INCIDENCE
AND
PARTIES
BOUND
(1)ThisagreementshallhaveeffectthroughoutthePerthmetropolitanarea.
(2)ThisagreementshallapplytoandbebindingupontheRoyalAutomobileClubofW.A.(Incorporated),theMetalsandEngineeringWorkers'
Union-WesternAustralianBranchandallpersonsemployedbyTheRoyalAutomobileClubofW.A.(Incorporated)inthefollowingareasofitsoperations,being:

(a)ThosepersonscoveredbytermsandconditionsoftheR.A.C.Patrolmen'
sAward1988.
(b)ThosepersonsemployedasserviceAttendants,VehicleInspectorsandSeniorVehicleInspectors.
(3)Thepartiesaccepttheyareboundbythetermsofthisagreementforitsperiodofoperationandwillopposeanyapplicationsbyotherpartiestobejoinedtothisagreement.
(4)Thepartiestothisagreementwillcomplywithitsterms,notwithstandingtheprovisionsofanyAward,OrderorIndustrialAgreementbywhichtheyarecovered.

DATE
PERIOD
OF
OPERATION
Thisagreementshalloperatefromthecommencementofthefirstpayperiodbeginningonorafter26February1993andshallremaininoperationuntil31December1993atwhichtimeitshallceasetooperateunlessrenewedfollowingitsreviewpursuanttoClause12.-RenewalofAgreement,hereof.

RELATIONSHIP
TO
PARENT
AWARD
(1)ThisagreementshallbereadandinterpretedwhollyinconjunctionwiththeR.A.C.Patrolmen'
sAward1988forthoseemployeescoveredbythataward.
(2)Wherethereisanyinconsistencybetweenthisagreementandtheparentaward,thisagreementshallprevailtotheextentoftheinconsistency.
6.
SINGLE
BARGAINING
UNIT
(1)TheemployeesandunioncoveredbythisagreementhaveformedasinglebargainingunitwithintheRoyalAutomobileClubofW.A.(Incorporated)inaccordancewiththerequirementsoftheWesternAustralianSateWageCaseDecisioninJanuary1992.
(2)Thesinglebargainingunithasheldnegotiationsandfullagreementonthetermsofthisagreementhasbeenreachedbetweentheparties.
(3)Thepartiestothisagreementagreethatrelevantinformationtoenabletheeffectivemonitoringofproductivitybenefitsflowingfromthisagreementwillbemadeavailable.
7.
BACKGROUND
(1)Thepartiestotheaward,referredtoinClause3.-IncidenceandPartiesBoundhereof,seethisEnterpriseBargainingAgreementasacontinuingprogrammeofrestructuringandconsolidationofStructuralEfficiencyPrinciplesintroducedasaresultofthe1987StateWageCaseDecision.
(2)Thepartiesrecognisethatthisagreement,alongwithamendmentstotheparentawardandconsiderationswhichwillcomeintoplaceduringthetermofthisagreement,shallleadtothefruitionoftheStructuralEfficiencyprinciplesintroducedin1987.
(3)FundamentaltomaintainingresultsalreadygainedandtofurthercommitthepartiestocontinuingStructuralEfficiencyreform,thefollowinginitiativeshavebeenputinplace:
(a)AConsultativeCommitteehasbeenestablishedtofacilitateconsultationbetweentheemployerandemployeeswithaviewtomaintaininganddevelopingaskilledandflexibleworkforceandtoprovideemployeeswithcareeropportunitieswithintherequirementsoftheaward.
(b)Aprocedurehasbeendevelopedtoallowfortheresolutionofanygrievanceorindustrialdisputethatmayarise.
(c)RegularmeetingsoftheConsultativeCommitteehaveresultedininformationsharingandproblemsolvinginstrumentaltogreaterunderstandingandthepromotionofharmoniousrelationsbetweentheClubanditsemployees.
8.
CONTINUOUS
IMPROVEMENT
ACTIVITIES
1992-3
(1)Thepartiesarecommittedtotheon-goingprocessofcontinuousimprovement.DuringthetermofthisAgreement,thepartiesagreetocontinueacommitmenttoStructuralEfficiencyandtoimplementthefollowingshorttermissues:
(a)Patrolmen:
(i)Continuousimprovementsinplottingandjoballocationprocedureswillbeimplementeddesignedtoincreasepatrolproductivitybywayofreducednon-productivetravelandtimeandstand-bytime.
Thisincludesbutisnotlimitedtosubparagraphs(ii)through(v)below,whichhavebeenorwillbeimplementedonratificationofthisagreementbytheCommission.
(ii)Toensureanevenspreadofpatrolsoverthemetropolitanareaatcommencementofeachshiftbywayofincreasedflexibilityofworkarrangement,columnsontheestablishedrostershallberedefinedasdesignatedgeographicalzones,viaNorth,SouthandEastplusaTemporarycolumn.
(iii)"
Basestarts"
asdesignatedintheestablishedrosterwillbereplacedbydesignatedgeographicalpointstartsinallinstances,unlessadvisedotherwisebymanagement,priortoshiftstart.
Thedesignatedgeographicalpointstartswillbeinaccordancewiththezonesstipulatedinsubparagraph8
(1)(a)(ii)asfollows:

SouthZone:
-East
Fremantle,RiversideRoadparkingunderStirlingBridge
EastZone:
Perth,Number4carpark.
(iv)Thesearrangementsdonotinanywayaffecttheagreemententitled,"

recordedintheminutesofthe22ndmeetingoftheR.A.C.JointCommittee.
(v)Unproductivetimewillbereducedbytheeliminationofunnecessaryattendanceofpatrolsatheadquartersforadministrationpurposes,specificallybytheuseofprepaidenvelopesforaccountingandinformationtransferpurposesandthestrategicplacingofreplacementgasbottlesandspares.
(b)VehicleInspectors:
(i)Vehicle
Inspection
Procedures
(aa)VehicleInspectionprocedureswillberevised,includingworkshopandon-siteprocedures,toensuretheinspectionservicesmeetR.A.C.member'
srequirementsandthatproductivityisimproved.
AreviewinvolvingconsultationbetweenVehicleInspectorsandR.A.C.managementwillbecompletedby31January1993andwilldevelopthefollowingnewinspectionprocedures.

whichemphasisesthemajormechanicalcomponentsofavehicleandwhichwillbecompletedinapproximately1.5inspectionperiods.

whichisbasedontheexistingfullinspectionbutencompassingchangeswhichmayaddvaluetotheinspectionorreduceinspectiontime(particularlywithrespecttocurrent3and4inspectionperiodvehicles).

whichincreasesemphasisonthemajormechanicalcomponentsanddecreasesemphasisoncosmeticcomponents.
Theaboveinspectionsaretobeimplementedby1June,1993.
(bb)ThepartiesshallreporttotheCommissiononprogressintheimplementationofthisprovisiononorbeforethe1June1993.
(ii)Automotive
Information
System
ToimproveproductivitybyimprovingaccesstotechnicalinformationbyemployeesandalsotoaddvaluetotheTechnicalAdvisoryServicetomembers,theestablishedAutomotiveInspectionSystemoperatinginPerthwillbeexpandedandwillbefurtherintroducedatBalcattaandMyareebranches.
(2)Thepartiesagreetoimplementimprovementsinefficiencyofoperationoverthelongerterm.
Specifically,thiswillinclude,butisnotlimitedtothefollowing:
(a)Electronic
Vehicle
Location:
TheintroductionofElectronicVehiclesLocationtechnologyforbothpatrolvehiclesandmembervehicleswillbeanaidtoeffectiveplottingandwillgivefurthereffecttosubparagraph8
(1)(a)(i).ThiswillbeintroducedassoonastheR.A.C.establishesitscosteffectiveness.
(b)Award
Coverage:
ThepartiesagreetotheestablishmentofoneAwardtoincludecoverageofPatrols,ServiceAttendants,VehicleInspectorsandSeniorVehicleInspectors.Bysodoing,theindustrialrelationsofemployeescoveredwillbeenhancedandtheadministrationthereofstreamlined.
(3)ThepartiesagreetocrossskillingPatrolsandVehicleInspectorssubjectto:
(a)Costeffectivenessofoperation.
(b)Agreementonclassification.
(4)ThepartiesarecommittedtothefinalisationofaclassificationstructureduringthetermofthisAgreementwhichwillprovideacareerpathwithinthescopeoftheR.A.C.'
sPatrolandVehicleInspectionOperations.
9.
WAGES
(1)Thepartiesagreethatanincreaseof4.5%onthebasewagewillbepaidbytheR.A.C.onratificationofthisagreement;
inaccordancewiththefollowingschedule.

11.
COMMITMENTS
(1)AllpartiesundertakethatthetermsofthisAgreementwillnotbeusedtoprogressorobtainsimilararrangementsorbenefitsinanyotherenterprise.
(2)Thisagreementshallnotoperatetocauseanyemployeeto
