ITU（InternationalTelecommunicationUnion）istheUnitedNationsSpecializedAgencyinthefieldoftelecommunications.TheITUTelecommunicationStandardizationSector（ITU-T）isapermanentorganoftheITU.TheITU-Tisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.
TheWorldTelecommunicationStandardizationConference（WTSC）,whichmeetseveryfouryears,establishesthetopicsforstudybytheITUTStudyGroupswhich,intheirturn,produceRecommendationsonthesetopics.
