AllrelevantdepartmentsoftheStateCouncil,constructioncommittees(constructiondepartments)ofallprovinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernmentandconstructioncommitteesofmunicipalitiesofseparateplan,theXinjiangProductionandConstructionCorps.
InaccordancewiththerequirementsofManagementRegulationsforQualityofConstructionEngineeringissuedbytheStateCouncilandthepaperofJianBiaoNo.[2000]31ofourministry,we,togetherwithotherrelevantdepartments,havepreparedtheCompulsoryProvisionsofEngineeringConstructionStandards(hereinafterreferredtoasCP).CPincludessectionsofUrbanandRuralEngineering,UrbanConstruction,Building,IndustrialConstruction,WaterConservationEngineering,PowerEngineering,InformationEngineering,WaterTransportationEngineering,HighwayEngineering,RailwayEngineering,PetroleumandChemicalConstructionEngineering,MiningEngineering,People’sAirDefenseEngineering,Broadcasting,FilmandTVEngineeringandCivilAviationAirportEngineeringetc..ThecontentsofCP,amongexistingStateandprofessionalstandardsforengineeringconstruction,directlyconcerntothesafetyofpeople’slife,propertyandhealth,environmentprotectionandotherpublicinterests.Italsohastakenintoaccountoftherequirementsforeconomicreturnsandsocialbenefits.AllprovisionsinCPmustbestrictlyimplemented.
CPisthecompulsorystandardsforexecutionofengineeringconstructionbyallpartiesinvolvedinconstructionactivitiesandthebaseaswellforthegovernmenttosupervisetheimplementation.
Infuture,anynewlyissuedengineeringconstructionstandards,whichcontaincompulsoryprovisions,shallclearlyindicateitinthetextandbeincorporatedintoCP.
CP(Building)isexaminedandapprovedbyourministryandshallbeimplementedfromthedateofissuing.
CP(Building)shallbemanagedandinterpretedbytheDepartmentforStandardQuotaundertheMinistry.

TheCompulsoryProvisionsofEngineeringConstructionStandards(hereinafterreferredtoasCP)isprepared,accordingtotherequirementssetinthepaperofJianBiaoNo[200]31issuedbytheMinistryofConstruction,byexpertsofallrespectsorganizedbytheMinistryofConstructiontogetherwithotherrelevantdepartmentsincharge.ItisexaminedbyallrelevantdepartmentsinchargeandfinalizedandissuedbytheMinistryofConstruction.CPincludessectionsofUrbanandRuralEngineering,UrbanConstruction,Building,IndustrialConstruction,WaterConservationEngineering,PowerEngineering,InformationEngineering,WaterTransportationEngineering,HighwayEngineering,RailwayEngineering,PetroleumandChemicalConstructionEngineering,MiningEngineering,People’sAirDefenseEngineering,Broadcasting,FilmandTVEngineeringandCivilAviationAirportEngineeringetc..Itcoversmajorfieldsofengineeringconstruction.
ThecontentsofCParethedirectabstractsofcompulsoryregulationsfromengineeringconstructionstandards,whichdirectlyconcerntothesafetyofpeople’slife,propertyandhealth,environmentprotectionandotherpublicinterestsandmustbeexecutedcompulsorily.Italsohastakenintoconsiderationoftherequirementsforpoliciesofresourcesprotection,investmentsaving,increaseofeconomicreturnsandsocialbenefits.
CPisanauxiliarydocumentofManagementRegulationsforQualityofEngineeringConstructionissuedbytheStateCouncilanditisthebaseforsupervisingandimplementationofcompulsorystandardsofengineeringconstruction.
AfterissuingthisCP,theexistingengineeringconstructionstandards,whichtheabstractsarefromshallstillbevalidandbothcanbeusedforreference.Theserialnumbersofarticles,clausesanditemsforabstractedprovisionsaresameasthoseinoriginalstandards.
CPwillberevisedandsupplementedonceortwiceayearandtherelevantinformationwillbepublishedtimelyinjournalofStandardizationofEngineeringConstruction.Infuture,whensubmittingneworrevisedStateengineeringconstructionstandardsforapprovalorsubmittingengineeringconstructiontradestandardsforfile,theprovisionsinCPwhichneedtoberevisedorsupplementedshallalsobesubmitted.
Tofacilitatethechangeofpageswhenmakingreplacementorinsertionofanycontents,theindependentpagenumberingisarrangedasperthechapterofthewholetext.Forexample,thepagenumbersofChapter2inSectionOnearepages1-2-1~11andthesameprincipleappliestoallothers.
