears,worked10,12hoursaday.Andhewantedtobuythebusinessbuthelookedatyourtaxplanandhesawthathewasgoingtopaymuchhighertaxes.
Youweregoingtoputhiminahighertaxbracketwhichwasgoingtoincreasehistaxes,whichwasgoingtocausehimnottobeabletoemploypeople,whichJoewastryingtorealizetheAmericandream.
NowSenatorObamatalksaboutthevery,veryrich.Joe,Iwanttotellyou,I'llnotonlyhelpyoubuythatbusinessthatyouworkedyourwholelifeforandbeable--andI'llkeepyourtaxeslowandI'llprovideavailableandaffordablehealthcareforyouandyouremployees.
AndIwillnothave--Iwillnotstandforataxincreaseonsmallbusinessincome.Fiftypercentofsmallbusinessincometaxesarepaidbysmallbusinesses.That's16millionjobsinAmerica.AndwhatyouwanttodotoJoetheplumberandmillionsmorelikehimishavetheirtaxesincreasedandnotbeabletorealizetheAmericandreamofowningtheirownbusiness.

MCCAIN:
That'swhatJoebelieves.
OBAMA:
HehasbeenwatchingadsofSenatorMcCain's.LetmetellyouwhatI'mactuallygoingtodo.IthinktaxpolicyisamajordifferencebetweenSenatorMcCainandmyself.Andwebothwanttocuttaxes,thedifferenceiswhowewanttocuttaxesfor.
Now,SenatorMcCain,thecenterpieceofhiseconomicproposalistoprovide$200billioninadditionaltaxbreakstosomeofthewealthiestcorporationsinAmerica.ExxonMobil,andotheroilcompanies,forexample,wouldgetanadditional$4billionintaxbreaks.
WhatI'vesaidisIwanttoprovideataxcutfor95percentofworkingAmericans,95percent.Ifyoumakemore--ifyoumakelessthanaquartermilliondollarsayear,thenyouwillnotseeyourincometaxgoup,yourcapitalgainstaxgoup,yourpayrolltax.Notonedime.And95percentofworkingfamilies,95percentofyououtthere,willgetataxcut.Infact,independentstudieshavelookedatourrespectiveplansandhaveconcludedthatIprovidethreetimestheamountoftaxrelieftomiddle-classfamiliesthanSenatorMcCaindoes.
OBAMA:
Now,theconversationIhadwithJoetheplumber,whatIessentiallysaidtohimwas,"Fiveyearsago,whenyouwereinapositiontobuyyourbusiness,youneededataxcutthen."
AndwhatIwanttodoistomakesurethattheplumber,thenurse,thefirefighter,theteacher,theyoungentrepreneurwhodoesn'tyethavemoney,Iwanttogivethemataxbreaknow.Andthatrequiresustomakesomeimportantchoices.
ThelastpointI'llmakeaboutsmallbusinesses.Notonlydo98percentofsmallbusinessesmakelessthan$250,000,butIalsowanttogivethemadditionaltaxbreaks,becausetheyarethedriversoftheeconomy.Theyproducethemostjobs.
MCCAIN:
Youknow,whenSenatorObamaendeduphisconversationwithJoetheplumber--weneedtospreadthewealtharound.Inotherwords,we'regoingtotakeJoe'smoney,giveittoSenatorObama,andlethimspreadthewealtharound.
IwantJoetheplumbertospreadthatwealtharound.Youtoldhimyouwantedtospreadthewealtharound.
