Thereareanumberoffamiliartheories.Somearguethatpeopleareanxiousandfeelthreatenedbyaninflowofnewworkers.Othershighlightthestressthatundocumentedimmigrantsplaceonpublicservices,likeschools,hospitals,andjails.Stillothersemphasizetheroleofrace,arguingthatforeignersaddtothenation'sfearsandinsecurities.Tlieressometruthtoalltheseexplanations,buttheyaren'tquiteadequate.

Togetabetteriinderstandmgofwhat'sgoingon,considerthewaymiimgration,smipactisfelt.Tlioughitsoveralleffectmaybepositive,itscostsandbenefitsaredistributedirregularyly.

DavidCard,aneconomistatUCBerkeley,notesthattheoneswhoprofitmostdirectlyfromimmigrants'low-costlaborarebusinessesandemployers-meatpackingplantsinNebraska,forexan^le.theseproducers'savingsprobablytranslateintolowerpricesatthegrocerystore,buthowmanyconsumersmakethatmentalconnectionatthecheckoutcounter?

Amonghigh-skilled,better-educatedemployees,however,oppositionwasstrongestinstateswithbothhighnumbersofimmigrantsandrelativelygeneroussocialservices.Whatworriedthemmost,inotherwords,wasthefinancialburdenofimmigration.Thatconclusionwasprovedbyanotherfinding:

thattheiroppositionappearedtosoftenwhenthatfinancialburdendecreased,asoccurredwithwelfarereforminthe1990s.whichlimitedimmigrants'accesstocertambenefits.
