I.EXECUTIVESUMMARY
Theprofessionofhealtheducationhasmadesignificantprogressoverthelastseveraldecadesinestablishingsystemstohelpassurethequalityofitsprofessionalpreparationandpractice.Credentialingsystemshavebeenestablishedattheindividuallevel,andprogramaccreditationandreviewmechanismsareavailableforbaccalaureateandsomegraduateprofessionalpreparationprogramsinhealtheducation.Yetasrecentevidenceindicates,existingqualityassurancesystemsinhealtheducationlackcoordination,areunderutilized,andareundervaluedbysomebothwithinandoutsideoftheprofession.Italsohasbeenquestionedwhetherexistingaccreditationapproachesareappropriateforalltypesofgraduateprofessionalpreparationprogramsinhealtheducation.Nonetheless,environmentalindicatorssuggestthathealtheducationmuststrengthenitscurrentqualityassurancesystemstoensureaviable,competitivefuture.
Tobeginexploringthischallenge,theAmericanAssociationforHealthEducation(AAHE)andtheSocietyforPublicHealthEducation(SOPHE)co-sponsoredaninvitationalmeetingonJanuary15-16,2000inDulles,Virginia.Participantsincluded24professionalswhowerebroadlyrepresentativeofhealtheducationprofessionalpreparationprogramsorrelatedstakeholders.Theobjectivesoftheoneandone-halfdaymeetingwereto:
1)reviewcurrentmechanismsofqualityassuranceinprofessionalpreparationofundergraduateandgraduatehealtheducationprograms;
2)analyzeanddiscusscurrentenvironmentaltrendsinhealthcare,highereducation,healtheducation,andotherareasthatmayimpactfuturequalityassuranceeffortsinprofessionalpreparation;
3)examineaccreditationmechanismsemployedbyotherprofessionsoutsidehealtheducation,includingthebenefitsandchallengesofeachapproach;
and4)considerfutureprogramaccreditationoptionstopromotethequalityofhealtheducationprofessionalpreparation.
MeetingparticipantsbrainstormedrecommendationsforSOPHEandAAHEtoconsiderinstrengtheningqualityassuranceforhealtheducation.Consensuswasreachedthatacoordinatedaccreditationsystemisneededattheundergraduateandgraduatelevelsthatbuildsonthestrengthsofcurrentqualityassurancesystems.ThisgoalshouldbereachedbytheestablishmentofaSOPHE/AAHEtaskforcethatischargedto:
1)gatherbackgroundinformationandrefineplansforacomprehensive,coordinatedqualityassurancesystemthatmeetscommonlyacceptedstandardsofaccreditation;
2)developprocessesforensuringprofession-wideinvolvementinthediscussionanddesignofsuchasystemtofosteritsadoptionandutilization.
II.INTRODUCTION
Duringthelast30years,thehealtheducationprofessionhasmadesignificantstridesinestablishingcredentialingsystemstohelpassurethequalityofitstrainingprogramsandindividualpractitioners(seeAppendixA).Inthe1970s,theCouncilonEducationforPublicHealth(CEPH)begantoaccreditgraduateprofessionaleducationinpublichealth,includingthecoredisciplineofpublichealtheducation.Laterthatdecade,CEPHalsobeganaccreditingcommunityhealth/preventivemedicineprogramsandcommunityhealtheducationprogramsoutsideofschoolsofpublichealth.Inthemid-1980s,theSocietyforPublicHealthEducation(SOPHE)andtheAmericanAssociationforHealthEducation(AAHE)formedtheSOPHE/AAHEBaccalaureateProgramApprovalCommittee(SABPAC)toprovideamechanismofqualityassurancereviewforundergraduateprogramsincommunityhealtheducation.In1992,AAHEwasaskedbytheNationalCouncilofAccreditationofTeacherEducation(NCATE)toconductportfolioreviewsforprofessionalpreparationprogramsinschoolhealtheducation.Inthelate1980s,theNationalCommissionforHealthEducationCredentialingbegancertifyingindividualhealtheducationspecialistsbasedonprofession-widecompetenciesforentry-levelhealtheducators.
AAHEandSOPHEareproudtohaveparticipatedintheestablishmentoftheseinitiativestostrengthenthehealtheducationprofession.Bothorganizationsarecommittedtoqualityassuranceaspartoftheirorganizationalmissionsandtheircurrentstrategicplans.Thus,thepresidentsandexecutivedirectorsofAAHEandSOPHEmetinFall1998todiscussvariousenvironmentaltrendsaffectingfuturequalityassuranceeffortsbytheprofession,includingtherecommendationsintworeports:
∙“HealthEducationinthe21stCentury:
SettingtheStage”-Thisdocumentsummarizesa1995invitationalmeetingsponsoredbytheNationalCoalitionofHealthEducationOrganizationsandtheNationalCommissionforHealthEducationCredentialingtoidentifyactionsinternalandexternaltotheprofessionthatareneededtomovetheprofessionforwardintothenewmillenium.
AWhitePaper”-Thisreport,preparedfortheHealthResourcesandServicesAdministrationin1998,examinedgraduate-levelhealtheducationtrainingneedsinthenewmillennium.
Bothofthesedocumentsidentifiedtheneedforamorecomprehensive,systematicapproachinhealtheducationtoassuringthequalityoftrainingprovidedattheundergraduateandgraduatelevels.Subsequently,AAHEandSOPHEagreedtofundajointmeetingtofullyexploretheissuesrelatedtoqualityassuranceinprofessionalpreparation.
A.OrganizationoftheJointInvitationalMeeting
InearlySummer1999,SOPHEandAAHEpresidentsappointedataskforcetoorganizeaninvitationalmeetingtoexplorefuturedirectionsforqualityassuranceinprofessionalpreparationinhealtheducation.ThetaskforcewascomprisedofthreerepresentativesfromeachorganizationandthechairofSABPAC.Thegroupmetforsixmonthsviaconferencecallstoplantheinvitationalmeetingagenda,recommendanddevelopbackgroundreadingmaterials,identifymeetingspeakers,anddevelopthelistofmeetingparticipants.Theyinvited24professionalsrepresentingabroadrangeofprofessionalpreparationprograms,varyingintermsof:
∙Sizeofstudentenrollmentinprogram-small,medium,largeprograms,
∙Healtheducationdegreesgranted-baccalaureate,master’s,doctorate,
∙Currentaccreditationstatus-SABPAC,CEPH,NCATE(bothprogramsaccreditedandnotaccredited),
∙Institutionalstatus-publicvs.private,
∙Researchvs.practice-orientedinstitution,
∙Institutionalhierarchyofprogram-alignedwithalliedhealthvs.schoolofeducation,and
∙Geographiclocation.
Inaddition,representativesfromnon-academicinstitutionswhocouldinformthediscussionswereinvited:
AAHE/NCATE,CEPH,theNationalCommissionforHealthEducationCredentialing,andHRSA’sBureauofHealthProfessions.
Tohelpprepareforthemeeting,abackgroundkitofinformationwaspreparedanddisseminatedtoallparticipantsprovidingrelevantinformationoncurrentaccreditingmechanismsaswellasotherrelevantreports,articlesandweb-basedinformation.
B.MeetingObjectives
Twenty-fiveparticipantsattendedthemeetingonJanuary15-16,2000,attheHyattDullesRegency,Dulles,Virginia,whichwasfacilitatedbyDr.LorenBensley,professoremeritusatCentralMichiganUniversity(seeAppendixB,MeetingParticipants).Theobjectivesoftheoneandone-halfdaymeetingwereto:
∙Toreviewcurrentmechanismsofqualityassuranceinprofessionalpreparationofundergraduateandgraduatehealtheducationprograms,includingtheirmission,organization/structure,criteria,andthenumberofprogramsseekingaccreditation/approvalinrecentyears;
∙Toanalyzeanddiscusscurrentenvironmentaltrendsinhealthcare,highereducation,healtheducation,andotherareasthatmayimpactfuturequalityassuranceeffortsinprofessionalpreparation;
