TheU.S.Congressdecidedtofinishthecanal.TheU.S.governmentpaid$40milliontoFranceforthecompletedworkandabandonedequipment.In1903,atreatybetweentheU.S.andPanamawassignedpayingPanama$10millionforthelandforthecanal.Thistreatyalsoguaranteed$250,000toPanamaeachyearfortheuseofitslandandensureditsindependence.Thisdealwasviewedasamajorforeignpolicyachievementatthetime.

Byearly1913,thecanalwasnearlycomplete.OnSeptember26,1913,anoldtugboatwasthefirstshipthroughthecanal.Thousandsofpeoplewatchedandcheered.
