颐和园世界文化遗产保护及开发管理的研究
摘要
世界文化遗产管理与保护是国际国内专家学者一直都在关注与研究的重要课题。
文化遗产是人类世世代代的创造与积累,积淀着各个历史时期的接触贡献。
人类社会
的发展建立在对过去文化、智慧的总结之上,通过文化遗产,人们才能够认识自己从
何处来,认识祖先如何一步步走到今天。
由此更加明晰了解人类的追求,明确发展方
向。
如何对颐和园世界文化遗产进行保护及开发管理是目前颐和园所面临的艰巨而赋
有历史使命的课题。
本论文通过理论联系实际的方法,首先利用所学的公共管理理论
对文化遗产保护管理应从哪些方面进行剖析,找出它的理论依据,下一步以宏观的角
度对国内外文化遗产保护及管理系统论述,从它们立法体系、管理体制、管理现状及
国外先进的管理经验几个角度进行阐述,结合颐和园保护及开发管理的具体情况,对
颐和园文化遗产保护及开发管理进行探讨与研究,通过对颐和园进行总体设计,来达
到它的预期效果。
首先健全法律法规使颐和园遗产地管理工作有法可依,其次要加强
对世界遗产管理保护工作的宣传,使保护工作的意义深入人心以及政府在政策上支
持。
最后理顺管理体制,加强遗产地管理机构职能,实现对遗产地的科学化集中管理。
保护工作与开发管理工作作为遗产地管理工作的两个层面,互相依存,密不可分。
只
有对它们进行统一管理,科学规划,才能够协调发展,相互促促进,进而促进遗产地
管理工作的健康发展,这就达到本论文研究的目的。

n1.1颐和园世界文化遗产概况
n1.1.1文化遗产的定义
1972年10月17日至11月21日,联合国教科文组织在巴黎举行第十七届会
议,通过了《世界文化和自然遗产保护公约》,明确了文化遗产的定义:
①文物:
从历史、艺术或科学角度看具有突出的普遍价值的建筑物、碑雕和碑
画、具有考古性质成份或结构、铭文、洞窟以及联合体;
②建筑群:
从历史、艺术或科学角度看在建筑式样分布均匀或与环境景色结合
方面具有突出的普遍价值的单立或连接的建筑群;
③遗址:
从历史、审美、人种学或人类学角度看具有突出的普遍价值的人类工
程或自然与人联合工程以及考古遗址等地方。
《公约》中明确了对凡提名列入《世界遗产名录》的文化遗产项目,必须符合
下列一项或几项标准方可获得批准:
①代表一种独特的艺术成就,一种创造性的天才杰作;
②能在一定时期内或世界某一文化区域内,对建筑艺术、纪念物艺术、城镇规
划或景观设计方面的发展产生过大影响;
③能为一种已消逝的文明或文化传统提供一种独特的至少是特殊的见证;
④可作为一种建筑或建筑群或景观的杰出范例,展示出入类历史上一个或几个
重要阶段;
⑤可作为传统的人类居住地或使用地的杰出范例,代表一种或几种文化,尤
其在不可逆转之变化的影响下变得易于损坏;
⑥与具特殊普遍意义的事件或现行传统或思想或信仰或文学艺术作品有直接或
实质的联系。
中国拥有世界上最丰富而且年代最为久远的文化遗产,是这个古老国家文明史
的印证,中国的文化遗产展示了她光荣的历史和发展状况。
而北京作为中国的首都,
她不仅是中国的政治、经济中心,而且更是文化中心,她见证了成百上千年北京的
历史演变,留下了无数使后人感叹的历史文化遗产。

1.1.2颐和园概况
颐和园位于北京西北郊,距市中心15公里,万寿山海拔约105.7米,总占地面
积300.5公顷,主要由山、湖、河、堤、岛组成。
园内现有建筑3500余间,总建筑
面积70000余平方米。
颐和园以自然山水和丰富的造景为特色,展现出“天人合一”、
“君权至上”的皇家造园主题,是一座东方园林艺术宝库,它从一个侧面体现了中
国古代科学技术和文化艺术等方面的成就。
颐和园可称为世界上现存古建筑规模最大,保存最完整的一座
