　　TheHonoluluDeclaration-TowardaSeamlessRegionalEconomy

　　The19thAPECEconomicLeaders'Meeting

　　In1993,whentheUnitedStateshostedthefirstLeaders’MeetingonBlakeIslandnearSeattle,APECLeadershailedtheriseoftheAsia-Pacific’svoiceintheglobaleconomy.Today,aswegatherinHonolulu,intheheartofthePacific,APECLeaderslookoutonaregionthatisperformingbeyondeventhemostoptimisticexpectations.Ourregionisnowthevanguardforglobalgrowth,astatusthatwehaveachievedthroughasteadycommitmenttotheAPECmissionofregionaleconomicintegrationandtotheBogorGoalsoffreeandopentradeandinvestment.

　　Wemeetatatimeofuncertaintyfortheglobaleconomy.Growthandjobcreationhaveweakenedinmanyeconomies,andsignificantdownsiderisksremain,includingthosearisingfromthefinancialchallengesinEuropeandasuccessionofnaturaldisastersinourregion.

　　Thesechallengeshaveonlystrengthenedourcommitmenttocooperationasthewayforward.BuildingontheYokohamaVision,wefirmlyresolvetosupportthestrong,sustained,andbalancedgrowthoftheregionalandglobaleconomy.

　　Werecognizethatfurthertradeliberalizationisessentialtoachievingasustainableglobalrecoveryintheaftermathoftheglobalrecessionof2008-2009.WehavedeepconcernsregardingtheimpasseconfrontingtheDohaDevelopmentAgenda（DDA）,andtherealityisthataconclusionofallelementsoftheDohaagendaisunlikelyinthenearfuture.WewillnotcompletetheDDAifwecontinuetoconductnegotiationsaswehaveinthepast,butnoneofusintendstoabandoneffortsthatwouldallowforbetterprogresstowardtheultimateconclusionoftheDDA.WeinstructofficialstoapproachtheupcomingWTOMinisterialConferenceandnegotiationsbeyonditwithaviewtofreshthinkingandadeterminationtobeginexploringfreshandcredibleapproaches.TheseincludepossibilitiesthatinvolveadvancingspecificpartsoftheDohaagendawhereconsensusmightbereachedonaprovisionalordefinitivebasis.

　　Asoureconomiesandotherscontinuetoaddressevolvingchallengesandopportunities,itwillbeimportantfortheWTOtocontribute,withdevelopmentasacontinuingpriority.

　　Wereaffirmourpledgeagainstprotectionismthroughastandstillandextendthiscommitmentthroughtheendof2015.WeurgeWTOMembersmeetingattheEighthMinisterialConferenceinDecember2011tobuildonthecommitmentmadeatAPECthroughagreementonananti-protectionistpledge.WedirectAPECMinistersResponsibleforTradetousethe2012meetinginKazantoassesswaystopromoteprogressontheDDAintheWTO.WelookforwardtotheconclusionofRussia’sWTOaccessionprocessattheupcomingWTOMinisterialConference.

　　InAPECthisyear,wehavecommittedtotakingconcretestepstowardaseamlessregionaleconomy,inordertolinkoureconomiesandmarketseverclosertogether,tothebenefitofall.

　　StrengtheningRegionalEconomicIntegrationandExpandingTrade

　　APEC’scoremissioncontinuestobefurtherintegrationofoureconomiesandexpansionoftradeamongus.WecometogetherinAPECtopursuethesegoals,recognizingthattradeandinvestmentarecriticaltojobcreationandgreatereconomicprosperityforalloureconomies.Wefurtherrecognizethatstrengtheningregionaleconomicintegrationalsoplaysakeyroleinpromotingregionalpeaceandstability.

　　Wehavepursuedtheseobjectivesin2011byaddressingnext-generationtradeandinvestmentissues,includingthroughourtradeagreementsandaFreeTradeAreaoftheAsia-Pacific,whichisamajorinstrumenttofurtherAPEC’sregionaleconomicintegrationagenda.Specifically,wewilladvanceasetofpoliciestopromoteeffective,non-discriminatory,andmarket-driveninnovationpolicytosetamodelforinnovationintheregionasthebestpathtowardfosteringinnovationsthatwillincreaseproductivityandensureeconomicgrowth（seeAnnexA）.Wealsodecidedonareasofcooperationthatcouldbeincludedinourtradeagreementstoenhancetheparticipationofsmallandmedium-sizedenterprises（SMEs）inglobalproductionchains（seeAnnexB）.

　　Inaddition,wewilltakethefollowingstepstofurtheropenmarketsandfacilitateregionaltrade:

　　Establishcommerciallyusefuldeminimisvaluesinoureconomiesthatwillexemptlow-valueshipmentsfromcustomsdutiesandstreamlineentrydocumentationrequirements,asakeycontributiontoourgoalofanAPEC-wide10percentimprovementinsupply-chainperformanceby2015;

　　UndertakespecificactionstoaddressthetopbarriersthatSMEsfaceintradingintheregiontoboostthecapacityofthesecompaniestocontributetoeconomicgrowthandjobcreationinoureconomies;

　　PlayaleadershiproleinlaunchingnegotiationstoexpandtheproductcoverageandmembershipoftheWTOInformationTechnologyAgreement,inordertobuildonthecontributionthisAgreementhasmadetopromotingtradeandinvestmentanddrivinginnovationinAPECeconomies;

　　LaunchtheAPECTravelFacilitationInitiativetoexplorewaystomaketravelintheregionfaster,easier,andmoresecure;

　　ImplementourAPECNewStrategyforStructuralReformplansby2015inordertoreducebehind-the-borderbarriersandpromotebalanced,inclusive,andsustainablegrowth;

　　ImplementtheAPECCrossBorderPrivacyRulesSystemtoreducebarrierstoinformationflows,enhanceconsumerprivacy,andpromoteinteroperabilityacrossregionaldataprivacyregimes;

　　ImplementtheNiigataDeclarationonFoodSecurity,andreaffirmourcommitmenttoastandstill,firstmadebyAPECLeadersin2008,asitpertainstoexportrestrictionsandotherWTO-inconsistenttrademeasures;and

　　Facilitatecommerceandpromoteeconomicgrowthbypursuingliberalizationofaircargoservices.

PromotingGreenGrowth

　　Wearecommittedtoadvancingoursharedgreengrowthobjectives.Wecanandmustaddressboththeregion’seconomicandenvironmentalchallengesbyspeedingthetransitiontowardagloballow-carboneconomyinawaythatenhancesenergysecurityandcreatesnewsourcesofeconomicgrowthandemployment.

　　Wehaveadvancedtheseobjectivessignificantlyin2011.In2012,economieswillworktodevelopanAPEClistofenvironmentalgoodsthatdirectlyandpositivelycontributetoourgreengrowthandsustainabledevelopmentobjectives,onwhichweareresolvedtoreducebytheendof2015ourappliedtariffratesto5%orless,takingintoaccounteconomies’economiccircumstances,withoutprejudicetoAPECeconomies’positionsintheWTO.Economieswillalsoeliminatenon-tariffbarriers,includinglocalcontentrequirementsthatdistortenvironmentalgoodsandservicestrade（seeAnnexC）.Takingtheseconcreteactionswillhelpourbusinessesandcitizensaccessimportantenvironmentaltechnologiesatlowercosts,whichinturnwillfacilitatetheiruse,contributingsignificantlytoAPEC’ssustainabledevelopmentgoals.

　　Wewillalsotakethefollowingstepstopromoteourgreengrowthgoals:

　　Rationalizeandphaseoutinefficientfossil-fuelsubsidiesthatencouragewastefulconsumption,whilerecognizingtheimportanceofprovidingthoseinneedwithessentialenergyservices,andsetupavoluntaryreportingmechanismonprogress,whichwewillreviewannually;

　　AspiretoreduceAPEC'saggregateenergyintensityby45percentby2035;

　　Promoteenergyefficiencybytakingspecificstepsrelatedtotransport,buildings,powergrids,jobs,knowledgesharing,andeducationinsupportofenergy-smartlow-carboncommunities;

　　Incorporatelow-emissionsdevelopmentstrategiesintooureconomicgrowthplansandleverageAPECtopushforwardthisagenda,includingthroughtheLow-CarbonModelTownandotherprojects;and

　　WorktoimplementappropriatemeasurestoprohibittradeinillegallyharvestedforestproductsandundertakeadditionalactivitiesinAPECtocombatillegalloggingandassociatedtrade.

　　RegulatoryConvergenceandCooperation

　　Regulatoryreform,includingeliminatingunjustifiablyburdensomeandoutdatedregulations,canboostproductivityandpromotejobcreation,whilealsoprotectingtheenvironmentandpublichealth,safety,andsecurity.Inaddition,astradeandinvestmentflowsbecomemoreglobalized,greateralignmentinregulatoryapproaches,includingtointernationalstandards,isnecessarytopreventneedlessbarrierstotradefromstiflingeconomicgrowthandemployment.

　　Thisyear,wehaveadvancedtheseobjectivesbycommittingtotakespecificstepsby2013toimplementgoodregulatorypracticesinoureconomies,includingbyensuringinternalcoordinationofregulatorywork;assessingregulatoryimpacts;andconductingpublicconsultation（seeAnnexD）.

　　Wewillalsotakethefollowingstepstoincreaseconvergenceandcooperationinourregulatorysystems:

　　Pursuecommonobjectivestopreventtechnicalbarrierstotraderelatedtoemerginggreentechnologies,includingsmartgridinteroperabilitystandards,greenbuildings,andsolartechnologies;

　　Strengthenfoodsafetysystemsandfacilitatetrade,includingbysupportingtheGlobalFoodSafetyFund–aninnovativecapacity-buildingpartnershipwiththeWorldBank;and

　　EnsureimplementationofourAPECanti-corruptionandopengovernmentcommitmentsby2014throughdeepercooperationinAPEC.

　　LookingForward

　　Topromotestrong,inclusiveregionalgrowth,wecommittotakeconcreteactionstoexpandeconomicopportunitiesforwomeninAPECeconomies.WewelcometheSanFranciscoDeclarationonWomenandtheEconomyandpledgetomonitoritsimplementation.

　　WeapplaudthecontributionsoftheAPECBusinessAdvisoryCouncil（ABAC）toourwork.Recognizingthatprivateenterp
