Afteroneoftheboyswaspulledtosafetyandtheotherwasapproachingthebank,astrongcurrentbrokethehumanchain.Threewinterswimmers,allintheirsixties,happenedtobenearbyandcametothestudents'rescue.Theypulledoutsixofthem,butcouldnotsavetheotherthree.Allthethreewere19-years-oldandhadenrolledintheuniversityonlytwomonthsago.

Butsomepeoplehavequestionedtherationalityofthestudents'action.Theyaskifitwasworthsavingtwoboysatthecostofthreeuniversitystudents'lives.

Suchdoubtsstemfromthethoughtdevelopedoverthepastthreedecadesofeconomicreformthattherationalityofanymoveshouldbejudgedintermsofeconomicvalueandtheefficiencyitgenerates.

Forquiteanumberofpeople,moneyandotherworldlybenefitshavebecometheonlycriterionofjudginganaction.Itisthismindsetthatpromptsthedoubterstoclaimthatthelifeofthreeuniversitystudentsisgreaterthanthatoftwoyoungkids.Therefore,theyargue,themoveofthestudentsisrespectablebutshouldnotbeencouraged.

Thisisridiculouslogic.Itistantamounttoquestioningthenobilityoftheheroes.Wedofeelsorryforthethreestudents'families.Wesympathizefromthecoreofourheartswithalltheirlovedones.Butwealsosharetheprideoftheparentsforgivingbirthtoandbringingupbraveandselflesschildren.

Thethreeheroes'sacrificeisevenmorepreciousbecauseitdefiesthecurrentmindlesstrendofself-centeredness.

Whenthestudentsjumpedintothecoldwater,theydidnotthinkabouthowtheworldwouldjudgethem.Theydidnothaveenoughtimetothinkaboutthepotentialdangerseither.Theyactedonlyoutofinstinct,thehumaninstinctofsavinganotherhuman.Thisinstinctisnurturedbyourparentsandteachers.Itistheresultoftheculturerootedinoursoil.

Butthat,bynomeans,istosuggestthatpreventionandcontroleffortsshouldberelaxed.Rather,theymustbefurthertightened,withvulnerablegroupssuchaspregnantwomen,childrenandthosewithchronicailmentsputunderspecialcare.

5.Let'sbuildaworldenvironmentorganization

Globalenvironmentalcrises,fromvanishingbiodiversityanddegradingforeststocollapsingfishstocksandclimatechange,willnotberesolvedwithoutsometoughthinkingaboutinternationalgovernance.

ThereisanurgentneedforanenvironmentalorganizationwithintheUNsystemwiththeinfluencetorealizechangeandtostandsidebysidewithstrongorganizationssuchastheWorldTradeOrganizationandWorldHeathOrganizationthatarethecornerstonesofthesocialandeconomicpillarsofsustainabledevelopment.

Historyhasproventhatstronginternationalinstitutionsareapreconditionforbuildinganysuccessfulinternationalcooperation.TheglobalfinancialcrisisandthecollaborationthroughG20andtheInternationalMonetaryFundarerecentexamples.

Aplanetofmorethan6billionpeople,whichwillhave9billionpeopleby2050,requiresgovernmentstoplanfortomorrow,otherwisetomorrowwillplanitself.

Ifthatplanningistobeseriousenoughtoresolvepersistent,systemicandemergingenvironmentalcrisesandifgovernmentsnowacceptthatalowcarbon,highlyresourceefficientgreeneconomyistheonlywayfortheworldtosurvive,letalonethriveinthe21stcentury,thenstrengtheningtheinternationalenvironmentalgovernancesystemmustbepartofthepackageofenlightenedreformsunderactiveandworldwidedebate.
