Thankyou. Pleasehaveaseat,everybody. Goodevening,everybody. AsPresident,oneofmyhighestnationalsecurityprioritiesistopreventthespreadofnuclearweapons. That’swhymyadministrationhasaggressivelypursuedacomprehensiveagendaofnon-proliferationandnuclearsecurity.
Leadingbyexample,weagreedwithRussiatoreduceournucleararsenals1(军械库)throughtheNewSTARTTreaty—-andI’veurgedtheSenatetomoveforwardwithratification2(批准,承认)thisyear. Andwithalliesandpartners,we’vestrengthenedtheglobalnon-proliferationregime(政权,政体),includingthecornerstoneofourefforts-—theNuclearNon-ProliferationTreaty.
Now,intheentireworld,thereisonlyonesignatorytotheNPT-—onlyone-—thathasbeenunabletoconvincetheInternationalAtomicEnergyAgencythatitsnuclearprogramisforpeacefulpurposes. Onenation. AndthatnationisIran. Foryears,theIraniangovernmenthasviolateditscommitments,defiedUnitedNationsSecurityCouncilresolutions,andforgedahead(继续进行,取得进展)withitsnuclearprogram—-allwhilesupportingterroristgroupsandsuppressingtheaspirations3(愿望)oftheIranianpeople.
Sincetakingoffice,I’vemadeitclearthattheUnitedStateswaspreparedtobeginanewchapterofengagementwiththeIslamicRepublicofIran. WeofferedtheIraniangovernmentaclearchoice. Itcouldfulfill4itsinternationalobligationsandrealizegreatersecurity,deepereconomicandpoliticalintegration5(综合,集成)withtheworld,andabetterfutureforallIranians.Oritcouldcontinuetoflout6(嘲笑,蔑视)itsresponsibilitiesandfaceevenmorepressureandisolation7.
Todate,Iranhaschosenthepathofdefiance8(蔑视,挑战). That’swhywehavesteadily9builtabroaderanddeepercoalition10ofnationstopressuretheIraniangovernment. Lastmonth,wejoinedwithourpartnersattheU.N.SecurityCounciltopassthetoughestandmostcomprehensivemultilateralsanctionsthattheIraniangovernmenthaseverfaced. (Applause.) AndIwanttospecificallysingleout(挑出,挑选)ourtireless--andImeantireless--AmbassadortotheUnitedNations,SusanRice,forherterrific--(applause.)
AsIsaidlastmonth,wearegoingtomakesurethatthesesanctionsarevigorouslyenforced. Atthesametime,we’llworkwithouralliesandfriendstorefineandenforceourownsanctionsonIran. Andthat’sexactlywhatwe’vebeendoing. HereintheUnitedStates—-thankstotheeffortsofmyTreasury11Secretary,TimGeithner,andUnderSecretaryStuartLevey—-(applause)--theyhavebeenterrificonthiseffort;Stuarthasbeenjustoutstanding--wehaveimposedsanctionsagainstmoreinstitutions,moreindividualsinvolvedwithIran’snuclearandmissileprograms.
Othernationsarenowacting12alongsideus--nationslikeAustralia,whichannouncednewsanctions,includingthoseagainstamajorIranianbankandIran’sshipping13company. TheEuropeanUnionismovingaheadwithadditionalstrongmeasuresagainstIran’sfinancial,banking14,insurance,transportation,andenergysectors16,aswellasIran’sRevolutionaryGuard. Othercountries,likeCanada,haveindicatedtheywillalsobetakingaction. Inotherwords,weareratchetingup(逐渐升高)thepressureontheIraniangovernmentforitsfailuretomeetitsobligations.
Andtoday,we’retakinganotherstep—-astepthatdemonstratesthebroadandbipartisan(两党连立的)supportforholdingIranaccountable. I’mpleasedtosignintolawthetoughestsanctionsagainstIraneverpassedbytheUnitedStatesCongress-—theComprehensiveIranSanctions,Accountability,andDivestmentAct. (Applause.)
IwanttothankallthemembersofCongresswhoworkedonbehalfofthislegislation,includinganothertirelessperson,butwhoneverseemstobreakasweat--theSpeakeroftheHouse,NancyPelosi. (Applause.) IwanttothankRepresentativesStenyHoyerandEricCantorfordoingoutstandingwork. (Applause.) Althoughtheyweren’tabletojoinus,IwanttoacknowledgeSenatorsHarry17Reid,JonKylandRichardShelby. AndIwanttothankthosewholedtheefforttoforgeafinalbillthatreceivedoverwhelming(压倒性的,势不可挡的)bipartisansupport—-SenatorChrisDoddandRepresentativeHowardBerman. Thankyouforyourgoodwork.(Applause.)
ConsistentwiththeSecurityCouncilmandate18(授权,命令),thislegislationstrengthensexistingsanctions,authorizes19newonesandsupportsourmultilateraldiplomaticstrategytoaddressIran’snuclearprogram. ItmakesitharderfortheIraniangovernmenttopurchaserefinedpetroleum20(石油)andthegoods,servicesandmaterialstomodernize21Iran’soilandnaturalgassector15. ItmakesitharderfortheRevolutionaryGuardsandbanksthatsupportIran’snuclearprogramsandterrorismtoengageininternationalfinance. Itsaystocompaniesseekingprocurement22contracts(采购合同)withtheUnitedStatesgovernment-—ifyouwanttodobusinesswithus,youfirsthavetocertify23thatyou’renotdoingprohibited(禁止的)businesswithIran.
Inshort,withthesesanctions-—alongwithothers—-wearestrikingattheheartoftheIraniangovernment’sabilitytofundanddevelopitsnuclearprogram. We’reshowingtheIraniangovernmentthatitsactionshaveconsequences. Andifitpersists,thepressurewillcontinuetomount,anditsisolationwillcontinuetodeepen. Thereshouldbenodoubt—-theUnitedStatesandtheinternationalcommunityaredetermined24topreventIranfromacquiringnuclearweapons.
Finally,evenasweincreasepressureontheIraniangovernment,we’resendinganunmistakablemessagethattheUnitedStatesstandswiththeIranianpeopleastheyseektoexercisetheiruniversalrights. Thislegislationimposessanctionsonindividualswhocommitserioushumanrightsabuses. Anditexempts25fromourtradeembargo26(禁令,禁止)technologiesthatallowtheIranianpeopletoaccessinformationandcommunicatefreely. InIranandaroundtheworld,theUnitedStatesofAmericawillcontinuetostandwiththosewhoseekjusticeandprogressandthehumanrightsanddignityofallpeople. So,again,thisisnotadaythatwesought-—butitisanoutcomethatwaschosenbytheIraniangovernmentwhenitrepeatedlyfailedtomeetitsresponsibilities. AndthegovernmentofIranstillhasachoice. Thedoortodiplomacy27remains28open. Irancanprovethatitsintentionsarepeaceful. ItcanmeetitsobligationsundertheNPTandachievethesecurityandprosperityworthy29ofagreatnation.
ItcanhaveconfidenceintheIranianpeopleandallowtheirrightstoflourish. ForIraniansareheirs(继承人)toaremarkable30history. Theyarerenowned31fortheirtalentsandtheircontributionstohumanity. HereintheUnitedStates,Iranian-Americanshavethrived. AndwithinIran,there’sgreatpotentialfortheIranianpeopletoforgegreaterprosperitythroughdeeperintegration(集成,综合)withtheinternationalcommunity,includingwiththeUnitedStates.
That’sthefuturewedoseek-–onewhereIran’sleadersdonotholdtheirownpeoplebackbyfailingtoliveupto(做到,实践)Iran’sinternationalobligations,andwhereIrancanreclaim32itsplaceinthecommunityofnationsandfindgreaterpeaceandprosperity.
ThatistheIraniangovernment’schoice. Anditremainsourhopethattheychoosethispath,evenasweareclear-eyedandvigilant33(警惕的,警醒的)aboutthedifficultchallengesahead.
