Forthepurposeofpracticallyenhancingfiremanagement,preventingandreducethedamageofthefireemergencies,securingtheproduction,goodsandmaterials,facilitiesofthefactoryandstaff,isherebythisFireEmergencyPlaninaccordancewiththepracticalsituationofthepany.

ThisFireEmergencyPlanisapplicableforthepreventionandrescueoffireaccidentsoccurredinthepany.

TheEmergencyTeamfortheSecurityofFactoryFacilitiesservesasthefireemergencyexecutiveteamwhichconsistsoftheboardmanager,executivesofDepartmentofSecurityandRiskManagement,OperationDepartment,EquipmentDepartmentandInformationDepartment.TheDepartmentofSecurityandRiskManagementisinchargeofthedailywork.

AscarryingoutthisFireEmergencyPlan,theboardmanagerservesasthegeneraldirectorandthesupervisorofDepartmentofSecurityandRiskManagementasdeputygeneraldirector,bothofwhoisresponsiblefortheorganizationandleadingofthepany’sfireemergencyrescue.

1.Fortheformulation,verification,approvingandamendmentoftheFireEmergencyPlan.

3.Fortheinspectionandimplementationofpreventionmeasuresforthefireaccidentandvariouspreparationsforemergencyrescue.

4.Fortheorganizationandleadingatthefiresceneincludingissuingorders,givinganalarm,extinguishingthefireandrescuing,guardingatthescene,securing,evacuatingthestaff,goodsandmaterials,controllingtheroads,andmunicatinginandoutofthepany,etc.

7.ItistoclearinthisPlanthatYOUWen-fu,SUNDa-nian,LIZhi-ping,ZHAOYu-jun,ZHAOBin,YOUWeiservesasthepersonsinchargeofdailyworkoffirefighting.

8.ThisPlanislaunchedincaseoffiredisaster.Whenitestoordinaryfires,thepanysecurityshouldimmediatelycall119wheninformed,andrapidlyorganizeacttoextinguishthefire.

1.Thepersoninchargeofeachdepartmentshouldregularlycheckthefirefightingdevicesinordertoensuretheutilization.

2.Thepersonondutyisresponsibleforregularlycheckingfirefightingdevicesasfirehydrantsandfirepipelinesinordertoensuretheutilization.

4.Drawthelayoutfigureofthefirefightingdevicesandfacilitiesinthefactory.

5.Guaranteethemunicationdevicesasalarmingsystemandtelephoneareswitchedonandnon-failure.

6.Thepersonondutyoffirepreventionshouldbearranged24hoursaday.

7.Thepersonondutyof24hoursshouldregularlyorirregularlyexercisedailyfirepreventionpatrol.Warehouse,powersubstation,bag-producingworkshop,foldingworkshop,packingworkshopandequipmentdepartmentshouldexerciseself-examination.

8.Thepersonondutyshouldexaminepersons,vehiclesandmaterialsgoinginandouttheport,andstrictlyquestionandexaminesuspiciouspersonsandflammableandexplosivematerialsgoingintothefactory.

1.Thepersonwhofindsthefireaccidentshouldimmediatelyinformthepersononduty,andcall119accordingtothepracticalsituation.

2.Thefirefighterondutymustbearrivedatthefiresitewithin5minutes.

3.Thepart-timefirefighterofrelativedepartmentsorothersshouldextinguishthefirewiththefirefightingdevicesnearbyandtimelyevacuatethestaffandimportantgoodsandmaterials.

1.Incaseofseriousfires,thestaffmustbesticktotheprinciplethatitismoreimportanttorescueapersonratherthantoextinguishafireanditismoresignificanttopreventafireratherthantoextinguishafire,andpositivelyandrapidlyorganizeactsofevacuation,fireextinguishingandrescue.

2.Divisionsofresponsibilitiesofrelativedepartmentsofthepany:

（1）AccordingtotheFireEmergencyPlan,theexecutiveteammembersgototheassignedposition,organizethestaffandgivedirectionsoffireextinguishingandrescue.Thegeneraldirectorgivesordersasextinguishingthefire,evacuatingstaff,goodsandmaterials,temporarilyterminatingproduction,terminatingtheemergencysituationandresumingproduction,andreleasesinformationtotheoutside.Thepersonsinchargeofrelativedepartments,inaccordancewiththeirresponsibilities,shouldimmediatelybereadytotheemergency.

（2）DepartmentofSecurityandRiskManagementisinchargeofassistingthegeneraldirectorincarryingouttheworkoffireextinguishingandrescue,andtimelycalling119,oforganizingthefirefightersondutyofthepanyandrelativestafftoputoutfire,ofsiteguarding,securityanddefense,roadcontrol,municationinandoutofthepany,oforganizingtheinvestigationanddealingwiththeaccident,andofcoordinatingwithlocalfiredepartmenttocarryoutactoffireextinguishing.

（3）DepartmentofEquipmentisinchargeofswitchingoffthepowerandwater,andoftheafter-accidentrepairworkofdamagedfacilitiesandequipmentsofthefactory.

（4）DepartmentofOperation,staffofstorageareaandstaffofmachineryareinchargeofmakerordersofterminatingtheproductionandevacuatingstaff,goodsandmaterialsinaccordancewiththepracticalsituationandtherequirementsfromtheFireEmergencyExecutiveTeam,andofarrangingnecessaryfacilities,devicesandstaffforfireextinguishingandrescueact.

1.Immediatelyinformthesecurityincaseoffire.（Callthefiredepartmentorcallloudforalarm）

2.Theperson（orfirefighter）ondutymustbearrivedatthefiresitewithin5minutes,andcarryoutfireextinguishingactconcerningthepracticalsituation.Thepersonshouldunderstandthesituationfromthefinderandimmediatelytakemeasurestopreventtheextensionoffire.Thepersonisaswellinchargeoffindingoutthesourcesandanyonebeingthreatened.

3.Incaseoffireinasmallarea,utilizethefirefightingdevicesnearbytoputoutthefireandtimelyinformthesitesituationtoDepartmentofSecurityandRiskManagement.

4.Ifthefireisspreadandisdifficulttoputout,immediatelysoundthealarmandcall119forhelp.

5.Rapidlycutoffthepower,switchoffboilersandliquefiedgas,closethewindowsanddoorsinthefireareaandshutdowntheventilatingsystemtocontrolthefire.Payattentiontotheprotectionandisolationofotherareas.

6.Stabilizetheemotionofthestaffandmaintaintheorderthroughbroadcastingandmegaphones.Thepersonondutyisresponsiblefororganizingofofficestaff,logisticalstaffandlaborservicestafftoevacuatefromthegate（gateofthebaseoflaborservice）tosafetyplacesaroundthefactory.

7.Organizethesaveofimportantgoods,materials,valuablearticles,files,etc.

8.Coordinatelocalfiredepartmenttocarryoutactoffireextinguishing.

9.Immediatelyexhaustsmoke,drainwaterandpletelyputouttheemberafterensuringthefireisextinguished.Assignstafftodutyforanti-reburn.Anyoneshouldnotcontaminatethescenewithoutthepermissionofrelativedepartments.

10.Recordthedetailsoftimeandsite,finder,classificationoffireandrescuecourse.
