1.Introduction
Alongwiththeglobalizationdeepening,thebusinessworldisgettingmorecompetitivethanever,astheconsequence,corporatecouldexpandrapidlywithinunexpectedshortperiodorvanishsilentlyovernight.Whereaswhatwouldbetheunderlinesecretsofasuccessfulcompanyorevenainternationalcorporation,corporatesocialresponsibility(CSR)mustbetheanswerwecannotignored.CSRisnowbecomingoneofthemostimportantaspectswhichaffectsthestrategiesandimplementofanycorporatewhowantstokeepexistinganddevelopingintheglobalizationdeepening.Althoughitwasin1930thattheCSRwasintroducedintopublicasitsveryfirsttime,stillthereisnospecificacknowledgeddefinitionofit.MostwidelyacceptedconceptofCSRisakindofself-regulatingandbuilt-incodewhichactsastheguaranteeoftheacorporationororganization’ssuccessineconomyorfinance,includingbutnotlimitedtosocial,ethical,environmentalissues.(Renneboog,L.D.R.;Horst,J.R.ter;Zhang,C.2007)AmongallthedimensionsofCSR,onecanneverdenythatthereisanultimatecrucialpart,thelaborforce’srights.Asociallyresponsiblecompanyshouldnotonlycreatetheirpublicimagebutalsoshouldallocateabundantresourceandattentiontoimprovethesituationofhumanrights,therightsoflaborforceandthecriterionofworkplace,anditistheevitabledutyforacooperationtofocusontheemployeesanditssocialrolewhenitpursuittheprofitforshareholders.(Patring,Kristina,2012)
ThispaperwillmainlyfocusonthediscussionofdifferentstatusofCSRandrightsoflaborforceinbothUKandChina,andthewholeelaborationwillbedividedintothefollowingparts.First,theimportanceofCSR,includingwhatcantheCSRimplementationbringtoacooperation,bothbenefitandtheexistedchallenge.Second,differentfunctionoftradeunionsinUKandChina,factswillbeillustratedtodemonstratethetradeunionplaysanimportantrolewhichcanbenotignoredinbothCSRdevelopmentandbusinessworld.Inthethird,CSRinemploymentissues,mainlytheovertimeissuewillbediscussedwiththeexamplesfromUK,Germany,FranceandChina.Finally,theconclusionaboutwhytheCSRshouldbetakenintofirstconsiderationwhenacooperationwantstosurviveandflourishinthefiercebusinesscompetitionwillbedrawn.
2.TheimportanceofCSR
Sinceanycompany’sdevelopmentshoulddependonthelaborforce,sotheCSRcodesofitwillthoroughlybethedecisivefactorwhichcanleadacompanygoodreputationorbringitintoanotoriousdegree.AccordingtothenewresearchfindingfromtheUniversityofSouthampton,toworkforsomethingbenefitorcontributethesocietywillcause30percentincreaseinproductivity,andCSRwouldbethemostrelatedinfluentialfactoranddirectrepresent.MeanwhilestillweshouldfacetheunfavorableconsequencecausedbyCSR.
ItmustbeadmittedthattheadvantagesofCSRdominatethesituation.
Firstandtheforemost,CSRcandirectlyleadgoodreputationtoacompany,whichwillgenerategreateconomicvaluebyreducingcostineveryaspects,forthebrandingstandsfortherespectthevalueofhumanandenvironment.Withthefinefame,acompanycanobtainallkindsofresourcewithlowercost.Astothelaborforce,anenterprisecanrecruittheneededtalentswitharelativeloweroption,andthepersonnel fluiditywillbemuchlowerthanthosewhodonotowntheirgoodname.(Gill,Robert,2012)AcompanywithfinefameinCSRcansavenearlyone-fifthcostinrecruitingnewgraduation.
Secondly,CSRwouldimprovethesocialorderbothinlowerthecrimerateandpurportedlyassistpeopletofightagainstthebadimpulse,andeventuallygiverisetothehappinessofthepopulation.(Khan,SafwanA;Ahmed,Vaqar,2014)themaincontributionofCSRinthisaspectsisitcaninfluentthepublicpolicymakinginthepositiveway,byfavoringthestrategicpeaceacrossthecountry.Withinthegenerallegislativeandexecutive level,theCSRcanachievethelong-termstabilityinsocietybyreducinglaborforceconflictandimprovingthedegree of satisfactionandhappiness.
Inthemeantime,CSRcanproducepositivefunctiontothepromotionofenterprise's management,professiondevelopmentandevennationeconomy.WiththeCSRprovidehigherrequirementtoacooperation,thelevel of productive forceswillbeupgradedbymoreadvancedhighandnewtechnologyinordertobecomingmoreenvironmentalfriendlyandsavingmoremanpowercosts.(Bacytė,IndrėKazimiera,2013)
StillchallengeexistsintheimplementationofCSRinmorebroadlyscope.Currently,nomatterindevelopingcountrieslikeChinaordevelopedcountrieslikeUK,CSRimplementationencountermainlytwobarriers,financialandhumanresourcedilemmaduringthepushingofCSRintorealbusinesspractice.(BECCHETTI,LEONARDO;TESSITORE,MARIAELISABETTA,2006).DefinitelytheimplementationofCSRwillcausemorecostonseveralfields,andthecooperationcannotavoidpayingtheextraexpenditure.ThisleadtothehardestbarrierforCSR,thoughitcanpositivelyaffectthecreditratingofacooperation.(TaiwoAdewaleMURITALA,2013)Moreover,theimprovementofcreditratingmustresultinthefactthattheliftingofprofitabilityperformancewillbeconsequentupon.Howeverthecloserelationshipbetweenthetwoareusuallyignoredbecauseitconsumesrelativelargetimecostandopportunitycost.
AccordingtotheHallmodel,whichisproposedinhisbooksTheSilentLanguageandUnderstandingCulturalDifferences,E.T.halllabeledthemostofthepeoplewithtwopairsofcontrastingcultures.Highcontextculture,whichistypicallyrepresentedbyChina,JapanandFrance.Peoplefromthesecountrieswillusuallydothingspolyphonically,whichmeanstheytendtodoseveralthingsatthesametime.Onthecontrary,therestandatotallydisparategroup,whoisthelowcontextculture,bestdeducedbycountrieslikeGermany,AmericaandCanada,andthesegroupsofpeoplewillbemorelikelytodothingsoneatatimeandinsequence,thatistosaytheybelongtothemonochromiccultures.Inthetwotypesofcountries,usuallytheCSRwillbepresentedinquitedifferentway,suchasthedifferentroleoftradeunionintwotypesofcountriesandovertimepaymentissue.
InHighcontextcultures,inmostoccasionspeoplewilltrytoachieveseveraltargetsinthesame,thingareverytypicalinChina.DuetotheCSRissueismorevaluedtheseyears,mostofthecompaniesprefertoimplementandparticipatenearlyalltheaspectsofCSR,tobemorespecifically,ChinesefirmswilltaketheCSRintotheircompanyphilosophy,writetheseideasintotheemployercodeandasktheirworkertorealizetheCSR.Forexample,plentyofChinesefirmstrytopaymoreattentiononhumanrights,whichhasbeenneglectedforoverdecades;trytosolvetheenvironmentalpollution,accompanyingwith aseries ofrigorous challenges.howeverinChinatherelatedpoliciesorothersocialenvironmentconditionsarenotmatureenoughtoprovidehelptotheCSR,soquestionswillpopup,likethechildlaborstillistheseriousinChina,especiallyintheruralareasinChina,becausethehousehold registration systemaresonormativeandthetrueagewillbeconcealedorsomeofcompanieswillignoredforthecrimecostisreallylowinChina.Alsothethingsisverymuchsimilarintheenvironmentalproblems.
IntheLowcontextcultures,duetomonochromicbehavior habits and characteristics,peoplewillprefertosolvetheproblemsonebyone,ortosay,todivideproblemsintofocused onesand unfocusedonesthensettletheminsequence.Forinstance,UKshockedtheviewsoftheworldintheairpollutioncontrol,theylegislated,theyeducatedtheirpeopleandtheyburiedtheCSRintofirms-owners’andemployers’mind.In1821,thefocuswasthedustandtheuseofchemicalproduct;in1866,thecenterwastheurbanenvironment;in1875thepublichealthservicebecomethecoreandin1956theairpollutionasawhole,andwhentheairpollutionwasimprovedtheUKtransformtheir workcentralitytothewaterpollution.
3.Theroleoftradeunion
ThereisnoavoidingfactthatwhenitcomestotheCSR,onemustconfrontthegreatpowerwhichownedbythetradeunion,andbecausethepoliticalsystemandeconomicdevelopmentcontainhugedifference,thetradeunionsinthetwocountriesservedifferentfunctionsaswell.
