Bothofthesegesturesareextraordinary.ThegeneralshavebeenroundingupNLDmembersrelentlesslyoverthepastcoupleofyears,inanefforttoeradicateanyremnantsofanopposition.TheyhavebeenevenmoredoggedintheireffortstodiscreditMissSuuKyi,whowontheNobelpeaceprizeforopposingthemandwhoremainstherallyingpointfortheregime'sdetractorsaroundtheworld.LastAugustthegovernmentblockadedaroadfordaystopreventherfromvisitingsupportersoutsidethecity.Sincethenshehasbeenundervirtualhousearrest.

Sowhyhavethegeneralssuddenlyrelaxedtheirgrip?

Themostlikelyansweristhattheythinktheycanaffordto,notthattheyhaveto.Thoughwesterncountriesmaintainsanctionsagainsttheregime,itishardtobelievethatitisnowbuckling.MostAsiancountriesarestillhappytodobusinesswithMyanmar,andChinaespeciallyisdoingroaringcross-bordertrade.

Norshouldonereadtoomuchintoreportsofasplitbetweenreformersandhardliners.Traderestrictionsandmulti-tieredexchangeratesdoindeeddistortsomepartsoftheeconomygrotesquely.AndKhinNyunt,oneofthejunta'stopgenerals,doesappeartosupportmakingsomechanges.Butthereisnotmuchchanceofanythingdramatichappening."Thethingthattheyallagreeaboutisthatanyeconomicreformwouldcausechaosinthecountry,"saysonewesternbusinessmanwhopopsinandoutfromThailand.Andalthoughthegovernment'sgrowthfiguresareoverblown,theeconomyisneverthelessslightlyexpanding,ratherthancontracting.

Moreover,eventhe"reformers"withinthejuntahavelittleinterestinlooseninguppolitically.Theydonotthinktheyneedtodosotoimprovetheeconomy,andtheycertainlydonotfeelvulnerablepolitically.Themilitaryregime,saysarecentreportbytheInternationalCrisisGroup,athink-tank,is"asstrongasatanytimeinthecountry'shistory".Thearmyhasroughlydoubledinsizesince1988,whenitbloodilysuppressedawaveofprotestandinstalleditselfinpower.

UnfortunatelyforMyanmar'sdemocrats,thegeneralsappeartobesowellentrenchedthattheycannowaffordtoworkontheirpublicrelations.Thereisnoharminreleasingopponentsiftheoppositionisnolongerathreat.AndifMissSuuKyiisbecomingirrelevant,thereisnoharminmeetinghertodiscussthetermsofsurrender.

URUGUAYhasbeenaproudexceptiontotheprivatizingwavethatsweptthroughSouthAmericainthe1990s.Itsstate-ownedfirmsaremoreefficientthanmanyoftheircounterpartsinArgentinaandBrazileverwere.In1992,Uruguayansvotedinareferendumagainstprivatizingtelecoms.TheyrightlyobservethatsomeofArgentina'ssaleswerebotched,creatinginefficientprivatemonopolies.Andwithunemploymentat15%,nobodyisenthusiasticaboutthejobcutsprivatizationwouldinvolve.

ThatleavesPresidentJorgeBatllewithaproblem.Uruguayhasbeeninrecessionforthepasttwoyears,mainlybecauseoflowpricesforitsagriculturalexports,andbecauseofArgentina'swoes.Butpublicdebtisat45%OfGDP,and

rising.Someeconomistsarguethatprivatizationwouldgiveaboosttotheeconomy,byattractingforeigninvestment,andbyloweringcosts.CERES,athink-tank,havingcomparedtariffsforpublicservicesinUruguayanditsneighbors,believesliberalizationcouldsavebusinessesandhouseholdstheequivalentof4%ofGDPannually,raisegrowthandproduceanet45,000jobs.

Thepollsthatshowcontinuingsupportforpublicownershipalsoshowgrowingoppositiontomonopolies.SoMr.Batlleplanstokeepthestatefirms,butletprivateoneseithercompetewiththemorbidtooperatetheirservicesundercontract.
