1ExecutiveSummary

Thisreportprovidesarecordofthecurrentprogressontheproject,asdocumentedintheAppendices.Themainbodyofthereporthighlights:

∙Thekeyconcernsarisingfromtheprogresstodateandtheremedialactionstheyrequire;

∙Thekeyrisksandopportunitiesthatwillneedtobemanagedinmovingforward;

and

∙TheactionsthatSandvikneedstotakewithinthenextreportingperiod,andwhentheywillberequired,tomaintainprogress.

AdesignMeetingwasheldonOctober21sttoclarifyoutstandingissues.CommentsontheTransformerroomhavebeengivenforBADItorevise.

TheMasterschedulehasbeenupdatedwiththelatestprogressoftheworks;

Worksonsitegosmoothly.MainContractorisfacingsomedelayswhicharenottoocriticalfortheoverallprogress.

MEPcontractorhassubmittedarevisedschedule,hisoverallscheduleisexceedingcontractscheduleformorethanonemonth.JirongplanstofinishtheirinstallationworksbeforetheChineseNewYearattheendofJanuary.Testingandcommissioningwillbedoneafterthat.

TotalDelayoftheprojectisaround7monthsfromtheoriginalscheduleatthebeginningoftheproject.FurtherdelayofonemonthaccordingtoJirong’ssubmittedschedule.FinishofinstallationworksshallbebeforeSpringFestivalattheendofJanuary2009.

TheMainStructureincludingSteelstructurehasbeenfinishedduringOctober.Roofwaterproofing,Faç

adeandInternalFitoutaredelayed.MainContractorwantstocatchupwiththedelayandfinishtheirworksbyendofDecember.

JironghasstartedworksonsitewiththerenovationofLF1.TheyhaveaslowstartintotheconstructionandSSBAismonitoringthemcloselyandpushingtheminordertobeabletodeliverontime.RiskfordelayofJirong’sfinishoftheworksisstillhigh.

TherehavebeennoQualityissuessofar.NonconformitieswererectifiedbyMaincontractor.

TheforecastfortheProjectcostisnowabout29.4MillionRmb.1MilliontobecommittedhasbeenaddedforClaimsfromtheMaincontractorforVariationandMaterialpriceincrease.SSBAFeecosthasbeenadjustedtomatchtheadditionaltimefortheproject.

BudgetfortheprojectwasestimatedbySSBAtobe19,091,150.73Rmb.

a.HVACofLangFang1partarenotincludedinthepreliminarybudget,and

b.Accordingtothenewdesign,bothnewandoldpartofthefactoryHVACpipesarestainlesssteel,butolddesignisseamlesspipe.

c.HighpriceofEquipment(e.g.Air-conditionunitsbyALKO)

2.AroundRMB70,000wasbeaddedintoPlumbingpart;

costofplumbingrebuildoldfactoryisnotincludedinpreliminarybudget.

3.AroundRMB2,800,000wasbeaddedintoElectricwork,accordingtoolddesign,automaticcontrolsystemisnotincluded,butitisinthenewdesign.

4.AroundRMB498,498wasbeaddedintoSSBAPMFee,accordingtoextendedperiodoftheproject.

Layoutofthetransformerroomhasbeenconfirmed.DesignchangewasgiventoBADIafterthedesignfeehadbeenagreedwithBADI.Extradesignwillcost25.000Rmb.MaincontractorwillbeaskedforQuotationofthestructureassoonastheydesigndrawingsarefinalized.Theextracostshallnotbeincludedintotheprojectcost.

ClaimsfromBADIforextradesignworksneedfurtherdiscussiontogetherwithBADIandSandvikinordertogetanagreementhowtohandle.

2.3Quality

TwoNon-conformitieswereissuedouttotheMaincontractor.Bothhavebeenrectifiedandclosed.AnotherNon-conformitybelongstotheM&

Econtractor,ithasbeensolvedaswell.

Opportunities

3.1Schedule

Initialdelaysoftheschedule(2months)werecausedbytheslowdesignprocessduetocoordinationwithplanningbureau’srequirementsandtherightimplementationofClientsrequirements.Thesehavebeenimplementedinthepreviousversion.

Furtherdelayswerecausedbytheproceduresforapprovalsfromtheauthorities.AftersubmittalofSDapplicationitwasstatedbytheplanningbureauthattheyneed1monthfortheirinternalprocedureandthisdoesinfluencetheschedule.

TheBusinessplanningBureauwasconsideringtakingawaypartofthelandforotherdevelopmentasSandvikhadnotdevelopedthelandforalongtime.Thisprocessmadethewholeapprovalprogressstoppedinthebeginningon2008.OnlyattheendofFebruarytheDevelopmentbureauagreedtoSandvik’sextensionplanssotheauthoritiesstarttoprocessSandvik’ssubmissions.

Thelengthyauthorities’approvalprocessesarecausingalotofdelaywhichisalsoaffectingthedesign.ConstructionpermithasnotbeenobtainedonJuly3rdwhichcausedonemonthdelay.

Constructionwassupposednottobepermittedfor2monthsfromJuly25thtoSeptember20thduringtheOlympicsinBeijing.

ConstructionwaspermittedagainatthebeginningofAugust;

Maincontractorrevisedtheirscheduleaccordingly.Finish1monthearliercomparedtopriorschedule.

EContractorisrevisingtheirscheduleaccordinglyaswell.Jirongwasgrantedatotalconstructiontimeof95dayswhichisonemonthlongerthanoriginallyplanned.
