　　GeneralProvisions

　　Article1ThisLawisformulatedwithaviewtosafeguardingthesovereigntyofthePeople'sRepublicofChina,maintainingitssecurityandpublicorderandfacilitatinginternationalexchange.

　　ThisLawisapplicabletoaliensentering,leavingandtransitingtheterritoryofthePeople'sRepublicofChinaandtothoseresidingandtravellinginChina.

　　Article2AliensmustobtainthepermissionofthecompetentauthoritiesoftheChineseGovernmentinordertoenter,transitorresideinChina.

　　Article3Forentry,exitandtransit,aliensmustpassthroughportsopentoaliensorotherdesignatedportsandmustbesubjecttoinspectionbythefrontierinspectionoffices.

　　Forentry,exitandtransit,foreign-ownedmeansoftransportmustpassthroughportsopentoaliensorotherdesignatedportsandmustbesubjecttoinspectionandsupervisionbythefrontierinspectionoffices.

　　Article4TheChineseGovernmentshallprotectthelawfulrightsandinterestsofaliensonChineseterritory.

　　Freedomofthepersonofaliensisinviolable.Noalienmaybearrestedexceptwiththeapprovalorbydecisionofapeople'sprocuratorateorbydecisionofapeople'scourt,andarrestmustbemadebyapublicsecurityorganorstatesecurityorgan.

　　Article5AliensinChinamustabidebyChineselawsandmaynotendangerthestatesecurityofChina,harmpublicinterestsordisruptpublicorder.

　　ChapterII

　　EntryintotheCountry

　　Article6ForentryintoChina,aliensshallapplyforvisasfromChinesediplomaticmissions,consularofficesorotherresidentagenciesabroadauthorizedbytheMinistryofForeignAffairs.Inspecificsituationsaliensmay,incompliancewiththeprovisionsoftheStateCouncil,applyforvisastovisa-grantingofficesatportsdesignatedbythecompetentauthoritiesoftheChineseGovernment.

　　TheentryofnationalsfromcountrieshavingvisaagreementswiththeChineseGovernmentshallbehandledinaccordancewiththoseagreements.

　　IncaseswhereanothercountryhasspecialprovisionsforChinesecitizensenteringandtransitingthatcountry,thecompetentauthoritiesoftheChineseGovernmentmayadoptreciprocalmeasurescontingentonthecircumstances.

　　Visasarenotrequiredforaliensinimmediatetransitonconnectedinternationalflightswhoholdpassengerticketsandstayfornomorethan24hoursinChinaentirelywithinairportboundaries.Anyonedesiringtoleavetheairporttemporarilymustobtainpermissionfromthefrontierinspectionoffice.

　　Article7Whenapplyingforvariouskindsofvisas,aliensshallpresentvalidpassportsand,ifnecessary,providepertinentevidence.

　　Article8AlienswhohavebeeninvitedorhiredtoworkinChinashall,whenapplyingforvisas,produceevidenceoftheinvitationoremployment.

　　Article9AliensdesiringtoresidepermanentlyinChinashall,whenapplyingforvisas,presentstatus-of-residenceidentificationforms.Applicantsmayobtainsuchformsfrompublicsecurityorgansattheplacewheretheyintendtoreside.

　　Article10ThecompetentauthoritiesoftheChineseGovernmentshallissueappropriatevisastoaliensaccordingtothepurposesstatedintheirentryapplications.

　　Article11WhenanaircraftoravesselnavigatinginternationalroutesarrivesataChineseport,thecaptainorhisagentmustsubmitapassengernamelisttothefrontierinspectionoffice;aforeignaircraftorvesselmustalsoprovideanamelistofitscrewmembers.

　　Article12AlienswhoareconsideredapossiblethreattoChina'sstatesecurityandpublicordershallnotbepermittedtoenterChina.

　　ChapterIII

　　Residence

　　Article13ForresidenceinChina,aliensmustpossessidentificationpapersorresidencecertificatesissuedbythecompetentauthoritiesoftheChineseGovernment.

　　Thetermofvalidityofidentificationpapersorresidencecertificatesshallbedeterminedaccordingtothepurposesofentry.

　　AliensresidinginChinashallsubmittheircertificatestothelocalpublicsecurityorgansforexaminationwithintheprescribedperiodoftime.

　　Article14Alienswho,incompliancewithChineselaws,finditnecessarytoestablishprolo
