Domesticnewcoalchemicalproducts,isplanningproductioncapacityhasreachedastronomicalfigures.Itisreportedthatcoal-basedDMEiscurrentlyunderconstructionandplannedproductioncapacityof40milliontons/year,abouttheyear2008,apparentconsumptionofdimethylether20times,althoughthereisnodomesticcoaltoolefinsexperienceoflarge-scalecommercialoperation,butthedomesticcoaltoolefinsintheconstructionandplanningcapacityhasreached20milliontons/yearinthecountryafteranemergencystopcoaloil,andmanygreaterriskofdevelopingenterpriseinsteadofcoalandnaturalgas,currentlyapprovedbynationalauthoritiesofthecoal-gasproject,butfour,capacity11billioncubicmeters/year,buttofollowsuitandbuildcoal-gasprojectto14,closetocapacity55billioncubicmeters/year.Thus,theJune18,2010,theNationalDevelopmentandReformCommissionissuedthe<<standardcoalandnaturalgasindustryonmattersrelatedtothedevelopmentofanotice>>toplacethepreviouscoalgasandsupportingtheprojectapprovalrightontheincome.Itisunderstoodthattheproposedinvestmentinmoderncoalchemicalindustryplusbudget,morethan1trillion,andtheinvestmentalsoshowedagradualincreasingtrend,whileworkingasacapital-intensivecoalchemical,technology-intensiveandresource-intensiveindustry,nowtheeconomyhasnotbeenfullydemonstratedandrecognizedthenation’scurrentprojectisoperating,alargepartinthepilotphase.

Althoughthecountrieshaverepeatedlywarning,butthecentralcamp,representedbythemajorcorporatebusinessesinrecentyearshasnotslowedthepaceofinvestmentincoalchemicalindustry,andlocalgovernmentstofully‘meet’thecentralenterprises‘staking’demands‘asthecentralenterprisestotakeplacedevelopmentofcoalchemicalshield.‘Whyistheresuchamadimpulsetoinvestandenthusiasm?

First,localgovernmentsonlyGDPontheperformanceconceptdeeplyrootedinthecoalchemicalindustryinvestmentintensity,drivingGDPeffectsaremoreobvious,thecentralenterprisestoentertogivelocalGDPgrowthbenefits;Secondly,theconceptofriskmanagementrelatedlossofbusiness,‘resource-king’deeplyentrenchedagain,thelackofeffectiveguidancedirectionofindustrialdevelopmentoftheseproblemsexist,onChina’seconomicandsocialsustainable,healthyandsteadydevelopmentofthehaveanegativeimpact.
