Theso-called“threerural”issue,whichisrural,agricultureandfarmers,itcanbesaidthatChina’slong-termsocialandeconomicdevelopmenttopicsonnature,thisproblemmainlyinvolvestwoelements:

First,thestabilityofruralareas,tworuraldevelopmentsince1978,China’sreformandopeningup,thefirstfarmersinthecountrysideforeconomic,politicalreform,liberatingtheproductiveforceshaveliberatedthemselvesinChina’sruralreform,reformisabreakthrough,carriedoutaroundthemodernizationofsocialsocialistmarketeconomicsystemexplorationofruralbasiceconomicsystemreformexperienceisneverconscioustoconsciousontotheroadofsocialistmarketeconomy.

Sincereformandopening,China’seconomicmiraclewastheresult.Contributedtothestabledevelopmentofruralareas,however,inrecentyears,laggingbehindthedevelopmentofvariousundertakingsinruralareas,the“threerural”issuesbecomemoreprominentinruralareas,weakinfrastructure,poorproductionandlivingenvironment,aheavierburdenonfarmersandotherlong-termproblemsthathaveaccumulated,althoughweakenedbutstillplaguedbysocialdevelopment,whilesomenewproblems.Itcanbesaidtosolvethe“threerural”issue,isthemodernizationprocessofChina’smostdifficulttaskisourtoppriorityofbuildingamoderatelyprosperoussociety,butalsothemomenttheonlywayforanewruralconstruction.

First,thereformandopeningupinthecontextofthe“Document”

Since1978,firstimplementedintheruralhouseholdcontractresponsibilitysystem,hasexperienced30yearsoftrials.Thatinruralareas,manypeoplearenowmentionedinthehistoryofChina’sruralreform“Document.”Reformfordifferentperiodproblemsandresistance,thecentralhasformulatedaseriesof“Document”,toconformtoandguidetheruralreform,effectivelypromoteruralreformandagriculturalproduction,toruralareashasbroughtgreatchanges.
