Hillary希拉里演讲稿

Thankyousomuch,DirectorGeneral,fornotonlythoseremarksbutfortheworkthatisdoneeverydayhereatthispremierorganizationdesignedtocomeforwardwithsustainablesolutionsforendinghungerandpoverty.AndIwanttothanktheInternationalFoodPolicyResearchInstituteforhostingmetodayandfortheleadershipyoushowinakeyareaofglobaldevelopment–helpinggovernmentsdesignandimplementsuccessfulpoliciesforreducinghungerandundernutrition.

Thisisanissuethatisonyourmindseveryday,butitisnowonthemindsofmanypeoplebecauseofthecrisisthatisragingintheHornofAfrica.Itis,first,afoodcrisis;aseveredroughthasputmorethan12millionpeopleinEthiopia,Kenya,Djibouti,andSomaliaindangerofstarvation.Itisalsoarefugeecrisis,becauseatthispoint,hundredsofthousandsofpeoplehavelefttheirhomesinsearchoffoodandsafety.Somearewalkingmorethan100mileswiththeirchildrenintheirarmstoreachrefugeecamps,whicharesoovercrowdedthatthousandswaitoutsidethefences,andmorearriveeveryminute,manyclosetodeath.\

 

WhatishappeningintheHornofAfricaisthemostseverehumanitarianemergencyintheworldtoday,andtheworstthatEastAfricahasseeninseveraldecades.TheUnitedStatesandourpartnersintheregion,includingtheWorldFoodProgram,theUNHighCommissionerforRefugees,UNICEF,NGOs,anddonorgovernments,areracingtosaveasmanylivesaspossible.

Fortunately,wedid,astheDirectorGeneraljustsaid,haveabitofaheadstartbecauseoftheFamineEarlyWarningSystemNetworkknownasFEWSNet.TheUnitedStatessupportsitalongwithothers.Itmonitorsdroughtandcropconditionsandalertsgovernmentsandaidgroupswhencrisesarecoming.Thisnetwork,alongwiththeanalysisfromtheUN’sFoodandAgricultureOrganization,enabledustobeginprepositioningfoodinkeylocationsthroughouttheregionstartinglastyear.Butagreatdealmoremustbedone,anditmustbedonefast.FamineconditionsinSomaliaarelikelytogetworsebeforetheyleveloff.

 

Andwhilewehurrytodeliverlife-savingassistance,wemustalsomaintainourfocusonthefuturebycontinuingtoinvestinlong-termfoodsecurityincountriesthataresusceptibletodroughtandfoodshortages.ItisthisconnectionbetweenfoodemergenciesandfoodsecuritythatIwouldliketospeaktotoday.Becauseourgoalisnotonlytohelptheregioncomethroughthiscrisis,butworkingwithorganizationslikeIFPRItodoallwecantopreventitfromeverhappeningagain.Foodsecurityisthekey.

Letmejustbrieflysummarizeouremergencyresponsetodate.TheUnitedStatesisthelargestsingle-countrycontributoroffoodandhumanitarianassistancetotheHornofAfrica.OnMonday,PresidentObamaannouncedthatinlightofthecurrentcrisis,wearemakingavailableanadditional$105millioninemergencyfunding.Today,I’mannouncinganother17millionontopofthatwith12milliondesignedspecificallyforhelpingthepeopleofSomalia.ThatbringsthetotalU.S.humanitarianassistancetotheregiontomorethan$580millionthisyear.Wearereachingmorethan4.6millionpeoplewiththisaid.Ithelpstopayforfooddistribution;fortherapeuticfeedingforthosewhoareseverelymalnourished;forcleanwater,healthcare,sanitation,protection,andotherservicesforthoseinneed.AndletmesayhowgratefulIamtotheaidworkerswhoaredeliveringthisassistance,swiftlyandeffectively,inextremelydifficultandoftendangerouscircumstances.

Overthecourseofthiscrisis,U.S.officialshavemademultipletripstotheregion,includingjustthispastweekendtoKenya,adelegationledbyDr.JillBidenandjoinedbyformerSenatorDr.BillFrist;USAIDAdministratorRajShah;EricSchwartz,ourAssistantSecretaryofStateforPopulation,Refugees,andMigration;andGayleSmithfromtheWhiteHouse.Theysawthebestandworstofwhatishappeningontheground.TheyvisitedtheKenyanAgriculturalResearchInstitute,atop-notchfacilitylongsupportedbytheU.S.Government.AndIhadthechancetovisititonmytriptoKenyatwoyearsago.IwasveryimpressedbytheworkthatIsawtherebyscientistswhoarecultivatingcropsthatcanthriveindroughtandareenrichedwithessentialnutrients.ThesebreakthroughshavealreadysavedlivesandI’msurewillsavemanymoreinthefuture.

ButthedelegationalsovisitedDadaab,therefugeecomplexineasternKenya.Evenbeforethisemergency,itwasthelargestrefugeecampintheworld.Somepeoplehavebeenlivingtherenowfor20years.Itwasoriginallybuiltfor90,000people.Twentyyearslater,morethan420,000livethere,includingthousandsofthirdgenerationresidents.
