A.INTRODUCTION
TheAtomicEnergyActof1954(42U.S.C.2011etseq.),asamended,andtheEnergyReorganizationActof1974placesontheNuclearRegulatoryCommission(NRC)theresponsibilityforthelicensingandregulationofprivatenuclearfacilitiesfromthestandpointofpublichealthandsafety.Part100,"ReactorSiteCriteria,"ofTitle10oftheCodeofFederalRegulationsrequiresthatthepopulationdensity;useofthesiteenvirons,includingproximitytoman-madehazards;andthephysicalcharacteristicsofthesite,includingseismology,meteorology,geology,andhydrology,betakenintoaccountindeterminingtheacceptabilityofasiteforanuclearpowerreactor.SeismicandgeologicsitecriteriafornuclearpowerplantsareprovidedinAppendixAandin10CFR100.23.AppendixAto10CFRPart50establishesminimumrequirementsfortheprincipaldesigncriteriaforwater-coolednuclearpowerplants,andAppendixStoPart50providesengineeringcriteriafornuclearpowerplants.Anumberofthesecriteriaaredirectlyrelatedtositecharacteristicsaswellastoeventsandconditionsoutsidethenuclearpowerunit.
TheNationalEnvironmentalPolicyActof1969(NEPA)(42U.S.C.4321etseq.),asamended,implementedbyExecutiveOrders11514and11991andtheCouncilonEnvironmentalQuality'sGuidelines(40CFRParts1500-1508),requiresthatallagenciesoftheFederalGovernmentpreparedetailedenvironmentalstatementsonproposedmajorFederalactionsthatcansignificantlyaffectthequalityofthehumanenvironment.AprincipalobjectiveofNEPAistorequiretheFederalagencytoconsider,initsdecision-makingprocess,theenvironmentalimpactsofeachproposedmajoractionandtheavailablealternativeactions,includingalternativesites.
Part51,"EnvironmentalProtectionRegulationsforDomesticLicensingandRelatedRegulatoryFunctions,"ofTitle10oftheCodeofFederalRegulationssetsforththeNRC'spolicyandproceduresforthepreparationandprocessingofenvironmentalimpactstatementsandrelateddocumentspursuanttoSection102
(2)(C)ofNEPA.
ThelimitationsontheCommission'sauthorityandresponsibilitypursuanttotheNEPAimposedbytheCleanWaterAct[FederalWaterPollutionControlAct(FWPCA)](33U.S.C.1251etseq.),asamended,areaddressedinthePolicyStatementRegardingImplementationofCertainNRCandEPAResponsibilitiespublishedintheFederalRegisteronDecember31,1975(40FR60115).
ThisguidediscussesthemajorsitecharacteristicsrelatedtopublichealthandsafetyandenvironmentalissuesthattheNRCstaffconsidersindeterminingthesuitabilityofsitesforlight-water-cooled(LWR)nuclearpowerstations.1Theguidelinesmaybeusedbyapplicantsinidentifyingsuitablecandidatesitesfornuclearpowerstations.Thedecisionthatastationmaybebuiltonaspecificcandidatesiteisbasedonadetailedevaluationoftheproposedsite-plantcombinationandacost-benefitanalysiscomparingitwithalternativesite-plantcombinationsasdiscussedinRegulatoryGuide4.2,"PreparationofEnvironmentalReportsforNuclearPowerStations."2
Chapter9ofRegulatoryGuide4.2discussestheselectionofasitefromamongalternativesites;theapplicantshouldpresentitssite-plantselectionprocessastheconsequenceofananalysisofalternativeswhoseenvironmentalcostsandbenefitswereevaluatedandcomparedandthenweighedagainstthoseoftheproposedfacility.
Thisguideisintendedtoassistapplicantsintheinitialstageofselectingpotentialsitesforanuclearpowerstation.Eachsitethatappearstobecompatiblewiththegeneralcriteriadiscussedinthisguidewillhavetobeexaminedingreaterdetailbeforeitcanbeconsideredtobea"candidate"site,i.e.,oneofthegroupofsitesthataretobeconsideredinselectinga"proposed"or"preferred"site.3
Thisguideshouldbeusedonlyintheinitialstageofsiteselectionbecauseitdoesnotprovidedetailedguidanceonthevariousrelevantfactorsandformatforrankingtherelativesuitabilityordesirabilityofpossiblesites.ThisguideprovidesageneralsetofsafetyandenvironmentalcriteriathattheNRCstaffhasfoundtobevaluableinassessingcandidatesiteidentificationinspecificlicensingcases.
Theinformationneededtoevaluatepotentialsitesatthisinitialstageofsiteselectionisassumedtobelimitedtoinformationthatisobtainablefrompublishedreports,publicrecords,publicandprivateagencies,andindividualsknowledgeableaboutthelocalityofapotentialsite.Althoughinsomecasestheapplicantsmayhaveconductedon-the-spotinvestigations,itisassumedherethattheseinvestigationswouldbelimitedtoreconnaissance-typesurveysatthisstageinthesiteselectionprocess.
Thesafetyissuesdiscussedincludegeologic/seismic,hydrologic,andmeteorologicalcharacteristicsofproposedsites;exclusionareaandlowpopulationzone;populationconsiderationsastheyrelatetoprotectingthegeneralpublicfromthepotentialhazardsofseriousaccidents;potentialeffectsonastationfromaccidentsassociatedwithnearbyindustrial,transportation,andmilitaryfacilities;emergencyplanning;andsecurityplans.Theenvironmentalissuesdiscussedconcernpotentialimpactsfromtheconstructionandoperationofnuclearpowerstationsonecologicalsystems,wateruse,landuse,theatmosphere,aesthetics,andsocioeconomics.
Thisguidedoesnotdiscussdetailsoftheengineeringdesignsrequiredtoensurethecompatibilityofthenuclearstationandthesiteorthedetailedinformationrequiredforthepreparationofthesafetyanalysisandenvironmentalreports.Inaddition,nuclearpowerreactorsitesuitabilityasitmaybeaffectedbytheCommission'smaterialssafeguardsfornuclearpowerplantsisnotaddressedinthisguide.
Asignificantcommitmentoftimeandresourcesmayberequiredtoselectasuitablesiteforanuclearpowerstation,includingsafetyandenvironmentalconsiderations.Siteselectioninvolvesconsiderationofpublichealthandsafety,engineeringanddesign,economics,institutionalrequirements,environmentalimpacts,andotherfactors.Thepotentialimpactsoftheconstructionandoperationofnuclearpowerstationsonthephysicalandbiologicalenvironmentandonsocial,cultural,andeconomicfeatures4(includingenvironmentaljustice)areusuallysimilartothepotentialimpactsofanymajorindustrialfacility,butnuclearpowerstationsareuniqueinthedegreetowhichpotentialimpactsoftheenvironmentontheirsafetymustbeconsidered.Thesafetyrequirementsareprimarydeterminantsofthesuitabilityofasitefornuclearpowerstations,butconsiderationsofenvironmentalimpactsarealsoimportantandneedtobeevaluated.
Inthesiteselectionprocess,coordinationbetweenapplicantsfornuclearpowerstationsandvariousFederal,State,local,andNativeAmericantribalagencieswillbeusefulinidentifyingpotentialproblemareas.
AppendicesAandBofthisguidesummarizetheimportantsafety-relatedandenvironmentalconsiderationsforassessingthesitesuitabilityofnuclearpowerstations.
Theinformationcollectionscontainedinthisregulatoryguidearecoveredbytherequirementsof10CFRPart50,whichwereapprovedbytheOfficeofManagementandBudget,approvalnumber3150-0011.TheNRCmaynotconductorsponsor,andapersonisnotrequiredtorespondto,acollectionofinformationunlessitdisplaysacurrentlyvalidOMBcontrolnumber.
B.DISCUSSION
GEOLOGYANDSEISMOLOGY
Nuclearpowerstationsmustbedesignedtopreventthelossofsafety-relatedfunctions.Generally,themostrestrictivesafety-relatedsitecharacteristicsconsideredindeterminingthesuitabilityofasitearesurfacefaulting,potentialgroundmotionandfoundationconditions5(includingliquefaction,subsidence,andlandslidepotential),andseismicallyinducedfloods.Criteriathatdescribethenatureoftheinvestigationsrequiredtoobtainthegeologicandseismicdatanecessarytodeterminesitesuitabilityhavebeensetforthin10CFRPart100,"ReactorSiteCriteria,"inSection100.23,"GeologicandSeismicSitingCriteria"(59FR52255).Safety-relatedsitecharacteristicsareidentifiedinSection2.5ofRegulatoryGuide1.70,"StandardFormatandContentofSafetyAnalysisReportsforNuclearPowerP
