高校学生资助工作是我国高等教育整体工作的重要组成部分。

长期以来，高等教育的理论工作者为解决大学生资助问题作了大量的理论研究，为实施资助工作提供了较为完备的理论基础，使得资助工作有章可循，稳步推进。

2007年，国家在高等教育阶段建立起国家奖学金、国家励志奖学金、国家助学金、师范生免费教育、勤工助学、学费减免等多种形式并存的资助政策体系，为解决大学生的经济困难提供了强有力的保障。

加强对学生资助工作的问题研究，从理论和实践上突破现行学生资助政策体系所面临的困境，从“人本'、"和谐"的维度解读困难生的“现实诉求’，构建更加科学有效的学生资助政策体系，不仅是实践“三个代表"重要思想、落实科学发展观、构建社会主义和谐社会的重要举措，而且是实施科教兴国和人才强国战略、优化教育结构、促进教育公平和社会公正的有效手段，同时也是切实履行公共财政职能、推进基本公共服务均等化的必然要求。

因此，在建设社会主义和谐社会的实践中，充分认识学生资助工作的现实意义，提升资助工作的服务效能，营造良好的资助工作环境，健全各项制度和政策措施，关注困难生的现实缺失和诉求，就显得格外重要和必要，也将是我国学生资助工作今后很长一个阶段的重要任务。

本论文不仅引入了人力资本理论、人的需要理论、公平理论、成本分担理论等四种理论，并把“需要“公平“分担"三大理论内容渗透到全文的论述中；而且把“学生资助"的内容从过去单一的经济资助扩展为包括心理援助、学业救助、能力扶助和就业帮助等多项内容，极大地丰富了学生资助的内涵；同时，论文着眼于“问题'，落脚于“对策’，从家庭经济困难学生的现实诉求出发，提出了深入做好高校学生资助工作的主要对策，为进一步做好高校学生资助工作提供了理论借鉴和实践支撑。

本论文主要由五部分组成：

第一部分，从理论和现实两个角度，论述做好高校学生资助工作的理论依据和现实要求。

做好高校学生资助工作不仅有人力资本理论、人的需要理论、公平理论、成本分担理论的理论基础，而且是构建社会主义和谐社会、促进教育公平、学校育人工作、困难生健康成长的现实要求；

第二部分，从实践的维度，通过数据比较、现象分析，归纳总结出当前高校困难生的基本现状，如数量呈上升趋势、产生原因多种多样、成长存在诸多困境等；同时，归纳总结了高校学生资助工作的发展状况，如资助制度不断发展成熟,新资助政策体系特点突出、成效显著等；

第三部分，在实证调查研究的基础上，提出当前高校学生资助工作存在的主要问题：

一是资助工作的服务效能还比较低，二是资助资源的供给还难于满足总体需求，三是资助政策的运行效果还不尽人意，四是资助对象的不良思想有所增多；

第四部分，从“以人为本"的维度结合社会学、经济学、法学、教育学等有关知识对当前高校学生资助工作存在的问题的主要原因进行了探讨：

一是资助工作的效能意识淡薄，二是助学育人的经济环境不完善，三是资助政策及配套措施不健全，四是对资助对象的人文关怀还不够；

第五部分，从原因出发，按照逻辑对应的原则，提出深入做好高校学生资助工作的主要对策：

一是提升学生资助工作的服务效能，二是营造学生资助工作的良好环境，三是完善学生资助工作的政策措施，四是关注资助对象的现实缺失和诉求。

Abstract

Studentsofhighereducationfundingareanimportantpartoftheoverallwork.Overtheyears,HigherEducationandStudentAidworkerstosolvetheproblemmadealotoftheoreticalresearchtoprovidefundingfortheimplementationofamorecompletetheoreticalbasis,makingfundingtheworkofrule-based,steadyprogress.In2007,theStateestablishedanationalscholarshipinhighereducation,nationalmotivationalscholarships,stategrants,FreeEducation,work-study,tuitionremissionandotherformsoffinancingcoexistpolicysystemtoaddresstheeconomicdifficultiesofstudentsprovidesastrongeffectiveprotection.

StudentfinancialassistancetostrengthentheworkofResearch,fromthetheoreticalandpracticalbreakthroughsinthecurrentsystemofstudentfinancialassistancepolicyofthedifficultiesfaced,fromthe"human"and"harmony"UnderstandingtheDifficultdimension"realisticaspiration"tobuildamorescientificandeffectivestudentfinancialassistancepolicysystemisnotonlythepracticeof"ThreeRepresents",implementthescientificconceptofdevelopment,buildingasocialistharmonioussociety,animportantmeasure,butalsoimplementationstrategyandthisstrategy,optimizeitsstructure,topromoteeducationalequityandsocialeffectivemeansofjustice,butalsotheeffectiveimplementationofpublicfinancefunctions,topromotetheequalizationofbasicpublicservices,anecessaryrequirement.Therefore,inthepracticeofbuildingasocialistharmonioussociety,thefullunderstandingofthepracticalsignificanceofstudentsfundedworktoimprovetheperformanceofservicesfundedwork,thefundingtocreateagoodworkingenvironment,andimprovethesystemandpolicies,attentiontotherealityoflossandthedifficultiesstudentsdemands,itisparticularlyimportantandnecessary,itwillbetheworkofstudentfinancialassistanceforalongphaseofthenextimportanttask.

Thispapernotonlyintroducesthehumancapitaltheory,humanneedstheory,equitytheory,cost-sharingtheoryfourtheoriesandthe"need”，"fair","share"thecontentsofthethreetheoriespermeatethefulltextofdiscourse;andthe"StudentFinancialAssistance/thecontentfromthepastasingleeconomicassistanceextendedtoincludepsychologicalassistance,academicassistance,andcapacitysupportandemploymentassistanceandmanyothercontent,greatlyenrichedtheconnotationofstudentfinancialassistance;thesametime,thepaperfocusesonthe"problem"Locatedinthe"measures"fromtherealityofstudentsfrompoorfamiliesoffthedemandsputforwardfurtherworktodothemainCollegeStudentSupportStrategy,tofurtherimprovethefundingtoprovidecollegestudentslearnthetheoryandpracticesupport.
