TheUnitedStatescalledahalttodaytoweek-longretaliatoryexchangewiththeSovietUnion,leavingbothsidessearchingforwaystodealwithnewrestrictionsontheirrespectivediplomaticmission.Thetit-for-tatretaliationsendedabruptlyastheStateDepartmentannouncedthatitwouldmatchsomeminorrestrictionsbytheSovietsonthenumberofvisasgivenfortemporarypersonnel.ButtheadministrationdidnotexpelanymoreSovietdiplomats,eventhoughtheSovietsintheirlastretaliationyesterdayorderedtheexpulsionoffivemoreAmericans.StateDepartmentspokesmanCharlesRedmanmadeclearthatasfarastheUSisconcerned,thematterisover.

RedmanemphasizedthemostpositiveaspectsoftheretaliationsandthensoughttoshiftthefocusofUS-Sovietrelationstomoreproductivematters.

Thereseemstobecommongroundinthemutualacknowledgementofparityandreciprocityasthefoundationofourdiplomaticrelationship.WeneednowtogetonwithresolutionofthelargerissuesaffectingUS-SovietrelationsandbuildontheprogressmadeinthediscussionsatReykjavik."

ThecommongroundonreciprocitywentagoodbitfurtherthantheUShoped.Theadministration,respondingtoanexpulsionoffiveAmericanslastSunday,orderedoutanequalnumberofSovietdiplomatsonTuesday.Andatthesametime,theUSsaidthatitwaspermanentlyreducingthesizeofthestaffattheSovietEmbassyandConsulateintheUStoequalthenumberofAmericansnowstationedintheSovietUnion.AndtheadministrationexpelledfiftySovietdiplomatstogettheSovietUniondowntothatlevelimmediately.Americanofficialssaidallfifty-fiveSovietsexpelledthisweekwerespies,thesameallegationtheUSmadeagainstthetwenty-fiveSovietsitexpelledfromtheirUNmissioninSeptember.TheSovietsretaliatedyesterdayinawaythatlefttheUSnocorrespondingactiontotake.TheywithdrewalltheSovietcitizensworkingfortheUSEmbassyinMoscowandtheConsulateinLeningrad,atotal,theSovietssaid,oftwohundredsixty.Thosepeoplearethemaids,cooks,drivers,mechanicsandtranslatorsfortheEmbassystaffintheSovietUnion.TheSoviets,bycontrast,relyalmostexclusivelyonSovietcitizensassignedtotheUSforthesamekindofwork.StateDepartmentspokesmanRedmanacknowledgedtheSovietactionwillmakethingsmoredifficultforourdiplomatsintheSovietUnion.

Weexpectthattherewillhavetobesomefairlysubstantialchangesinourstaffingpatterns,asweneedpersonneltotakeupthetaskspreviouslyperformedbyothers.Andtherewillundoubtedlybesomeshort-termadjustmentproblems.AndoverthelongtermwewillhaveadifferentlookinMoscow."
