1.目的Purpose

编制实施公司《安全与健康手册》以期达到以下目的：

Preparingandimplementingthesafetyandhealthmanagementsystemisexpectedtoachievethefollowingpurposes:

•阐明公司的安全健康政策，建立公司实施安全健康管理的组织机构、程序和资源；

Illuminatethesafetyandhealthpolicy,establishsafetyandhealthorganization,proceduresandresources.

•对安全健康管理体系实施有效控制，确保其有效性；

Takeefficientcontrolfortheimplementofsafetyandhealthmanagementsystem,andassureitsValidity

•当条件变化时，保持安全健康管理体系的连续性。

Keepthesafetyandhealthmanagementsystemcontinuouswhentheconditionschanges.

2.适用范围Scope

本手册适用艾默生动力传动（漳州）有限公司的安全与健康管理，同样适用于公司对所有项目承包商的安全与健康管理。

3.安全健康组织机构与职责Safety&HealthOrganizationandResponsibilities

3.1组织机构Organization

3.1.1安全委员会/SafetyCommittee

安全委员会由安全协调员、操作人员、技术员、工程师、主管或经理各部门人员组成。

安全协调员负责定期组织安全委员会成员召开安全会议及安全检查事务。

3.1.2安全委员会职责

•组织制定公司各种安全规章制度，执行公司安全政策；

•定期组织现场的安全检查和审计，并制定改进措施；

Taketheperiodicalsafetyandhealthauditandinspectionandmakeimprovementforthehazards.

•积极参与应急响应，及时处理应急事件；

•有权对现场不安全因素提出建议，及时纠正员工不安全行为；

•参与工伤事故的调查、分析处理及预防措施的制定。

3.2.部门职责/responsibilitiesofDepartments

3.2.1总经理安全职责Responsiblemanager

•责任总经理为公司安全第一责任人，对公司安全健康管理负全面责任。

Theresponsiblemanageristhefirstresponsiblepersonforcooperatesafetywhotakesthecompleteresponsibilityofsafetyandhealthmanagement.

•认真贯彻执行国家有关劳动保护，安全生产、环境保护等法律、法规及上级相关安全文件，并把安全列入重要议事日程。

•加强员工和各级经理、主管的安全教育，做到各司其职，各尽其责。

•定期召开安全委员会会议，及时解决安全工作中的重大问题。

•为安全健康体系正常运行提供必须的，合理的资源配置，并保证其被有效的合理地利用。

3.2.2人力资源部安全职责/HRDepartment

•负责组织公司安全健康管理体系的制订和实施。

•负责定期向艾默生总部公司报告安全健康信息，并及时将反馈信息传达给员工。

•组织开展新进厂人员入职安全培训及特殊工种作业人员上岗培训和年度的复审工作。

•负责劳动保护用品的管理，发放工作。

3.2.3工程部安全职责/MEdepartment

•负责组织制订各类生产设备安全操作技术规程。

•执行公司安全健康管理体系，及时解决生产工艺的安全健康薄弱环节。

Executethesafetyandhealthmanagementsystemandimprovetheweakpartoftheproductionprocessbasedonthesystem.

•负责工厂消防安全管理，针对工厂消防设施进行日常检查，维护。

•负责对特种设备的定期检查、校验，保证其安全可靠性。

•参与日常安全检查，发现隐患及时督促其整改。

•参与事故的调查分析和处理，并制订相应的预防措施。

3.2.4物料部安全职责/Materialdepartment

•建立相应制度对材料、设备的采购、运输、保管和储存等并严格执行、发现隐患及时整改。

•采购危险化学品时，负责收集相关MSDS或安全使用说明书等，并交予使用部门。

•负责为安全健康管理体系正常运行提供足够的劳动保护用品和安全防护设施。

3.2.5财务部安全职责/Financialdepartment

•负责提供事故经济损失的有关财务资料，并协助有关部门做好事故的善后处理联络工作。

Providethefinancialmaterialfortheeconomylosingcausedfromaccidentsandcooperatewithrelevantdepartmentsforcontactingtosolvetheproblemsarisingconsequentially.

•加强对本部门员工安全防盗教育，制订有关财务管理安全制度。

3.2.6各部门负责人安全职责/Responsiblepersonofeverydepartment

•认真执行公司安全健康管理体系，结合本部门实际情况，明确本部门安全工作重点，把安全作为日常工作的重点。

•负责加强对本部门员工的安全教育和培训，增强员工安全意识。

•积极参与日常安全检查，发现隐患及时要求其整改。

3.2.7员工安全职责/Employees

•自觉遵守《员工手册》中所规定的内容及公司的各项安全规章制度。

•认真学习本岗位安全技术规程及熟悉设备工艺。

•班前，班中须认真检查机器、设备、工具及劳保用品，防止跑、冒、滴、漏危险现象发生。

•各种原料、半成品、成品应分类摆放，保持环境整洁、严禁占用通道。

•认真执行交接班制度，接班前必须仔细检查设备和安全设施是否齐全。

•加强自身安全意识，工作过程中遵守劳动纪律，互相督促，及时纠正不安全行为；发现隐患及时向上级主管部门汇报。

4.培训教育程序TrainingandOrientationProcedure

4.1目的Purpose

明确不同职责和层次工作人员安全健康的培训需求，提高员工的安全健康意识，增强员工的预防职业危害、工伤事故和应急响应的能力。

ToidentifySafetyandHealthtrainingneedsfordifferentresponsibilitiesandlevelsofassociates,enhancetheirawarenessandcapacityofpreventingoccupationdisease,work-relatedinjuryandemergencyresponse.

4.2适用范围Scope

适用于公司员工、临时工、实习人员及驻公司的承包方。

4.3职责Responsibilities

4.3.1人力资源部门负责公司的培训与发展计划的制订、实施。

HRDepartmentisresponsiblefordrawing,implementingcompanyTraining&DevelopmentSchedule.

4.3.2安全协调员、厂务工程师负责协调各部门经理提出安全健康培训需求，协助HR部门制定安全健康培训计划。

SafetyCoordinatorandfacilityengineerareresponsibleforcollectingSafetyandHealthtrainingneedsfromdifferentmanagersofdepartmentsandhelpingHRwithdrawingtrainingschedule.

4.4过程及要求ProcessandRequirements

4.4.1培训需求识别IdentifyingTrainingNeeds

4.4.1.1安全协调员负责协助各部门主管和HR部门识别员工安全健康培训需求，确定培训目标，制定安全健康培训计划。

上述工作的完成应基于以下内容：

•公司安全健康管理体系要求。

4.4.1.2培训需求调整应基于以下内容：

•法律法规、管理体系要求变化；

•转岗、复工；

Changesinjobresponsibilities（e,g…,departmenttransfers）

•新工艺、新材料、新设备；

Changesinprocesses，materialorequipment

•工作绩效；

Jobperformance

•工伤事故、近损失事故和急性中毒事件。

4.4.2培训要求trainingrequirement

4.4.2.1安全健康培训需求分意识、资格、专项三个模块：

SafetyandHealthtrainingneedsaredividedintothreemodules,awarenesslevel,qualificationlevelandspecificlevel：

•意识培训，通过内部培训使员工能够基本了解国家有关安全健康的法律法规和艾默生公司安全健康管理体系要求，对安全健康管理的重要性有初步认识，如新员工安全健康教育；

Awarenessleveltrainingensuresthatpersonnelcanbasicallyknowsafetyandhealthrelatedlegalandmanagementsystemrequirementsthroughinternaltraining,andpreliminaryunderstandtheimportanceofsafetyandhealthmanagement（e.g.Newemployeesafetyandhealtheducation.）.

•资格培训，通过国家规定的有资质培训机构的培训和考核，使员工获得法律法规允许上岗的资格证书和具备胜任从事岗位的工作能力，员工必须持证方可上岗，如特种作业人员资格证培训；

Qualificationleveltrainingensuresthatpersonnelcanbecertificatedbeforetakingapostthroughthetrainingandexaminationoflegalagency,andbecompetenttoperformtheirworkassignments（specialoccupationpersontraining）.

•专项培训，通过内部或委托外部培训使员工熟知本岗位和工作场所存在的危险危害和环境因素，掌握其防范和应急措施，具备一定的应急响应能力，如危化品管理培训。
