三、远东地区运输段操作流程

TheOperationsoftheEast-AsiaTransport

1.订舱Booking

1.1.起运港需每天上报订舱报表，在订舱表中需表明：

目的港站名、箱型、重量、货物名称、收货人与联系方式、发货人、支线船名航次、预离时间、客户要求签署何种单证。

ThePODshouldsubmitthedailybookingreport,inwhichfillsintherailofthedestination,containertype,weight,descriptionofthecargoes,consigneeandhisdetailsinformation,consignor,feedernameofvessel/voyage/ETA,andinremarkspleasefillinwhat’skindofdocumentsthatthecustomersneedissuing.

1.2.中转部收到每日订舱的同时，将此信息通知给俄代理，俄代理联系收货人，确认相关操作事项（海关代码、许可证号码、HS编码等）

MeanwhiletheT/SDIVsendsthedailybookinginformationtotheRussianagent,whichhelptheycontactwiththeconsigneesandconfirmtherelevantoperations.（suchasacceptableStation,acceptableCustomsPointandacceptableCustomsBroker,HScode,etc.）.

1.3.中转部在收到俄代理确认后，当日内回复所预配的二程车次与装车时间。

Asreceivingtheconfirmedinformationonthedailybooking,theT/SDIVshouldreplythepre-secondtrainandloadingtimeoftheday.

1.4.装箱与签单后，在预配表中加入箱号与提单号、运价。

Aftercargoesstowedandthedocumentsissued,thecontainernumber,B/LNo.andthefreightshouldbefilledinpre-list.

2.专列配货CargoStowagefortheBlockTrain

2.1.根据车次班期与起运港代理的订舱量，中转部预配车次量，提前5天提供给连云港公司预配计划。

Accordingthetrainscheduleandbookings,T/SDIVshouldpre-planthequantityoftheblocktrainandprovidesthepre-stowageplantotheLYGagent5daystoadvance.

2.2.提前3天根据起运港实出情况，中转部负责提供连云港口岸公司最终的确配。

OnthebasisoftheactualloadingfromthePOL,T/SDIVischargeofprovidingthefinalstowageplantotheLYGagent3daystoadvance.

2.3.连云港口岸公司在得到预配计划和确配信息后，同时与连云港的中铁操作人员联系沟通，确定车次计划，上报中转部。

Whengettingthepre-stowageplanandfinalplan,LYGagentshouldbecontactwiththeCRCToperatorsinLYGtoconfirmtheblocktrainplanandreportittoT/SDIVwithoutdelay.

2.4.连云港口岸公司当天制作运单草稿发送给俄代理，装车之前必须获取俄代理和收发货人的确认。

装车后任何信息原则上不允许更改。

LYGagentshouldtimelymakethedraftoftherailwaybillandsendtotheRussianagent,anditmustbeconfirmedbytheRussianagent,theconsigneeandtheshipperbeforethecargoesareloadedontheblocktrain.Afterladingontrainanyinformationcannotbechangedinprinciple.

2.5.在专列发车后，连云港代理在1个工作小时之内将该列上的确配清单上报总部。

将运单复印件扫描进EMAIL后发送与总部与俄代理。

LYGagentreportstheactualstowagelisttotheheadquarterswithinonehourwhentheblocktrainisdeparture.AndthecopyoftherailwaybillshouldbescannedandemailedtoheadquartersandtheRussianagent.

2.6.如有超配或甩货现象发生，中转部将相关信息尽可能提前通知起运港代理和俄代理。

Ifithappensoverstowageorpending,T/SDIVwillnotifythePOLagentandtheRussianagentoftherelevantinformationassoonaspossible.

3.海关操作CustomsOperation

3.1.对于在连云港的国际中转货物由连云港口岸代理负责。

在得到中转部的配货确认以后，马上办理转关手续。

3.2.国内出口转关货物domesticexportcargoes

3.2.1.发货人以外贸内支线的形式向当地海关报关。

ConsignorsdeclareatlocalCustomsbywayofusingdomesticfeedercarriesforeigntradecargoes.

3.2.2.起运港代理负责根据中转部的预配计划向起运港海关办理关封制作手续。

POLagentisresponsibleforthecustomssealfromthelocalcustoms,whichaccordingtothepre-stowageplanmadebyT/SDIV.

3.2.3.选用最合适的传递方式将关封交给连云港口岸公司。

POLagentchoosestheappropriatewayofcustomssealtransittotheLYGagent.

3.2.4.连云港代理负责提供起运港代理的到货回执，根据中转部的确配，负责中转报关。

LYGagentisinchargeofprovidingthecargoreturnreceipttothePOLagent,andtheyalsoisresponsibleforthetransshipmentandCustomsDeclare,whichinaccordancewiththeactualstowagemadebyT/SDIV.

3.2.5.连云港至阿拉山口的关封由连云港公司直接寄给阿拉山口的清关代理，办理出境结关手续；

ThecustomssealfromLYGtoAlatawPasswillbesenttoagentinAlatawPasstoarrangetheproceduresofthecustomsclearancebyLYGcompanydirectly.

3.3.委托中海连云港代理在连云港出口报关货物

ThecargoexportedinLianYungangisentrustedbyCSCLLYGagenttoCustomsDeclare.

3.3.1.客户需要及时提供相关的货物装箱清单、货物发票、报关、报检委托书。

Thecustomershouldapplytrustdeedoftherelevantcustomsdeclarationandquarantinecertificationwithoutdelay.

4.阿拉山口海关操作OperationoftheAlatawPassCustoms

班列到达阿拉山口后，铁路代理凭转关关封到阿拉山口海关进行报关，海关对大列货物的铅封号码进行抽验，如果不符需要连云港海关出书面说明或者开箱验货，如果相符则放行可以出境到哈国多罗斯克（Dostky）换装，出境后中铁将换装的信息用电子数据的形式发给阿拉山口海关以核销报关数据；在海关系统中，由阿拉山口海关将数据发送至启运港海关用以核销。

WhentheblocktrainarrivesatAlatawPass,theagentoftherailwaydeclaresthecustomstoAlatawPassCustomsusingbytransshipmentcustomsseal;andtheCustomswillexaminethecargoesbycustomsseal.Ifthecustomssealwillnotmatch,eithertheLYGCustomsshouldpresentthewrittenexplanation,ortheAlatawPassCustomswillopenthecontainerstocheck.Ifthecustomssealwillmatch,theblocktrainwillbereleasetotheKazakhstan（Dostky）forreloading.AndtheEDIwillbesenttoAlatawPassCustomsbyCRCTforcancelingafterverification.Afterthat,thesedatawillbeonthemoveinCustomssystemformAlatawPasstoPOLCustoms.

5.制单MakeDocuments

5.1.铁路运单的制作MaketheRailwayBill

5.1.1.铁路运单的作用FunctionofRailwayBill

运单第1、2张即运单正本和运行报单随货物运行，

Thefirstsheetistheoriginaloftherailwaybillandthesecondsheetisthedeclarationform,whicharetakenbytheblocktrain.

运单第3张即运单副本是发货人交付承运人的证明，

Thethirdsheetisthecopyoftherailwaybill,whichtheevidenceofcargoesfordeliveryfromconsignortocarrier.

运单第4张即货物交付单是承运人交付收货人的证明，

Thefourthsheetisthedocumentofthecargodelivery,whichistheevidenceofthecargoesfordeliveryfromcarriertoconsignee.

运单第5张即货物达到通知书。

5.1.2.铁路运单的制作格式theformoftherailwaybill

根据资料提供，以下项目为铁路运单上必须填写的项目：

除此以外海关铅封号也是必需填写的项目。

5.2.发货人提供的海关HS编码与收货人要求的海关HS编码必须保持一致，若因HS编码不符导致不能清关，责任由其双方自行承担。

TheHScodewhichtheshipperprovidesmustbeconsistentwiththattheconsignorrequires,ifthecargoescannotbedeclaredduetothedifferentHScode,theliabilityshouldbeundertakenbythemselves.

5.3.发货人必须提供每件货物的发票、装箱单（或副本），与运单随车用以海关（中、哈、俄）清关、查验等使用。

Theshipperandconsigneeshouldprovideinvoiceandpackinglist（orcopy）foreachcargoes,whichshouldbecarriedwithRWBbytrainforcustomsdeclaration,inspectionexaminationandsoon.

5.4.运单制作完毕后，需收发货人确认：

运单第5栏、海关代码、HS编码等相关内容。

Therailway-makingshouldbeconfirmedbybothshipperandconsignee.Suchasthecolumn5,acceptablecustomscode,acceptableHScodeandsoon.

5.5.中铁需要求哈铁监督好在边境海关的换装、单证操作事宜，并加盖准确目的地车站关区章。

CRCTshouldpushKazakhstanRailwaytosupervisetheoperationsattheborderofKZandRU,andmakesurethatthedocumentsandthecustomsmarkarecorrect.

5.6.海运运单的制作MaketheSeawayBill

5.7.装箱单和发票的制作MaketheContainerPlanList&CommercialInvoice
