ThecommongroundonreciprocitywentagoodbitfurtherthantheUShoped.Theadministration,respondingtoanexpulsionoffiveAmericanslastSunday,orderedoutanequalnumberofSovietdiplomatsonTuesday.Andatthesametime,theUSsaidthatitwaspermanentlyreducingthesizeofthestaffattheSovietEmbassyandConsulateintheUStoequalthenumberofAmericansnowstationedintheSovietUnion.AndtheadministrationexpelledfiftySovietdiplomatstogettheSovietUniondowntothatlevelimmediately.Americanofficialssaidallfifty-fiveSovietsexpelledthisweekwerespies,thesameallegationtheUSmadeagainstthetwenty-fiveSovietsitexpelledfromtheirUNmissioninSeptember.TheSovietsretaliatedyesterdayinawaythatlefttheUSnocorrespondingactiontotake.TheywithdrewalltheSovietcitizensworkingfortheUSEmbassyinMoscowandtheConsulateinLeningrad,atotal,theSovietssaid,oftwohundredsixty.Thosepeoplearethemaids,cooks,drivers,mechanicsandtranslatorsfortheEmbassystaffintheSovietUnion.TheSoviets,bycontrast,relyalmostexclusivelyonSovietcitizensassignedtotheUSforthesamekindofwork.StateDepartmentspokesmanRedmanacknowledgedtheSovietactionwillmakethingsmoredifficultforourdiplomatsintheSovietUnion.
