Thankyou,PresidentGu,forthatmostflatteringintroduction.LadiesandGentlemen,ItisagreathonourformetospeakatoneofChina"sgreatacademicinstitutionsonethatishelpingtoreviveandmaintainyourcountry"shistorictraditionofleadingtheworldinscienceandtechnology,andonewhosealumniaretobefoundinpositionsofleadershipthroughoutthecountry.Here,asinsomanyotherplacesinChina,novisitorcanhelpfeelingthee_citementofagreatcountrydevelopingatbreakneckspeed,andeverydayopeningupnewvistasofknowledgeandopportunitytoitscitizens.Youcanbereallyproudofyourcountryandwhatithasachievedinthelast25years.AsIlookoutovertheyoungfacesinthisaudienceIcannothelpenvyingtheinternationalstudentsmorethanathousand,Iamtold,fromover50countrieswhohavetheprivilegeofsharingyourlearninge_periencehere.Itremindsmeforamomentofmyownstudentdays,whenmycountry,Ghana,wasnewlyindependent.Wefeltweweresuddenlyreachingouttotheworld,andmakingnewdiscoverieseveryday.ButthenIalsorememberthattimesofrapidchangecanbringpainandconfusion,evendestruction,aswellasprogressande_citement.Themorerapidande_citingitis,themorechangecallsforcarefulmanagement,andwise,humaneleadership.Orderandstabilityhavetobepreserved,butwithoutchokingoffthefreedomtoenquire,ande_periment,ande_pressoneself,sinceasyouyoungresearchersknowbetterthananyoneknowledgeandsciencehaveavitalroleinnationaldevelopment.Andtechnicale_pertiseneedstobeharnessedtothedevelopmentandsecurityofsocietyasawhole,sothatitnotonlycreatesgreaterwealthforthefew,butenablesallcitizenstofeelsaferandmoreprosperous.ThedevelopmentofsuchagreatcountryasChinacannothappeninisolation.Itaffectsthewholeworld,anditdrawsyouintonewrelationshipswithotherpartsoftheworld.Increasingly,youreconomydependsone_changeswithothercountriesbothimportsande_ports,ofbothgoodsandcapital.Foreigninvestmentplaysanessentialroleinyourgrowth,whileyourholdingsofforeigncurrenciesandyourmanagementofyourowncurrencyareingtoplayavitalpartintheinternationalmoarysystem.Thismeansthatyouhaveastakeinthedevelopmentandprosperityofthewiderworld.Andyoursecurity,too,dependsoninternationalpeaceandstability.Yourgovernmentshowsthatitunderstandsthis,bytherolethatitplaysintheUnitedNations,andelsewhere.Andincreasingly,Chinesecitizensarecalledontotakerisks,

andmakesacrifices,intheinterestsofglobalsecurity.Itwasimpressivetosee,inournewspaperstheotherday,picturesofChinesepolicemeninbluehelmetspreparingtojointheUnitedNationsmissioninHaitianislandbuffetedbybothhumanandmeteorologicalstorms,whichisliterallyonthefarsideoftheworldfromhere.SoIamhere,inpart,toe_presstheworld"sgratitude.ClearlyyouinChinahaveunderstood,asyoursayinggoes,thatweallsharethesamebreath.Humanmiseryknowsnofrontiers,andnorshouldhumansolidarity.Indeed,solidaritywasoneofthefundamentalvaluessolemnlyreaffirmed,fouryearsago,bythepoliticalleadersfromallovertheworldwhometatUnitedNationsHeadquarters,andissuedtheMillenniumDeclaration.Theydeclaredthatglobalchallengesmustbemanagedinawaythatdistributesthecostsandburdensfairly...Thosewhosufferorwhobenefitleastdeservehelpfromthosewhobenefitmost.Theypromisedtosparenoefforttofreemorethanonebillionoftheirfellowmen,womenandchildrenfrome_tremepoverty,andtomaketherighttodevelopmentarealityforall.Andtheysetthemselvesprecisebenchmarksbywhichtheirsuccessinkeepingthesepromisescouldbemeasured,intheyear2021.ThosebenchmarkshaveetobeknownastheMillenniumDevelopmentGoals,orMDGs.Firstamongthemisthepledgetoreducebyhalftheproportionofpeopleintheworldlivingonanineoflessthanonedollaraday.Othersincludethepledgetohalt,andbegintoreverse,thespreadofHIV/AIDS;andthepledgetointegratetheprinciplesofsustainabledevelopmentintoeverycountry"spoliciesandprogrammes,sothatourchildrenandgrandchildrenwillnotfacethethreatoflivingonaplairredeemablyspoiltbyhumanactivities,orwhoseresourcesarenotsufficientfortheirneeds.Willtheworldreachthesegoalsby2021?

Itdepends,ingreatpart,onChina.Yourpopulationissolarge,andyoureconomyisgrowingsorapidly,thatyourimpactonallglobalstatisticsisenormous.Itistheoreticallypossiblethatwemightsucceedinhalvingtheproportionofverypoorpeopleintheworldby2021,simplybecauseChinahadsucceededinliftingalmostallitspeopleoutofthatcategory,evenifmostcountriesinAfricastillhadthesameproportion.Conversely,manycountriesmight,by2021,havemadegreatstridesinbatingHIV/AIDS,oradoptingsustainablemodelsofdevelopment.ButifChinahadfailedtodothosethings,therewouldstillbeterribleconsequencesforhumanity.However,thatneednotbethepathtaken,eitherinthiscountryorintherestoftheworld.Bothforyournationalinterestsandintheinterestoftheworldasawhole,youhaveagreatresponsibilitytolookafteryourpeople,andyournaturalenvironment.Butyourresponsibilitydoesnotendthere.TheeighthandlastMillenniumDevelopmentGoalisaglobalpartnershipfordevelopment.Thismeansthatdevelopingcountriesmustnotbelefttodevelopontheirown.Theyneedthehelpofthericherandmorepowerfulcountriesthroughtheremovalof

unfairtradebarriersandsubsidisedpetition;throughtheeliminationofthedebtswhichobligesomanypoorcountriestospendmoreonrepayingandservicingtheircreditorsthantheycanonthesocialneedsoftheirownpeople;andthroughmoregenerousofficialdevelopmentaidwhichtherichcountrieshaverepeatedlypromisedtoprovide.Inpracticalterms,globalpartnershipmeansthateverycountrywherethereise_tremepovertyisentitledtoe_pecthelpinforgingandpursuinganationalstrategytoachievetheMDGsby2021.Forthepoorestcountries,mostofwhichareinAfrica,thiswillbeofdecisiveimportance.Withoutit,theywillnotreachtheGoals.Withit,theyareinwitharealchance.ThatplacesabigresponsibilityontherichcountriesanditisonethatChinashares.Iknowyouareusedtothinkingofyourcountryasadevelopingone,andsoitisprobablythefastestdevelopingcountrytheworldhaseverseen.Butthemoresuccessfullyitdevelops,themoreittoowillbee_pectedtoshowsolidaritywithsmallerandpoorercountriesthatstillneedahelpinghand.Bythesametoken,asChina"sgeopoliticalweightgrows,sodoesitsshareofresponsibilityforworldsecurity.Aswellasglobalsolidarity,theMillenniumDeclaratione_pressedasharedvisionofcollectivesecurity,rootedintheUnitedNationsCharter.Yettheeventsofthepasttwoyearshavecalledthatconsensusinquestion.SomehavedoubtedwhetherArticle51oftheCharter,whichreaffirmstheinherentrightofself-defenceifanarmedattackoccursagainstaMemberoftheUnitedNations,untiltheSecurityCouncilhastakenmeasuresnecessarytomaintaininternationalpeaceandsecurity,isstillsufficientinanagewhenanarmedattackmayewithoutwarning,fromaclandestineterroristgroup,perhapsarmedwithweaponsofmassdestruction.Theyhavearguedthatforcemustsometimesbeusedpreventively,andthattheymustbefreetodecidewhentheirnationalsecurityrequiresit.Othershaverepliedthatthatdoctrineisinitselfagravethreattointernationalpeaceandsecuritysinceitmightimplythatanystatehastherighttouseforcewheneveritseesfit,withoutregardtootherstates"concerns.AndthatispreciselythestateofaffairswhichtheUnitedNationswascreatedtosavehumanityfrom.Indeed,thefirstpurposeoftheUnitedNations,laiddowninArticle1oftheCharter,istotakeeffectivecollectivemeasuresforthepreventionandremovalofthreatstothepeace.WemustshowthattheUnitedNationsiscapableoffulfillingthatpurpose,sothatStatesdonotfeelobligedorentitledtotakethelawintotheirownhands.Thatiswhy,lastyear,Iaskedasmallpanelofdistinguishedmenandwomentomakeremendationsonwaysofdealingwiththreatsandchallengestopeaceandsecurityinthetwenty-firstcentury.IamdelightedthataverywiseChinesestatesman,Mr.QianQichen,agreedtojointhatpanel,whosereportshouldbereadyinafewweeks"time.Ihopethatitsremendationswillhelpustorebuildandimproveourglobalsecurity

system,sothatinfuturenostatefeelsithastofaceglobalthreatsonitsown,andallcanfeelconfidentthatotherswillrespecttherules.Inshort,myfriends,thereismuchtobedonetomaketheworldsafeinthisnewcentury,andtogiveallitsinhabitantsarealchanceoflivingprosperousandfulfillinglives.Manybolddecisionsneedtobetaken,andtakensoon.IhopethatsomeofthemostimportantmaybetakeninSeptemberne_tyear,whenworldleaderswillagainassembleattheUnitedNationstoreviewtheprogressmade,ornotmade,sincetheMillenniumDeclaration.Thiswillbetheworld"sbestchanceforabreakthroughtoaddressthejointglobalchallengesofdevelopmentandsecurity.Yetthetaskwillbemuchtougherthanfiveyearsaginsteadofsettinggoals,thistimeleadersmustagreeonconcretedecisionstoachievethem.For191nationstoagreeonamonpathforward,manydebateswillben
