ThefiveyearssincetheSixteenthCongresswasanextraordinaryperiod.Inordertoaccomplishthearduoustasksofreformanddevelopmentinacomplicatedandvolatileinternationalsituation,thePartyledthepeopleofallethnicgroupsinholdinghighthegreatbannerofDengXiaopingTheoryandtheimportantthoughtofThreeRepresents,overcomingdifficultiesandrisks,creatinganewsituationinthecauseofsocialismwithChinesecharacteristicsandattaininganewrealminadaptingMarxismtoconditionsinChina.（10-1509:

AtitsSixteenthCongressthePartyestablishedtheimportantthoughtofThreeRepresentsasitsguideandmadethestrategicdecisiontobuildamoderatelyprosperoussocietyinallrespects.Inordertoimplementtheguidingprinciplesofthecongress,theCentralCommitteeconvenedsevenplenarysessions,atwhichitmadedecisionsonandarrangementsformajorissuesofoverallsignificancesuchasdeepeninginstitutionalrestructuring,improvingthesocialistmarketeconomy,strengtheningthegovernancecapabilityoftheParty,drawinguptheEleventhFive-YearPlan（2006-10）,andbuildingaharmonioussocialistsociety;anditformulatedandappliedtheScientificOutlookonDevelopmentandothermajorstrategicthoughts.AllthishelpedthePartyandthestatescoregreatnewachievements.（10-1509:

Economicstrengthincreasedsubstantially.Theeconomysustainedsteadyandrapidgrowth.TheGDPexpandedbyanannualaverageofover10%.Economicperformanceimprovedsignificantly,nationalrevenuerosemarkedlyyearbyyear,andpriceswerebasicallystable.Effortstobuildanewsocialistcountrysideyieldedsolidresults,anddevelopmentamongregionsbecamemorebalanced.（10-1509:

TheendeavortomakeChinaaninnovativenationregisteredgoodprogress,withconsiderableimprovementinthecountry'scapacityforindependentinnovation.Notableachievementswerescoredintheconstructionofinfrastructureincludingenergy,transportandtelecommunicationsfacilitiesandotherkeyprojects.Mannedspaceflightsweresuccessfullyconducted.Freshprogresswasregisteredinenergy,resources,ecologicalandenvironmentalconservation.TheTenthFive-YearPlan（2001-05）wasfulfilledsuccessfullyandimplementationoftheeleventhisinsmoothprogress.
