Asecondreasonforthechangeofapproachwasthatthebankhaslearnedabiglessonfromprojectsfinancedinthe1960s.Manyofitsmajorcapitalinvestmenthadscarcelytouchedthelivesofurbanandruralpoor,norhavetheycreatedmuchemployment.Theprojectdidnothavethetrigger-downeffecttheyhaveinindustrializedcountries.Insteadthehugedams,steel-mills,andsoonwereleftasmonumentstothemselves.Thisredirectionofitslendinghasmeantthatthebankhastendedtosupportlabourintensiveactivities,ratherthancapitalintensiveones.Bothruralandurbanareas,thereisabetterchanceinthefirstcase,thatitsfundswillbenefitthebottom40%ofthecountry’spopulation.?

Thebankisalsolookingforwaysofstimulatingthegrowthofthesmallbusinessesinmanydevelopingcountriessincethiswouldcreateemploymentopportunitiesforpeoplewithlowerincomes.Beingsuchabig,obvioustarget,thebankhasoftencomeunderfire.Forexample,itsofficialshavebeentakentotaskforusingConcordsupersonicaircraftsofrequently,about500timesinoneyear.Also,thelargegrowthoftheorganization’spersonnelhasnotpleasedsomecritics.Amoresubstantialcriticismhasconcernedthebank’spolicyofsettingannualtargetforlendingtospecifiedcountries.Thiscouldleadtothedeterioration
