  Nearly200nationshaveassembledherethisweek-adeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother.Whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourplanet,isthefactthatournationsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit.

  I'vecomeherepersonally,astheleaderoftheworld'slargesteconomyandthesecond-largestemitter,tosaythattheUnitedStatesofAmericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit.

  Overthelastsevenyears,we'vemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions.We'vemultipliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofAmericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower.We'veinvestedinenergyefficiencyineverywayimaginable.We'vesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwe'vesaidyestothefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky.

  Theadvanceswe'vemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades.

  ButthegoodnewsisthisisnotanAmericantrendalone.Lastyear,theglobaleconomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat.Andwhatthismeanscan'tbeoverstated.Wehavebrokentheoldargumentsforinaction.Wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother.

  Andthatshouldgiveushope.Oneoftheenemiesthatwe'llbefightingatthisconferenceiscynicism,thenotionwecan'tdoanythingaboutclimatechange.Ourprogressshouldgiveushopeduringthesetwoweeks-hopethatisrootedincollectiveaction.

  EarlierthismonthinDubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownasHFCs.That'sprogress.Already,priortoParis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets.Thatisprogress.Forourpart,AmericaisontracktoreachtheemissionstargetsthatIsetsixyearsagoinCopenhagen-wewillreduceourcarbonemissionsintherangeof17percentbelow20XXlevelsby20XX.Andthat'swhy,lastyear,Isetanewtarget:

Americawillreduceouremissions26to28percentbelow20XXlevelswithin10yearsfromnow.

  SoourtaskhereinParisistoturntheseachievementsintoanenduringframeworkforhumanprogress-notastopgapsolution,butalong-termstrategythatgivestheworldconfidenceinalow-carbonfuture.

  Here,inParis,let'ssecureanagreementthatbuildsinambition,whereprogresspavesthewayforregularlyupdatedtargets-targetsthatarenotsetforeachofusbutbyeachofus,takingintoaccountthedifferencesthateachnationisfacing.

  HereinParis,let'sagreetoastrongsystemoftransparencythatgiveseachofustheconfidencethatallofusaremeetingourcommitments.Andlet'smakesurethatthecountrieswhodon'tyethavethefullcapacitytoreportontheirtargetsreceivethesupportthattheyneed.

  HereinParis,let'sreaffirmourcommitmentthatresourceswillbethereforcountrieswillingtodotheirparttoskipthedirtyphaseofdevelopment.AndIrecognizethiswillnotbeeasy.Itwilltakeacommitmenttoinnovationandthecapitaltocontinuedrivingdownthecostofcleanenergy.Andthat'swhy,thisafternoon,I'lljoinmanyofyoutoannounceanhistoricjointefforttoacceleratepublicandprivatecleanenergyinnovationonaglobalscale.

  HereinParis,let'salsomakesurethattheseresourcesflowtothecountriesthatneedhelppreparingfortheimpactsofclimatechangethatwecannolongeravoid.Weknowthetruththatmanynationshavecontributedlittletoclimatechangebutwillbethefirsttofeelitsmostdestructiveeffects.Forsome,particularlyislandnations-whoseleadersI'llmeetwithtomorrow-climatechangeisathreattotheirveryexistence.Andthat'swhytoday,inconcertwithothernations,AmericaconfirmsourstrongandongoingcommitmenttotheLeastDevelopedCountriesFund.Andtomorrow,we'llpledgenewcontributionstoriskinsuranceinitiativesthathelpvulnerablepopulationsrebuildstrongerafterclimate-relateddisasters.

  Andfinally,hereinParis,let'sshowbusinessesandinvestorsthattheglobaleconomyisonafirmpathtowardsalow-carbonfuture.Ifweputtherightrulesandincentivesinplace,we'llunleashthecreativepowerofourbestscientistsandengineersandentrepreneurstodeploycleanenergytechnologiesandthenewjobsandnewopportunitiesthattheycreateallaroundtheworld.Therearehundredsofbillionsofdollarsreadytodeploytocountriesaroundtheworldiftheygetthesignalthatwemeanbusinessthistime.Let'ssendthatsignal.

  That'swhatweseekinthesenexttwoweeks.Notsimplyanagreementtorollbackthepollutionweputintoourskies,butanagreementthathelpsusliftpeoplefrompovertywithoutcondemningthenextgenerationtoaplanetthat'sbeyonditscapacitytorepair.Here,inParis,wecanshowtheworldwhatispossiblewhenwecometogether,unitedincommoneffortandbyacommonpurpose.

  Andlettherebenodoubt,thenextgenerationiswatchingwhatwedo.Justoveraweekago,IwasinMalaysia,whereIheldatownhallwithyoungpeople,andthefirstquestionIreceivedwasfromayoungIndonesianwoman.Anditwasn'taboutterrorism,itwasn'tabouttheeconomy,itwasn'tabouthumanrights.Itwasaboutclimatechange.AndsheaskedwhetherIwasoptimisticaboutwhatwecanachievehereinParis,andwhatyoungpeoplelikehercoulddotohelp.

  Iwantouractionstoshowherthatwe'relistening.Iwantouractionstobebigenoughtodrawonthetalentsofallourpeople-menandwomen,richandpoor-Iwanttoshowherpassionate,idealisticyounggenerationthatwecareabouttheirfuture.

  ForIbelieve,inthewordsofDr.MartinLutherKing,Jr.,thatthereissuchathingasbeingtoolate.Andwhenitcomestoclimatechange,thathourisalmostuponus.Butifweacthere,ifweactnow,ifweplaceourownshort-terminterestsbehindtheairthatouryoungpeoplewillbreathe,andthefoodthattheywilleat,andthewaterthattheywilldrink,andthehopesanddreamsthatsustaintheirlives,thenwewon'tbetoolateforthem.
