宋哲文，（1990-），男，汉族，祖籍河南，中国共产党员，中国地质大学（武汉）公共管理学院公共管理专业2011级硕士研究生。
2007年就读于华中科技大学文华学院，2011年考入中国地质大学（武汉）攻读硕士研究生。
本人在研究生期间按照学校规定及个人兴趣共修31个学分，18门课程，平均分83.79。
在研究生两年的学习时间内，本人在专业理论水平方面取得了一定的成绩，公开发表以下论文：

摘要
矿产勘查是矿产可持续发展的基础。
我国目前具有矿产勘查资质的地质勘查单位拥有约两千多家，在现有的情况下国有地勘单位仍是矿产勘查的主力军。
矿产勘查关乎着我国矿产资源产业的可持续发展。
在目前的情况下，随着我国地质勘查组织模式的改革，公益性地质工作与商业性矿产勘查逐步呈现分离的态势，商业性矿产勘查呈现发展之势，矿业权市场日趋活跃，勘查主体、投资主体多元化趋势日益显现，商业性矿产勘查市场已经启动。
尤其是近年来收到需求拉动的影响，矿业呈现周期性复苏的趋势，商业性矿产勘查面临着新的发展与机遇。
商业性矿产勘查组织模式的定位是我国包括国有矿业企业和地勘单位在内的整个地质矿产勘查行业面临的重大抉择问题，也是我国未来参与全球资源竞争的关键。
2006年我国颁布《国务院关于加强地质工作的决定》，确定了企业在商业性矿产勘查资源勘查中的主体地位，这意味着地质矿产勘查已不再仅指国家出资进行的公益地质工作。
自2006年以来，地质矿产勘查中的社会投资逐年增大，标志着我国商业性矿产勘查机制正式启动。
而我国的商业性勘查尚处于起步阶段，其勘查成果与经济发展并不同步，致使我国矿产品贸易常年逆差。
商业性矿产勘查运营组织模式对我们国家取得矿产勘查成果来说是一个重要的因素，甚至牵动着我国地质矿产勘查的发展方向。
国有矿业企业的勘查从属性上讲属于商业性矿产勘查。
从理论上讲，目前我国商业性矿产勘查组织模式的研究相对匮乏，研究尚处于探索阶段，尤其从政策的视角对国有企业为主导的勘查组织模式的研究更加薄弱。
本文以制度变迁理论及新公共管理理论为依托进行分析，期望给政府地勘经济的发展政策以及国有矿业企业为主导的商业性矿产勘查运营提供理论依据。
在现有商业性矿产勘查运营组织模式当中，以“泥河模式”、“嵩县模式”和“锡田模式”较为引人注目，该类模式可视为传统勘查模式向国际接轨模式的过渡模式，其研究着眼点局限于为地勘事业单位找寻出路而忽视了市场经济条件下勘查运营组织模式的主体——国有企业。
本文将以国有矿业企业为研究着眼点，研究政策视角下商业性矿产勘查组织模式的创新之路。
目前，我国商业性矿产勘查运营模式，存在一定的缺陷，哪一种模式最有效，尚在摸索之中。
对商业性矿产勘查模式进行研究，有助于推动我国商业性勘查的发展。
本文对商业性矿产勘查运营组织模式进行深入研究，以其找到其中的问题和原因,对改革的方向和路径提出政策和制度上的建议，同时对政府在其中所应承担的作用进行探讨和论证。
论文以我国商业性矿产勘查运营组织模式作为研究主线，从传统模式和现有模式的问题研究入手，以新公共管理理论为指导，借鉴国内外矿产勘查组织模式的的经验，提出我国国有矿业企业一体化主导的目标模式。
在此基础上，着重对矿产勘查组织模式进行深入研究，提出相关的政策建议。
通过对商业性矿产勘查运营组织模式的创新研究，明确国有企业作为商业性勘查主体应扮演的角色，梳理现有勘查运营模式的不足，提出政策建议。
本文共分为七个部分内容：
第一部分绪论。
根据存在问题，进行设计研究。
包括研究背景、研究目的、研究内容、研究意义、文献综述、研究方法等。
第二部分为概念解释及相关理论框架。
第三部分为商业性矿产勘查组织模式的不足。
通过对传统勘查模式及现有商业性勘查的研究，发现其勘查模式的待改进之处及政策支持上的不足。
为后续的研究做好准备。
第四部分为国外勘查组织模式及相关政策的启示。
分析了美国、俄罗斯、日本三国政府关于勘查组织模式的创建及帮扶政策的制定。
引发了对于我国勘查组织模式的启示。
第五部分为国有矿业企业一体化主导模式的构建。
该模式为本文提出的创新模式，从理论和政策的角度提出我国地质工作体制改革背景下的我国商业性矿产勘查组织运营的目标模式。
第六部分为政策支持研究。
通过分析创新模式的壁垒，了解近年来相关政策提出支持该模式构建的相关政策建议。
第七部分为展望与小结。
本文的创新点：
以资源理论基础为依据，着眼宏观，躬行微观，对我国商业性矿产勘查组织模式进行创新研究，并对其存在的问题提出了改革的路径与方向。
