First, the plan is meant to communicate the goals, timelines, and objectives that Agency will use to comply w

17、ith and support the Open Government Directive* (OGD) and make its plans available to the general public. Secondly, the plan is designed to help guide employees and Agency to implement and use technologies to publish government information online in accordance with the OGD. This document outlines the

18、 planning, resources, deployment, security policy, administration, maintenance, best practices, and support needed for Agency to comply with and support the OGD and to publish government information online. It identifies lines of ownership for both organizational and technical teams, defining who is

19、 responsible for various areas of the system. Moreover, this document defines rules and guidelines instituted to provide Agency staff enough flexibility and control to publish information online, respond to public feedback, and comply with the Freedom of Information Act (FOIA) and other regulatory r

20、equirements. It also establishes rules for the appropriate usage of Agency publishing technologies to achieve the following:Establish Agency standards and tools for open format publishing online.Establish a Web page at a federal-wide standardized location to communicate how this agency plans to enab

21、le openness. Establish procedures for increasing and ensuring the accuracy of data.Specify activities to increase participation, accountability, and collaboration though identification of a flagship initiative. Establish prudent and acceptable practices regarding the use of online publishing. Ensure

22、 compliance with applicable rules, guidelines, and instructions. Safeguard Agency confidential and sensitive data by ensuring that the rules and policies are understood and followed. Delineate goals and objectives associated with the use of collaborative technologies so that Agency efficacy and cons

23、tituent satisfaction are increased. 24、n2.1 ObjectiveThe primary objective of this document is to establish a governing document for the publication of government information online and to establish a culture of open government in accordance with the Open Government Directive. To that end, this document covers the following areas:a) Plan

25、 for Open Government Web Pageb) Plan for Collaboration with the Publicc) Plan to Publish High-Value Data Setsd) Plan to Preserve and Maintain Electronic Informatione) Plan to Improve Quality of Government Informationf) Plan to Comply with Freedom of Information ActFor each of these areas, other obje

26、ctives are as follows:a) Demonstrate how all requirements are to be addressed.b) Identify and assign resources, including personnel and executive stakeholders, and also including the infrastructure and information technology (IT) resources needed to provide operational support for online publishing.

27、c) Analyze gaps in resources needed to meet the requirements.d) Assess potential risks to the plans success.e) Establish initial policies and procedures that govern standards for online information and the institutionalization of an open culture at Agency.2.2 HistoryAs part of the “Open Government D

28、irective” Presidential Memorandum issued December8,2009, and the “Transparency and Open Government” Presidential Memorandum issued January 21,2009, all agencies are called to take specific actions to implement the principles of transparency, participation, and collaboration. This document outlines t

29、he Agency plan of action. Created by the Sponsoring office at Agency, this document offers guidance to employees and divisions about relevant governance standards for publishing government information online using modern technologies, including Gov 2.0 and Social Networking.2.3 AudienceThis document

30、 will|should be read by all employees and directorates who publish government information in compliance with the Freedom of Information Act (FOIA) and in the spirit of the goals of open government.2.4 ScopeThis document describes the actions of Agency to publish government information online and to

31、cultivate and maintain the culture of open government. It includes a plan of action for addressing requirements of the Open Government Directive and lists necessary resources, processes, policies, and best practices.2.5 ResponsibilitiesIt will be the responsibility of the Program Areas and supporting offices to collectively seek out opportunities to enhance organizational processes and operations.
