1ExecutiveSummary
TheOpenGovernmentPlanhastwoobjectives.First,theplanismeanttocommunicatethegoals,timelines,andobjectivesthat[Agency]willusetocomplywithandsupporttheOpenGovernmentDirective*(OGD)andmakeitsplansavailabletothegeneralpublic.Secondly,theplanisdesignedtohelpguideemployeesand[Agency]toimplementandusetechnologiestopublishgovernmentinformationonlineinaccordancewiththeOGD.Thisdocumentoutlinestheplanning,resources,deployment,securitypolicy,administration,maintenance,bestpractices,andsupportneededfor[Agency]tocomplywithandsupporttheOGDandtopublishgovernmentinformationonline.Itidentifieslinesofownershipforbothorganizationalandtechnicalteams,definingwhoisresponsibleforvariousareasofthesystem.Moreover,thisdocumentdefinesrulesandguidelinesinstitutedtoprovide[Agency]staffenoughflexibilityandcontroltopublishinformationonline,respondtopublicfeedback,andcomplywiththeFreedomofInformationAct(FOIA)andotherregulatoryrequirements.Italsoestablishesrulesfortheappropriateusageof[Agency]publishingtechnologiestoachievethefollowing:

2.1Objective
TheprimaryobjectiveofthisdocumentistoestablishagoverningdocumentforthepublicationofgovernmentinformationonlineandtoestablishacultureofopengovernmentinaccordancewiththeOpenGovernmentDirective.Tothatend,thisdocumentcoversthefollowingareas:
a)PlanforOpenGovernmentWebPage
b)PlanforCollaborationwiththePublic
c)PlantoPublishHigh-ValueDataSets
d)PlantoPreserveandMaintainElectronicInformation
e)PlantoImproveQualityofGovernmentInformation

Foreachoftheseareas,otherobjectivesareasfollows:
a)Demonstratehowallrequirementsaretobeaddressed.
b)Identifyandassignresources,includingpersonnelandexecutivestakeholders,andalsoincludingtheinfrastructureandinformationtechnology(IT)resourcesneededtoprovideoperationalsupportforonlinepublishing.
c)Analyzegapsinresourcesneededtomeettherequirements.
d)Assesspotentialriskstotheplan’ssuccess.

2.2History
Aspartofthe“OpenGovernmentDirective”PresidentialMemorandumissuedDecember 8, 2009,andthe“TransparencyandOpenGovernment”PresidentialMemorandumissuedJanuary21, 2009,allagenciesarecalledtotakespecificactionstoimplementtheprinciplesoftransparency,participation,andcollaboration.Thisdocumentoutlinesthe[Agency]planofaction.Createdbythe[Sponsoringoffice]at[Agency],thisdocumentoffersguidancetoemployeesanddivisionsaboutrelevantgovernancestandardsforpublishinggovernmentinformationonlineusingmoderntechnologies,includingGov2.0andSocialNetworking.
2.3Audience
Thisdocument[will|should]bereadbyallemployeesanddirectorateswhopublishgovernmentinformationincompliancewiththeFreedomofInformationAct(FOIA)andinthespiritofthegoalsofopengovernment.
2.4Scope
Thisdocumentdescribestheactionsof[Agency]topublishgovernmentinformationonlineandtocultivateandmaintainthecultureofopengovernment.ItincludesaplanofactionforaddressingrequirementsoftheOpenGovernmentDirectiveandlistsnecessaryresources,processes,policies,andbestpractices.
2.5Responsibilities
ItwillbetheresponsibilityoftheProgramAreasandsupportingofficestocollectivelyseekoutopportunitiestoenhanceorganizationalprocessesandoperations.Thefollowingpointsmaybeconsidered:
