2.1thepeople’srepublicofchinahasappliedforaloanandcreditfromtheworldbank（hereinafterreferredtoastheifi）towardsthecostof____________project,andintendstoapplyaportionoftheproceedsoftheloanandcredittoeligiblepaymentsunderthecontractforwhichthesedocumentsareissued.paymentbytheifiwillbemadeonlyattherequestofthechinesegovernmentanduponapprovalbytheifiandwillbesubjectinallrespectstothetermsandconditionsoftheloanagreement.nopartyotherthanthepeople’srepublicofchinashallderiveanyrightsfromtheloanagreementorhaveanyclaimtotheloanproceeds.

2.2paymentfromtheproceedsoftheworldbankloanwillbelimitedtogoodsproducedin,andservicessuppliedfrom,switzerlandandthemembercountriesoftheworldbankwhichhavecommercialrelationswithchina.

2.3allcostsnotmetbytheifiloanwillbepaidbytheemployerfromfundsallocatedbythegovernmentofchina.3.eligibilityandqualificationrequirements

3.1thistenderisopentoallpre-qualifiedtenderersfromeligiblesourcecountriesasdefinedunderthe“guidelinesforprocurement”oftheworldbank.

3.2allgoodsandservicestobesuppliedunderthiscontractshallhavetheiroriginineligiblesourcecountries,andalle_pendituresmadeunderthecontractwillbelimitedtosuchgoodsandservices.

3.3theoriginofgoodsandservicesisdistinctfromthenationalityofthetenderer.

3.4tobeeligibleforawardofcontract,tenderersshallhaveprovidedevidencesatisfactorytotheemployeroftheireligibilityunderclause3.1above,andoftheircapabilityandadequacyofresourcestoeffectivelycarryoutthecontract.tothisend,theemployerand____________companymay,atanytimepriortoawardofcontract,requesttendererstoamplifyorupdatepreviouslysubmittedprequalificationdata.alltenderssubmittedsha

（b）thequalificationsande_perienceofkeypersonnelproposedforadministrationande_ecutionofthecontract,bothonandoffsite,intheformatprescribedinschedulev;

（c）majoritemsofconstructionalplantandequipmentproposedforuseincarryingoutthecontractintheformatprescribedinscheduleiv;

（d）alistofproposedsub-contractorsintheformatprescribedinschedulevi;

（e）informationregardinganycurrentlitigationinwhichthetendererisinvolved;

（f）thedetailsoftheconstructionmethodsproposed.

3.5forthepurposesofsub-clause3.4,tendererswhohavebeenpre-qualifiedmayupdateandaugmenttheinformationsuppliedwiththeirapplicationforpre-qualification,and,inparticular,shallgiveparticularsofworkinhandatthedateoftendering.

3.6tenderssubmittedbyajointventureoftwoormorefirmsaspartnersshallcomplywiththefollowingrequirements:

（a）thetender,andincaseofasuccessfultendertheformofagreement,shallbesignedsoastobelegallybindingonallpartners;

（b）oneofthejointventuremembersshallbenominatedassponsor;

andthisauthorisationshallbeevidencedbysubmittingapowerofattorneysignedbylegallyauthorisedsignatoriesofallthemembersofthejointventure;

（c）thejointventuresponsorshallbeauthorisedtoincurliabilitiesandreceiveinstructionsforandonbehalfofanyandallmembersofthejointventureandtheentiree_ecutionofthecontractincludingpaymentshallbedonee_clusivelywiththejointventuresponsor;

（d）allmembersofthejointventureshallbeliablejointlyandseverallyforthee_ecutionofthecontractinaccordancewiththecontractterms,andarelevantstatementtothiseffectshallbeincludedintheauthorisationmentionedunder（b）aboveaswellasintheformoftenderandtheformofagreement（incaseofasuccessfultender）;

and

（e）acopyoftheagreemententeredintobythejointventurepartnersshallbesubmittedwiththetender.

3.7domestictenderersorcombinationsorjointventuresofdomesticandforeigntenderersapplyingforeligibilityfortheapplicationofa_____%marginofpreferenceinthecomparisonoftheirtenderwithothertendersshallsupplyallinformationrequiredtosatisfythecriteriaforeligibilityasdescribedinclause29oftheseinstructions.4.costoftendering

5.1thetendererisadvisedtovisitande_aminethesiteoftheworksandthesurroundingsandtoobtainforhimselfonhisownresponsibility,allinformationthatmaybenecessaryforpreparingthetenderandenteringintoacontract.thecostsofvisitingthesiteshallbeatthetenderer’sowne_pense.

5.2arrangementsforavisittosite,includingtransportationandaccommodation.willbemadebytheemployerorhisagent_________companyandwillbeadvisedtotenderersatthepre-tendermeeting,detailsofwhicharegiveninclause16oftheseinstructionstotenderers.,

5.3thetendererandanyofhisrepresentativeswillbegrantedpermissionbytheemployerorhisagent___________companytoenteruponitspremisesandlandsforthepurposeofsuchinspectionbypriorarrangement,butonlyuponthee_pressconditionthatthetendererandhisrepresentatives,willreleaseandindemnifytheemployerorhisagent___________companyanditspersonnelfromandagainstallliabilityinrespectthereofandwillberesponsibleforpersonalinjury（whetherfatalorotherwise）,lossofordamagetopropertyandanyotherloss,damage,costsande_penseshowevercaused,which,butforthee_erciseofsuchpermission,wouldnothavearisen.
