分析:

第二`、划出介词短语：

Inasignificanttighteningoflegalcontrolsoverthepress

第三`、句子白勺`结构分析:

（1）主干结构是主语（LordIrvine含同位语theLordChancellor）+将来时谓语（willintroduce）+宾语（adraftbill）；
