2013年1月21日，美国总统奥巴马宣誓就职，开始第二任期。

VicePresidentBiden,Mr.ChiefJustice,MembersoftheUnitedStatesCongress,distinguishedguests,andfellowcitizens:

副总统拜登、首席大法官先生、国会议员、各位嘉宾、公民们：

Eachtimewegathertoinaugurateapresident,webearwitnesstotheenduringstrengthofourConstitution.Weaffirmthepromiseofourdemocracy.Werecallthatwhatbindsthisnationtogetherisnotthecolorsofourskinorthetenetsofourfaithortheoriginsofournames.WhatmakesusexceptionalwhatmakesusAmericanisourallegiancetoanidea,articulatedinadeclarationmademorethantwocenturiesago:

每一次我们聚在一起见证总统就职，我们都在见证美国宪法的持久力量。

我们都在确认美国民主制度的承诺。

我们再度记起，让这个国家凝聚在一起的，不是我们的肤色、我们的信仰、我们名字的起源。

让我们变得独特、让我们成为美国人的，是我们对两个多世纪前一项宣言中明确表达出来的一种信念的忠诚。

thatwhilefreedomisagiftfromGod,itmustbesecuredbyHispeoplehereonEarth.Thepatriotsof1776didnotfighttoreplacethetyrannyofakingwiththeprivilegesofafewortheruleofamob.TheygavetousaRepublic,agovernmentof,andby,andforthepeople,entrustingeachgenerationtokeepsafeourfoundingcreed.

今天我们继续着一个永无终点的旅程，将这些话语的含义与当代现实结合起来。

Together,wediscoveredthatafreemarketonlythriveswhentherearerulestoensurecompetitionandfairplay.

Together,weresolvedthatagreatnationmustcareforthevulnerable,andprotectitspeoplefromlife'sworsthazardsandmisfortune.

Throughitall,wehaveneverrelinquishedourskepticismofcentralauthority,norhavewesuccumbedtothefictionthatallsociety'sillscanbecuredthroughgovernmentalone.Ourcelebrationofinitiativeandenterprise。

ourinsistenceonhardworkandpersonalresponsibility,areconstantsinourcharacter.

thatpreservingourindividualfreedomsultimatelyrequirescollectiveaction.FortheAmericanpeoplecannomoremeetthedemandsoftoday'sworldbyactingalonethanAmericansoldierscouldhavemettheforcesoffascismorcommunismwithmusketsandmilitias.Nosinglepersoncantrainallthemathandscienceteacherswe'llneedtoequipourchildrenforthefuture,orbuildtheroadsandnetworksandresearchlabsthatwillbringnewjobsandbusinessestoourshores.Now,morethanever,wemustdothesethingstogether,asonenation,andonepeople.

但我们始终明白，当时代改变，我们自己也必须改变；忠实于我们的立国原则就需要对新的挑战做出新的回答；要维护我们的个人自由最终需要采取集体行动。

对美国人来说，我们已不再能够单凭一己之力来应对当今世界的各种需求，一如美国士兵不可能凭借火枪和民兵组织来应对法西斯主义与共产主义势力的军队一样。

没有哪个个人能够培训出教育我们子女所需的全部数学和科学教师，也没有哪个个人能建造出将带来新的工作机会和商机的道路、网络设施和研究实验室。

现在，我们比以往任何时候都需要聚集在一个国家、一个民族的旗帜下，同心协力来完成这些工作。

ThisgenerationofAmericanshasbeentestedbycrisesthatsteeledourresolveandprovedourresilience.Adecadeofwarisnowending.Aneconomicrecoveryhasbegun.America'spossibilitiesarelimitless,forwepossessallthequalitiesthatthisworldwithoutboundariesdemands:

youthanddrive。

diversityandopenness。

anendlesscapacityforriskandagiftforreinvention.MyfellowAmericans,wearemadeforthismoment,andwewillseizeitsolongasweseizeittogether.

因为美国人民清楚，如果只有越来越少的人获得成功，而越来越多的人难以成功，那我们的国家就无法成功。

我们相信，美国的繁荣必须建立在不断崛起的中产阶级的宽阔臂膀上。

Weunderstandthatoutwornprogramsareinadequatetotheneedsofourtime.Wemustharnessnewideasandtechnologytoremakeourgovernment,revampourtaxcode,reformourschools,andempowerourcitizenswiththeskillstheyneedtoworkharder,learnmore,andreachhigher.Butwhilethemeanswillchange,ourpurposeendures:

anationthatrewardstheeffortanddeterminationofeverysingleAmerican.Thatiswhatthismomentrequires.Thatiswhatwillgiverealmeaningtoourcreed.

我们知道，过时的计划不足以满足时代的需要。

我们必须用新理念和技术重塑政府，改进税法，改革学校，为民众赋权，让他们拥有一定的技能，从而更加努力地工作，学习更多知识，更上一层楼。

不过，做事的方式方法会变，但我们的目标不变：

任何一个美国公民，只要付出努力，怀有坚定的信心，就会得到回报。

这是这一刻的要求，也将给我们的信条赋予真正的意义。

We,thepeople,stillbelievethateverycitizendeservesabasicmeasureofsecurityanddignity.Wemustmakethehardchoicestoreducethecostofhealthcareandthesizeofourdeficit.ButwerejectthebeliefthatAmericamustchoosebetweencaringforthegenerationthatbuiltthiscountryandinvestinginthegenerationthatwillbuilditsfuture.Forwerememberthelessonsofourpast,whentwilightyearswerespentinpoverty,andparentsofachildwithadisabilityhadnowheretoturn.Wedonotbelievethatinthiscountry,freedomisreservedforthelucky,orhappinessforthefew.Werecognizethatnomatterhowresponsiblyweliveourlives,anyoneofus,atanytime,mayfaceajobloss,orasuddenillness,orahomesweptawayinaterriblestorm.ThecommitmentswemaketoeachotherthroughMedicare,andMedicaid,andSocialSecuritythesethingsdonotsapourinitiative。

我们，人民，仍然相信，每个公民都应获得基本的安全和尊严保障。

我们必须做出艰难抉择，降低医疗成本，缩减赤字规模。

对于建设了这个国家的老一代人和日后将建设美国未来的年轻一代人而言，是照顾前者还是投资于后者？

必须在这二者之间做出选择是我们所不能苟同的做法。

因为我们记得过去的教训。

那时，迟暮老人生活困窘，残障孩子的父母求助无门。

我们相信，在这个国家，自由的权利并非只为幸运儿保留，幸福也不只属于少数人。

我们承认，无论如何负责任地生活，谁都有可能随时面临失业、突发性疾病或住所被可怕的风暴摧毁的情况。

我们通过联邦医疗保险（Medicare）、联邦医疗补助（Medicaid）和社会保障（SocialSecurity）等计划向彼此做出承诺。

这些计划不会削弱我们的积极性，相反会增强我们的力量。

这些计划不会让美国成为一个人人索取的国家，相反让我们放开手脚去承担风险，将美国建设成伟大的国度。

We,thepeople,stillbelievethatourobligationsasAmericansarenotjusttoourselves,buttoallposterity.Wewillrespondtothethreatofclimatechange,knowingthatthefailuretodosowouldbetrayourchildrenandfuturegenerations.Somemaystilldenytheoverwhelmingjudgmentofscience,butnonecanavoidthedevastatingimpactofragingfires,andcripplingdrought,andmorepowerfulstorms.Thepathtowardssustainableenergysourceswillbelongandsometimesdifficult.ButAmericacannotresistthistransition。

wemustleadit.Wecannotcedetoothernationsthetechnologythatwillpowernewjobsandnewindustrieswemustclaimitspromise.Thatishowwewillmaintainoureconomicvitalityandournationaltreasureourforestsandwaterways。

ourcroplandsandsnowcappedpeaks.Thatishowwewillpreserveourplanet,commandedtoourcarebyGod.That'swhatwilllendmeaningtothecreedourfathersoncedeclared.

我们，人民，仍然相信，身为美国人，我们不仅对自己负有责任，也对所有后代负有责任。

我们将应对气候变化的威胁；我们知道，不应对就是对子子孙孙的背叛。

一些人或许可以不承认压倒性的科学判断，但没有谁能避开荼毒生灵的大火、破坏性的干旱以及威力强大的风暴的冲击。

能源可持续长路漫漫，有时候充满艰辛。

但美国不能抗拒这种转变，我们必须引领这种转变。

我们不能把启动新工作、新行业的技术拱手让给他国，我们必须把握住技术带来的希望。

如此，我们才会保持经济活力，留住我们的国宝──我们的森林与河流，我们的农田与雪山。

如此，我们才会保存好上帝交由我们照看的星球。

We,thepeople,stillbelievethatenduringsecurityandlastingpeacedonotrequireperpetualwar.Ourbravemenandwomeninuniform,temperedbytheflamesofbattle,areunmatchedinskillandcourage.Ourcitizens,searedbythememoryofthosewehavelost,knowtoowellthepricethatispaidforliberty.Theknowledgeoftheirsacrificewillkeepusforevervigilantagainstthosewhowoulddousharm.Butwearealsoheirstothosewhowonthepeaceandnotjustthewar,whoturnedswornenemiesintothesurestoffriends,andwemustcarrythoselessonsintothistimeaswell.

我们，人民，仍然相信，持久的安全与永续的和平不需要无休止的战争。

我们英勇的男女将士经过战火的锤炼，拥有无可匹敌的技能与勇气。

我们的公民被对于逝者的缅怀灼烧，深知自由的代价。

铭记他们的牺牲，将使我们永远防备那些要加害于我们的人。

但我们的先祖不止赢得战争，还赢得了和平，把死敌变成最忠实的朋友，我们也必须把这些经验应用于当前。
