　　MrPresident,DeputySecretary-General,Excellencies,LadiesandGentlemen,itisagreathonourformetoaddressthisGeneralAssemblyforthefirsttimeandtodosoasPrimeMinisterofacountrythathasalwaysbeenaproudandpro-activememberattheveryheartofthisUnitedNations.

　　ThisUnitedNationswasformedbecauseleadersacrosstheworldknewthattheycouldonlydeliversecurityfortheircitizensathomeiftheycouldcooperate,asacommunityofnations,todeliversecurityacrosstheglobe.

　　Someofthethreatsthatwefacetogethertodayarefamiliartothosefoundingleaders:

war,politicalinstability,abusesofhumanrightsandpoverty.

　　Othersarenew:

globalterrorism,climatechange,andunprecedentedmassmovementsofpeople.

　　Wegatherheretodaybecauseweknowthatsuchchallengesdonotrespectthebordersofourindividualnationsandthatonlybyworkingtogethershallweovercomethem.

　　AsanewPrimeMinistertotheUnitedKingdommypledgetothisUnitedNationsissimple:

theUKwillbeaconfident,stronganddependablepartnerinternationally–truetotheuniversalvaluesthatwesharetogether.

　　Wewillcontinuetohonourourcommitmenttospend0.7percentofourGrossNationalIncomeondevelopment,buildingontheachievementswehavealreadymadetoreducepoverty,dealwithinstabilityandincreaseprosperitytheworldover.AndwewilldriveforwardtheimplementationoftheSustainableDevelopmentGoals.

　　Wewillcontinuetochampiontherightsofwomenandgirls,makingsurethatallgirlsgettheeducationtheydeserve,andtacklinghorrificabusessuchasfemalegenitalmutilationandtheuseofsexualviolenceinconflict.

　　Wewillcontinuetobeasteadfast,permanentmemberoftheSecurityCouncil,meetingourNATOcommitmenttospend2percentofGDPondefenceandmakingaleadingcontributiontoUNpeacekeepingefforts,wherewehavedoubledourcommitment,includingnewdeploymentstoSomaliaandSouthSudan.

　　Wewillcontinuetostandupfortherulesbasedinternationalsystemandforinternationallaw,andIjoinotherleadersincondemningtheoutrageousbombingoftheaidconvoyinSyriayesterday.

　　Wewillcontinuetoplayourpartintheinternationaleffortagainstclimatechange.AndinademonstrationofourcommitmenttotheagreementreachedinParis,theUKwillstartitsdomesticprocedurestoenableratificationoftheParisagreement,andcompletethesebeforetheendoftheyear.

　　Andwewillcontinuetostrengthenourexistingpartnerships,fromthisUnitedNations,totheCommonwealthandNATO,seekingtoresolveconflictincountriesacrosstheworld-fromColombiaandCyprustoSomaliaandYemen.

　　Butwemustneverforgetthatwestandhere,atthisUnitedNations,asservantsofthemenandwomenthatwerepresentbackathome.

　　Andaswedoso,wemustrecognisethatfortoomanyofthesemenandwomentheincreasingpaceofglobalisationhasleftthemfeelingleftbehind.

　　Thechallengeforthoseofusinthisroomistoensurethatourgovernmentsandourglobalinstitutions,suchasthisUnitedNations,remainresponsivetothepeoplethatweserve.Thatwearecapableofadaptingourinstitutionstothedemandsofthe21stcenturyandensuringthattheydonotbecomeirrelevant.

　　Sowhenitcomestothebigsecurityandhumanrightschallengesofourtime,weneedthis–ourUnitedNations-toforgeaboldnewmultilateralism.

　　Becauseaswehaveseeneveninthepastweek,nocountryisuntouchedbythethreatofglobalterrorism.Andwhenextremistsanywhereintheworldcantransmittheirpoisonousideologiesdirectlyintothebedroomsofpeoplevulnerabletoradicalisation,weneednotjusttoworktogethertopreventconflictandinstabilityinnationstatesbuttoactgloballytodisruptthenetworksterroristgroupsusetofinancetheiroperationsandrecruittotheirranks.

　　Whenweseethemassdisplacementofpeople,atascaleunprecedentedinrecenthistory,wemustensureweareimplementingthepoliciesthatarefitforthechallengeswefacetoday.

　　Andwhencriminalgangsdonotrespectournationalborders–traffickingourfellowcitizensintolivesofslaveryandservitude–wecannotletthosebordersactasabarriertobringingsuchcriminalstojustice.

　　Ineachoftheseareas,itistheconveningpowerofourUnitedNationsthatgivesusauniqueopportunitytorespond.Butwecanonlydosoifwemoderniseandadapttomeetthechallengesofthe21stcentury.

　　AsaUnitedNationswehaveshownhowwecanworktogethertoreducethethreatfrominternationalterrorismbypreventingconflictandinstabilityfromdeveloping.

　　Forexample,throughourPermanentMembershipoftheSecurityCouncil,BritainhasplayedaleadingroleinthefightagainstAlShabaabinSomalia.Since2010,withhugesupportfromacrosstheregion,andcriticallythecommitmentofSomalisthemselves,AlShabaabhasbeendrivenfromallthemajorcitiesitusedtocontrol.

　　Itisvitalthatasaninternationalcommunitywecontinuetosupportcountriesintheregionthatarecontributingthousandsoftroops,andthatwecontinuetobuildthecapacityofSomalisecurityforces.ThatiswhytheUKisnowgoingtoincreasefurtheroursecuritysupportandwewillbecallingonotherstodothesame,hostinganinternationalconferenceonSomaliain2017tomaintainthisvitalmomentum.

　　MissionslikethismustremaincentraltotheworkofthisUnitedNations,butontheirowntheyarenotenough.

　　Becausetheterroristthreatswefacetodaydonotcomefromonecountrybutexistinadifferentspace.Theglobalnetworkstheyexploitrequireadifferentkindofglobalresponse.

　　Theseorganisationsareusingourownmodernbankingnetworksagainstus.Soweneedtolookatourregulations,ourinformationsharingandusingourtechnologicalcapabilitiestogetaheadofthem.

　　Theyaretargetingourairlines,exploitingthefactthatnoonecountrycankeepitscitizenssafewhentheyareflyingbetweenmultiplejurisdictions.

　　ThatiswhythisweektheUnitedNationswillvoteonaUKledresolutiononaviationsecuritytoensurethateverycountryimplementsthestandardsweneedtoensurethatnocountryistheweaklink.

　　Theyareexploitingtheinternetandsocialmediatospreadanideologythatisrecruitingpeopletotheircauseallovertheworld.Soweneedtotacklethisideologyhead-on.

　　ThatiswhytheUKhaschampionedtheworkthattheSecretaryGeneralhasledtodevelopastrategyforPreventingViolentExtremism.Now,asaninternationalcommunity,wemustworktogethertoadoptandimplementthemostcomprehensivenationalactionplanstotackleboththecausesandthesymptomsofallextremism.

　　Itisnotenoughmerelytofocusonviolentextremism.Weneedtoaddressthewholespectrumofextremism-violentextremismandnon-violentextremism;Islamistandneo-Nazi–hateandfearinalltheirforms.

　　JustasweneedtheUnitedNationstomodernisetomeetthechallengesofterrorisminthe21stcentury,sowealsoneedtoadaptifwearetofashionatrulyglobalresponsetothemassmovementsofpeopleacrosstheworldandtheimplicationsthisbringsforsecurityandhumanrights.

　　The1951conventionandthe1967protocolmustremainthebedrockofourresponse,butthecontextinwhichtheymustbeappliedhasdramaticallychanged.

　　Acrosstheworldtoday,thereare65millionpeoplewhohavebeenforciblydisplaced.ThatitisequivalenttotheentirepopulationoftheUnitedKingdom.

　　Itisanunprecedentedfigure,onethathasalmostdoubledinadecade.AndyetUNappealsareunderfunded;hostcountriesarenotgettingenoughsupport;andrefugeesarenotgettingtheaid,educationandeconomicopportunitiestheyneed.

　　Wemustdomore.Andasthesecondlargestbi-lateralproviderofassistance,theUKremainsfullycommittedtoplayingaleadingrole.

　　Inthelast5yearstheUKhasinvestedover$9billioninhumanitarianassistance,savingmillionsofliveseveryyear.

　　TheLondonSyriaConferenceinFebruaryraised$12billioninpledges,thelargestamounteverraisedinonedayinresponsetoahumanitariancrisis.

　　Andthatmoneyisbeingusedtocombinebothurgenthumanitarianassistanceandvitaleconomicdevelopment,benefittingbothrefugeesandthecommunitiesandcountrieshostingthem.

　　ClearlyweneedtocontinueoureffortstobringanendtotheconflictandtheappallingslaughterinSyriaandtogetaidthroughtothosewhoneedit.

　　AndwhiletheseeffortscontinueinsideSyria,wealsoagreedneweffortstosupportrefugeesandhostcommunitiesinneighbouringcountries,includingthrougheducationandopportunitiestowork.ThisisbeingassistedbyloansfrominternationalfinancialinstitutionsandaccesstoEuropeanmarkets.Andthroughourtradingrelationshipsanddirectengagementwithbusinesseswearemobilisingtheprivatesectortocreatenewjobsintheregionforeveryone.

　　Andwhilethereismoretobedone,itisthisapproachtofinancingbothhumanitariansupportandeconomicdevelopmentthatIwillbechampioningwhenIannounceafurtherUKfinancialcontributionatPresidentObama’sRefugeeSummitlatertoday.

　　Butinadditiontorefugeesanddisplacedpeoplefleeingconflictandpersecution,wearealsoseeinganunprecedentedmovementofpeopleinsearchofgreatereconomicopportunitiesthroughthesameunmanagedchannels.

　　Thisaffectsallofus,anditistheresponsibilityofusalltotakeaction.Wecannotignorethischallenge,orallowittocontinueunmanaged.Weneedtodobetter.Betterforthecountriespe
