从04年12月1日起，新加坡政府规定，私立教育机构（PEO）只有具备CASE认证的学生保护计划（具备CASE认证学生学费代管或CASE认证的学生学费保险之一）时才可以招收国际学生。
新加坡上进商学院是获得新加坡消协信赖的会员之一。
学生利益保障计划
学生利益保障计划旨在保护学生利益，如果一所私立教育机构（PEO）因破产或停业而无法继续运行时保护学生学费不受损失。
同时如果该PEO不能按照新加坡法院的判决支付学生损失或退还费用，学生利益保障计划还保护学生利益不受损失。
该计划SPS有两个子计划-学生学费帐户（代管Escrow）或学生学费保险（STFI）。
从2004年12月1日开始实施的，只有以下私立教育机构（PEO）才可以招收国际学生。
私立院校必须具备以下两计划之一-学生学费帐户（代管）或学生学费保险。
新加坡上进商学院以上两个计划都具备。

1.什么是学生学费帐户计划?
学生向私立教育机构缴付的学费将委托给经过授权的第三方保管,一般为CASE认可的银行。
如果私立教育机构符合特定条件,银行就把学费支付给他们。
如果私立教育机构因破产与/或被令停业而无法继续运作，或者新加坡法庭裁决私立教育机构必须缴付罚款或归还学费而私立教育机构无法偿还，银行就停止支付学费给它们。
2.学生学费帐户计划如何运作？
a.CaseTrustandtheprovidersoftheStudentTuitionFeeAccount（Escrow）（DBSandHSBC）havesignedaMasterEscrowAgreement（MEA）whichsetsouttherulesgoverningtheoperationofallescrowaccountsopenedbythePEOswiththeproviders. ThePEOswhowishtoparticipateinthisescrowschemewillhavetosignontotheMEA.
b.WhenaPEOsignsontotheMEA,thebankwillarrangetoopenaStudentTuitionFeeAccount（Escrow）forthePEO. ThePEOistoensurethatthetuitionfeesofitsstudentswillbepaiddirectlyintothisaccount. ThetuitionfeesintheStudentTuitionFeeAccount（Escrow）willbeheldontrustbythatPEOforthebenefitofthestudents.
c.Aspartofthecourseapplicationprocess,thestudentwillhavetosignaprescribedform（StudentEscrowConfirmation–Schedule7ofMEA）confirmingthathe/sheagreestobeboundbythetermsoftheMEAandthatboththePEOandthestudentwillabidebythetuitionfeespaymentschedule.
d.Thereafter,priortopaymentofthetuitionfees,thePEOwillhavetoissueaprescribedform（PaymentVoucher–Schedule6ofMEA）tothestudentstatingthedetailsofthetuitionfeestobepaidfortheparticularinstalment.ThisPaymentVoucheristobesubmittedtothebankalongwiththestudent’stuitionfeespayment.
e.ThebankshalldisbursethetuitionfeesintheStudentTuitionFeeAccount（Escrow）tothePEOinaccordancewiththepaymentschedule.
3.UnderwhatcircumstanceswilltheStudentTuitionFeeAccount（Escrow）schemebesuitableforPEOs?
TheStudentTuitionFeeAccount（Escrow）schemeissuitableforPEOsthatwantasolutiontohelpthemreconciletheirstudentfeepayments. ItisalsosuitableforPEOsthatdonotqualifyfortheStudentTuitionFeeInsurancescheme.
4. WhattypesoffeeswillneedtobepaidtotheStudentTuitionFeeAccount（Escrow）?
OnlythetuitionfeeshavetobepaidintotheStudentTuitionFeeAccount（Escrow）.Tuitionfeesmeansthegrosspayment（beforeanycommissionmaybededucted）relatingtoallcostsofacoursepaidbyaninternationalstudent.
Otherfeessuchasaccommodationexpenses,examinationfeesandadministrativefeesdonothavetobepaidintotheStudentTuitionFeeAccount（Escrow）.
