Environmentalsitesupervisionrequirements

Checkthenumberofnewlyconstructed,expandedorconvertedprojectsfromthedateofcompletionoftheproject,thetimeofcompletionandproductionofeachproject,theexaminationandapprovalofenvironmentalprotectionandacceptance.Inviolationofenvironmentallawsandregulations,theprojectshouldbedealtwithinatimelymanner.

（1）masterthequantityandthenameofallproductionworkshops（branch,productionsection）,andtheproductionprocessofeachworkshop.

（2）sewage,wastegas,solidwaste（hazardouswaste）whataretheworkshop,theworkshopofsewage,wastegas,solidwaste（hazardouswaste）ofthepositionwherethenumberofquantity,typeandconcentrationofmajorpollutantsandhowtohandle.

（1）theenterprisesewage,wastegasandsolidwastetreatmentfacilities,thenumberofnamesandeachtreatmentfacilitieswhichacceptthesewage,wastegasprocessingplant.

（2）eachsewage,wastegasandsolidwastetreatmentfacilitiesbuiltandputintouse,processflow,designcapacityandactualcapacity,treatmenteffect.

（3）thenumberofthesewageoutfall,location,discharge,emissionandemissionstandards;

eachoutfallsewageorwastegasemissions,thetypeandconcentrationofmajorpollutants;

eachoutfallemissionswhichseveralsetsoftreatmentfacilitiesafterthetreatmentofsewageorwastegas.

（4）solidwaste（includinghazardouswaste）disposalofsolidwastedisposalfacilitiesandfacilities;

whethertheapprovalbytheDepartmentofenvironmentalprotectionandacceptance.

Ingeneral,accordingtonationalcontrolofkeysourcesofpollutionandcommonsourcesofpollutiontodetermine.Combinedwiththecurrentenergy-savingemissionreductionwork,thenationalcontrolofkeypollutionsourcesandenterpriseswithemissionreductiontasks,atleast1timesamonthinspection,sewagemonitoringsupervision1timesamonth,wastegasevery1quarterlymonitoring.Forordinarysourcesofpollution,atleast1inspectionsperquarter,1quarterlymonitoringofsewage,wastegasmonitoringsupervisionfor1~2timesayear.Everytimeaftertheinspection,wemustpreparethe"

supervisionreport"

andreportittotheadministrativedepartmentforenvironmentalprotection.（modelreportonsupervisionreport）

Specificinspectionscopeandinspectioncontentsshallbeformulatedforeachenterprise'

sproductionandpollutioncontrol,andon-siteinspectionrecordsshallbemadeaccordinglyaccordingtothescopeofinspectionandinspectioncontents.Siteinspectionshallbecarriedoutasperthefollowingrequirements:

（1）inspectionofwastewaterdischarge;

Acheckistheprocessofpollutioncontrolfacilitiesrunningstate,eachprocessisnormaloperation,whetherornotaccordingtotheprocessrequirementsofdosing,whetherundergroundpipe,wastesewagebypass,whetherthereisabnormaltasteconcept,tofocusonexaminationofautomaticonlinemonitortheoperatingconditionandmonitoringdata.Twoistochecktheintegrityandlogicoftheoperationrecordsofpollutioncontrolfacilities.

Istheprocessofpollutioncontrolfacilitiesdailyoperationmonitoringdatarecords,andcompletetheelectricrecord,checkthemedicationanddispensing,manualmonitoringandautomaticmonitoring,thenormaluseofelectricityandelectricityandotherpracticalrationality.

（2）inspectionofexhaustgas（mainlyboilerexhaustgas）

First,checkthedustdesulfurizationfacilitiesoperatingconditions,mainlywhetherornotinnormaloperation,thatis,accordingtotheprocessrequirementsoftheuseofdesulfurizer,whetherthereisbypasstheft.Forwatermembranedesulfurizationfacilities,thePHtestpapershallbeusedtocheckthepHvalueoftheinfluent.Twoistochecktheintegrityandlogicoftheoperationrecordsofthedesulfurizationfacilities.Ismainlytocompletethecoalconsumption,coalsulfurcontent,desulfurizerdosage,exhaustgasquantityandtheexhaustgasautomaticonlinemonitoringdataanddesulfurizationfacilitiesofelectricityrecords,inspectionrecordsanddatalogicalrationality,isthemaindesulfurizationagentandrecordtheamountofpurchase（orrequisition）areconsistentwiththematerialbalance,thenumberoftheamountofcalculationandtheactualamountiscloseto.

（3）ofsolidwaste（includinghazardouswaste）inspection

Whetherthereisageneralsolidwastedisposalofthedisposalofrecords,whethertheamountofnormalproductionandproductionapproach;

hazardouswastestorageisconsistentwiththestandards,whethertoentrustqualifiedunits,whethertogothroughtherelevantdepartmentsandenvironmentalprotectiondepartmentsoftherelevantformalities.

（1）illegalconstructionprojectsandtheirhandling;

A:

theconstructionprojectdidnotapplyforenvironmentalapprovalproceduresshallbeorderedtostopconstruction,thedeadlineforcompletingtheformalities;

overdueformalities,canbemorethanfiftythousandyuanattwohundredthousandyuanfine,thedirectlyresponsiblepersoninchargeoftheconstructionunitandtheotherpersonsdirectlyresponsibleshallbegivenanadministrativesanction.

B:

ifthepollutionpreventionfacilitiesintheconstructionprojectarenotcompletedorfailtomeettherequirementsprescribedbythestateandareputintoproductionoruse,theyshallbeorderedtostopproductionoruse

Andfined

C:

environmentalprotectionfacilitiesconstructionprojectssupportingtheconstructionandtheprincipalpartoftheprojectputintooperation,andordereddeadlineforcorrection;

overduecorrection,orderedtostopproduction,canbefinedupto50thousandyuan.

D:

theconstructionprojectputintotrialproductionformorethan3months,theconstructionunitdidnotapplyforthecompletionandacceptanceofenvironmentalprotectionfacilities,environmentalprotectionfacilitiesshallhandletheproceduresforacceptance;

overduehandled,shallbeorderedtostopproduction,canbefinedupto50thousandyuan.

E:

environmentalprotectionfacilitiesconstructionprojectsrequiresupportingconstructionisnotbuilt,withoutacceptanceorfail,themainprojectofficiallyputintoproductionoruse,shallbeorderedtostopproductionoruse,canbefinedupto100thousandyuan.

（2）thetreatmentfacilitiesarenotoperatingproperly,thecaseshouldbepunishedwithaceilingof10yuan,andtheupperlimitofthewastegasis50thousandyuan.

Theabnormaloperationofthetreatmentfacilities:

1.,thepartorallofthesewageorotherpollutantswillbedischargedintotheenvironmentwithouttreatmentfacilities;

2.throughthelayingofundergroundpipesorotherconcealedwaytodischargesewageorotherpollutantsdischargedintotheenvironmentwithouttreatment;

3..Openemergencydisposalvalvesforpollutanttreatmentfacilitiesinnonemergencysituationsanddischargesomeorallofthesewageorothercontaminantsdirectlyintotheenvironment;

4..Untreatedsewageorotherpollutantsaredrawnfromtheintermediateprocessesofthepollutanttreatmentfacilitiesanddischargeddirectlyintotheenvironment;

5..Someofthepollutanttreatmentfacilitieswillbestoppedforshortorlongperiodsoftime;

6.violationofoperatingprocedures,theuseofpollutanttreatmentfacilities,resultingintreatmentfacilitiescannotplayaroleinthenormaltreatment;

Afterthefailureofthe7.pollutanttreatmentfacilities,thesewagedisposalunitwillnotbeabletotakeeffectinnormaltreatmentbecauseofthedelayorfailuretocheckandmaintainthesewagetreatmentunitsaccordingtoregulations;
