    Theintellectualpropertysystemisabasiclegalsystemthatpromotesmankind'seconomicdevelopment,socialprogress,scientificandtechnologicalinnovation,andculturalprosperity.Asscienceandtechnologyisdevelopingrapidlyworldwideandthepaceofeconomicglobalizationisaccelerating,thestatusoftheintellectualpropertysystemineconomicandsociallifehasreachedahistoricalhigh.Theprotectionofintellectualpropertyrights（IPR）hasdrawnwideattentionoftheinternationalcommunity.

    Chinaisacountrywithalonghistoryofcivilization.Overthepastseveralthousandyears,vastnumbersofoutstandingChinesescientists,inventors,menoflettersandartistshavemadeenormouscontributionstomankind'sdevelopmentandprogresswiththeirsplendidintellectualachievements.TheChinesegovernmentandpeoplearekeenlyawareofthevalueofinventions,creations,andscienceandtechnology.

    TheIPRprotectionsystemwasestablishedatacomparativelylatedateinChina,buthasdevelopedrapidly.MajorprogresshasbeenmadeinIPRprotectionsincethelate1970s,whenChinainitiatedthereformandopening-uppolicies.AnIPRsystemhasbeengraduallyestablished,andispromotinghealthyeconomicdevelopmentandoverallsocialprogress.

InordertohelptheinternationalcommunityhaveabetterunderstandingoftherealsituationregardingChina'sIPRprotectionandmakeaproperjudgment,weherebygiveabriefintroductiontoandexplanationofrelatedissues.

I.BasicSituationoftheProtectionofIntellectualPropertyRights

    ChinahasalwaysadoptedaresponsibleattitudetoactivelypromotingIPRprotection.WhileadheringtotheinternationalrulesonIPRprotection,ChinahasdecidedonalevelofIPRprotectionappropriateforitsownnationalsituation,andmadegreateffortstobalancetheinterestsamongintellectualpropertycreators,usersandthegeneralpublic,soastocreateabenigncircleforthecreationanduseofintellectualproperty.

    MajorprogresshasbeenmadeonIPRprotectioninChinaoverthepastyearsthankstoconcertedeffortsmadebypeoplefromallwalksoflife.
