Twentyfouryearsago,PresidentJohnF.KennedyvisitedBerlin,speakingtothepeopleofthiscityandtheworldatthecityhall.Well,sincethentwootherpresident'shavecome,eachinhisturn,toBerlin.AndtodayI,myself,makemysecondvisittoyourcity.WecometoBerlin,weAmericanPresidents,becauseit'sourdutytospeak,inthisplace,offreedom.ButImustconfess,we'redrawn2herebyotherthingsaswell:

bythefeelingofhistoryinthiscity,morethan500yearsolderthanourownnation;bythebeautyoftheGrunewaldandtheTiergarten;mostofall,byyourcourageanddetermination.Perhapsthecomposer,PaulLincke,understoodsomethingaboutAmericanPresidents.Yousee,likesomanyPresidentsbeforeme,IcomeheretodaybecausewhereverIgo,whateverIdo:

"IchhabnocheinenKofferinBerlin."Ourgathering4todayisbeingbroadcastthroughoutWesternEuropeandNorthAmerica.IunderstandthatitisbeingseenandheardaswellintheEast.TothoselisteningthroughoutEasternEurope,IextendmywarmestgreetingsandthegoodwilloftheAmericanpeople.TothoselisteninginEastBerlin,aspecialword:

AlthoughIcannotbewithyou,Iaddressmyremarkstoyoujustassurelyastothosestanding5herebeforeme.ForIjoinyou,asIjoinyourfellowcountrymenintheWest,inthisfirm,thisunalterablebelief:

EsgibtnureinBerlin.[ThereisonlyoneBerlin.]Behindmestandsawallthatencirclesthefreesectors6ofthiscity,partofavastsystemofbarriersthatdividestheentirecontinentofEurope.FromtheBaltic,south,thosebarrierscutacrossGermanyinagash7ofbarbedwire,concrete,dogruns,andguardtowers.Farthersouth,theremaybenovisible,noobviouswall.Butthereremainarmedguardsandcheckpointsallthesame-stillarestriction8ontherighttotravel,stillaninstrumenttoimposeuponordinarymenandwomenthewillofatotalitarianstate.YetitishereinBerlinwherethewallemergesmostclearly;here,cuttingacrossyourcity,wherethenewsphotoandthetelevisionscreenhaveimprinted9thisbrutal10divisionofacontinentuponthemindoftheworld.StandingbeforetheBrandenburgGate,everymanisaGerman,separatedfromhisfellowmen.EverymanisaBerliner,forcedtolookuponascar.PresidentvonWeizsackerhassaid:

"TheGermanquestionisopenaslongastheBrandenburgGateisclosed."TodayIsay:

Aslongasthisgateisclosed,aslongasthisscarofawallispermittedtostand,itisnottheGermanquestionalonethatremains11open,butthequestionoffreedomforallmankind.YetIdonotcomeheretolament12.ForIfindinBerlinamessageofhope,evenintheshadowofthiswall,amessageoftriumph.Inthisseasonofspringin1945,thepeopleofBerlinemergedfromtheirair-raidshelterstofinddevastation13thousandsofmilesaway,thepeopleoftheUnitedStatesreachedouttohelp.Andin1947SecretaryofState-asyou'vebeentold-GeorgeMarsh14allannouncedthecreationofwhatwouldbecomeknownastheMarshallplan.Speakingprecisely1540yearsagothismonth,hesaid:

"Ourpolicyisdirectednotagainstanycountryordoctrine16,butagainsthunger,poverty,desperation,andchaos17."IntheReichstagafewmomentsago,Isawadisplaycommemorating18this40thanniversaryoftheMarshallplan.Iwasstruckbythesignonaburnt-out,gutted19structurethatwasbeingrebuilt.IunderstandthatBerlinersofmyowngenerationcanrememberseeingsignslikeitdottedthroughouttheWesternsectorsofthecity.Thesignreadsimply:

"TheMarshallPlanishelping20heretostrengthenthefreeworld."Astrong,freeworldintheWest,thatdreambecamereal.Japanrosefromruintobecomeaneconomicgiant.Italy,France,Belgium-virtuallyeverynationinWesternEuropesawpoliticalandeconomicrebirth;theEuropeanCommunitywasfounded.InWestGermanyandhereinBerlin,theretookplaceaneconomicmiracle,theWirtschaftswunder.Adenauer,Erhard,Reuter,andotherleadersunderstoodthepracticalimportanceofliberty-thatjustastruthcanflourishonlywhenthejournalistisgivenfreedomofspeech,soprosperitycancomeaboutonlywhenthefarmerandbusinessmanenjoyeconomicfreedom.TheGermanleadersreducedtariffs22,expandedfreetrade,loweredtaxes.From1950to1960alone,thestandardoflivinginWestGermanyandBerlindoubled.Wherefourdecadesagotherewasrubble23,todayinWestBerlinthereisthegreatestindustrialoutputofanycityinGermany--busyofficeblocks,finehomesandapartments,proudavenues,andthespreadinglawnsofparkland.Whereacity'scultureseemedtohavebeendestroyed,todaytherearetwogreatuniversities,orchestrasandanopera,countless24theatres,andmuseums.Wheretherewaswant,todaythere'sabundance-food,clothing,automobiles-thewonderfulgoodsoftheKu'damm.Fromdevastation,fromutterruin,youBerlinershave,infreedom,rebuiltacitythatonceagainranksasoneofthegreatestonEarth.TheSoviets25mayhavehadotherplans.But,myfriends,therewereafewthingstheSovietsdidn'tcounton-berlinerHerz,berlinerHumor,ja,undberlinerSchnauze.[Berlinerheart,Berlinerhumour,yes,andaBerlinerschnauze.][Laughter]Inthe1950's,Khrushchevpredicted:

"Wewillburyyou."ButintheWesttoday,weseeafreeworldthathasachievedalevelofprosperityandwell-being27unprecedented28inallhumanhistory.IntheCommunistworld,weseefailure,technological29backwardness,decliningstandardsofhealth,evenwantofthemostbasickind-toolittlefood.Eventoday,theSoviet26Unionstillcannotfeeditself.Afterthesefourdecades,then,therestandsbeforetheentireworldonegreatandinescapableconclusion:

Freedomleadstoprosperity.Freedomreplacestheancienthatreds30amongthenationswithcomity31andpeace.Freedomisthevictor.AndnowtheSovietsthemselvesmay,inalimitedway,becomingtounderstandtheimportanceoffreedom.WehearmuchfromMoscowaboutanewpolicyofreformandopenness.Somepoliticalprisonershavebeenreleased.Certainforeignnewsbroadcastsarenolongerbeingjammed.Someeconomicenterpriseshavebeenpermittedtooperatewithgreaterfreedomfromstatecontrol.ArethesethebeginningsofprofoundchangesintheSovietstate?

Oraretheytokengestures,intendedtoraisefalsehopesintheWest,ortostrengthentheSovietsystemwithoutchangingit?

Wewelcomechangeandopenness;forwebelievethatfreedomandsecuritygotogether,thattheadvanceofhumanlibertycanonlystrengthenthecauseofworldpeace.ThereisonesigntheSovietscanmakethatwouldbeunmistakable,thatwouldadvancedramaticallythecauseoffreedomandpeace.GeneralSecretaryGorbachev,ifyouseekpeace,ifyouseekprosperityfortheSovietUnionandEasternEurope,ifyouseekliberalization:

Iunderstandthefearofwarandthepainofdivisionthatafflict32thiscontinent-andIpledgetoyoumycountry'seffortstohelpovercometheseburdens.Tobesure,weintheWestmustresistSovietexpansion.Sowemustmaintaindefencesofunassailablestrength.Yetweseekpeace;sowemuststrivetoreducearmsonbothsides.Beginning10yearsago,theSovietschallengedtheWesternalliancewithagravenewthreat,hundredsofnewandmoredeadlySS-20nuclearmissiles,capableofstrikingeverycapitalinEurope.TheWesternalliancerespondedbycommittingitselftoacounterdeployment33unlesstheSovietsagreedtonegotiateabettersolution;namely,theelimination34ofsuchweaponsonbothsides.Formanymonths,theSovietsrefusedtobargaininearnestness.Asthealliance,inturn,preparedtogoforwardwithitscounterdeployment,thereweredifficultdays-daysofprotestslikethoseduringmy1982visittothiscity-andtheSovietslaterwalkedawayfromthetable.Butthroughitall,theallianceheldfirm.AndIinvitethosewhoprotestedthen-Iinvitethosewhoprotesttoday-tomarkthisfact:

Becauseweremainedstrong,theSovietscamebacktothetable.Andbecauseweremainedstrong,todaywehavewithinreachthepossibility,notmerelyoflimitingthegrowthofarms,butofeliminating,forthefirsttime,anentireclassofnuclearweaponsfromthefaceoftheEarth.AsIspeak,NATOministersaremeetinginIcelandtoreviewtheprogressofourproposalsforeliminatingtheseweapons.AtthetalksinGeneva,wehavealsoproposeddeepcutsinstrategicoffensiveweapons.AndtheWesternallieshavelikewisemadefar-reachingproposalstoreducethedangerofconventionalwarandtoplaceatotalbanonchemicalweapons.Whilewepursuethesearmsreductions,Ipledgetoyouthatwewillmaintainthecapacitytodeter3Sovietaggression36atanylevelatwhichitmightoccur.Andincooperationwithmanyofourallies,theUnitedStatesispursuingtheStrategicDefenceInitiative-researchtobasedeterrence37notonthethreatofoffensiveretaliation38,butondefencesthattrulydefend;onsystems,inshort,thatwillnottargetpopulations,butshieldthem.BythesemeansweseektoincreasethesafetyofEuropeandalltheworld.Butwemustrememberacrucialfact:

EastandWestdonotmistrusteachotherbecausewearearmed;wearearmedbecausewemistrusteachother-andourdifferencesarenotaboutweaponsbutaboutliberty.WhenPresidentKennedyspoke39attheCityHallthose24yearsagofreedomwasencircled,Berlinwasundersiege.Andtoday,despiteallth
