Bothofthesegesturesareextraordinary.ThegeneralshavebeenroundingupNLDmembersrelentlesslyoverthepastcoupleofyears,inanefforttoeradicateanyremnantsofanopposition.TheyhavebeenevenmoredoggedintheireffortstodiscreditMissSuuKyi,whowontheNobelpeaceprizeforopposingthemandwhoremainstherallyingpointfortheregime'sdetractorsaroundtheworld.LastAugustthegovernmentblockadedaroadfordaystopreventherfromvisitingsupportersoutsidethecity.Sincethenshehasbeenundervirtualhousearrest.
Sowhyhavethegeneralssuddenlyrelaxedtheirgrip?

URUGUAYhasbeenaproudexceptiontotheprivatizingwavethatsweptthroughSouthAmericainthe1990s.Itsstate-ownedfirmsaremoreefficientthanmanyoftheircounterpartsinArgentinaandBrazileverwere.In1992,Uruguayansvotedinareferendumagainstprivatizingtelecoms.TheyrightlyobservethatsomeofArgentina'ssaleswerebotched,creatinginefficientprivatemonopolies.Andwithunemploymentat15%,nobodyisenthusiasticaboutthejobcutsprivatizationwouldinvolve.
ThatleavesPresidentJorgeBatllewithaproblem.Uruguayhasbeeninrecessionforthepasttwoyears,mainlybecauseoflowpricesforitsagriculturalexports,andbecauseofArgentina'swoes.Butpublicdebtisat45%OfGDP,and
rising.Someeconomistsarguethatprivatizationwouldgiveaboosttotheeconomy,byattractingforeigninvestment,andbyloweringcosts.CERES,athink-tank,havingcomparedtariffsforpublicservicesinUruguayanditsneighbors,believesliberalizationcouldsavebusinessesandhouseholdstheequivalentof4%ofGDPannually,raisegrowthandproduceanet45,000jobs.
