在建筑行业至少有2年的工作经验，1年以上的HSSE管理经验

－了解与合同工作内容相关的国家和地方法律法规
－能正确评估工程中的各项工作的风险水平，编制控制方案和行动计划来降低风险水平
－监控现场的HSSE表现，能发现现场不合规的情况，包括工人的行为，个人保护设备的使用，操作流程等
－能分析出公司和现场的HSSE表现与目标的差距，提出解决方案，使管理层接受方案，实施解决方案
－能按照能力框架的要求对现场工作人员实施培训
－最好有审计的经验

ShallhaveawrittenHSEpolicyaddressingthesameobjectivesasthatoftheSHELL’sHSEpolicy.TheHSEpolicyshallbesignedbyCONTRACTOR’sseniormanagement,andwidelydisseminatedandunderstoodamongCONTRACTOR’spersonnel.

Commitment,GroupGoldenRulesareincludedinAppendix1.
SHELLENGINEERorhisdesignatedENGINEERshavetherighttoprohibitcommencementofWORKsortostopanyWORKsinprogressiftheequipment,machinery,personnelorworkconditionsareconsideredtobeunsafeornottobeincompliancewithanyapplicableHSErules,regulationsandprocedures.
StoppageoftheWORKshallbeatCONTRACTOR’sexpenseuntilCONTRACTORhassatisfactorilyrectifiedsuchunsafeactsandcondition.Intheeventofseriousorrepeatedinfringements,SHELLmayterminatethecontractwithoutcompensation.
有一套书面的HSSE政策，并与壳牌的HSE政策一致。
HSE政策要有承包商的高级管理层签发，并在承包商的员工范围内广泛发布，确保所有的员工都理解并执行。

组织及职责
∙HSEislineresponsibilityatalllevelsofCONTRACTOR’sorganisation,anditshallnotbedelegatedtoHSEAdvisors/supervisors.
∙HSErolesandresponsibilitiesofallpersonnelshouldbeclearlyspecified,andunderstoodwithinallorganisation
∙CONTRACTORmanagementshallhaveHSE-dedicatedmeetings/committeestoreviewandcommunicateHSEissues,andcorrectalltheissuesbyfollowingtherecommendationsinatimelymanneraccordingtothedegreeofconcern.
∙HSE是承包商组织架构中直线经理的责任，不能授权给HSE顾问、主管。
∙要清楚地规定所有人员的HSE角色和职责，讨论并沟通HSE事宜，按照问题的重要程度支持采取措施来解决所存在的问题。

∙Ensurethatcompetentpersonnelarefullytrainedandcertifiedtocarryoutthetaskofoperatingallmachinery,equipment,andtools.
∙ProvideanadequateleveloftechnicalandHSErelatedtrainingconductedbyarecognizedtraininginstitutionforallrelevantpersonnelinconnectionwiththeWORK.
∙AllCONTRACTORsupervisorypersonnelincludingKEYPERSONNELshallattendrelevantHSEtrainingandbecompetentinhazardidentification.
∙EnsurethatallCONTRACTORpersonnelengagedintheWORKsarehealthyandfit,andpossestheexperienceandskillrequiredtoperformtheWORKs.

∙要求承包商所有的对壳牌的与HSSE事务相关的回复，变更提案，或其它的报告都以书面形式交到壳牌。

1.4HazardsEffectsManagementProcess
ShallconductassessmentsofallWORKwithinitsareaofresponsibilityto:
对工作职责范围内的所有的工作的风险进行评估：
∙IdentifyHSEhazardsandeffects,
∙AssessthesignificanceoftheseHSEeffects,andanalysetheadequacyofexistingcontrols,
∙Controls&
Recovery-develop/implementmitigationandrecoverycontrolstominimisetheseeffectstotheextentpracticable.
∙识别HSE危害及影响
∙评估这些HSE影响的严重程度，分析现有的控制是否充分
∙控制和恢复－制订/实施减轻和恢复控制措施来将这些影响的程度降到最低
ThemitigationandrecoverycontrolsshallbeincorporatedintotheCONTRACTHSEPlan.
减轻和恢复控制要列入合同的HSE方案中。
1.5Planning

DevelopaCONTRACTHSEplantodemonstratethatCONTRACTOR’sHSEMSistobewellimplemented.

Monitoring
执行和监控
∙ReporttoSHELLimmediatelyoftheoccurrenceofanyincident/accidentincludingnearmissesaccordingtoSHELLaccidentreportingformat.
∙Maintainaccurateincidentandinjuryreports（includingformalinvestigation）andshallcomplywithSHELL’srequestsforinformationrelatingtoaccidents,injuryorillnesses.
∙ImmediatelyreportanyknowledgeofcriminalactivityoroffencetotheSHELL.
∙EstablishanddocumentHSEmonitoringprogrammesandproceduresfordatacollection,interpretationandmaintenance.
∙CompileHSEperformancereportstoSHELLasperSHELL’srequirement.
∙所有的事故包括险肇事故要按照壳牌的事故报告模版在发生后马上汇报给壳牌
∙进行准确的事故和伤害报告（包括正式的调查），并与壳牌的关于事故，伤害，疾病的分类要求一致
∙马上报告所有的对壳牌的犯罪行为
∙按壳牌的要求向壳牌定期HSE汇报表现
1.7Audit
DevelopandimplementanHSEauditprogrammeandauditfollow-upprocessforSHELLapproval.
制订并执行HSE审计计划以及审计跟进程序，并需得到壳牌批准。
SHELLreservestherightatanytimetoindependentlyaudit/review/inspectCONTRACTOR’sfacilities,equipment,proceduresandHSEmanagementsystemsagainsttherequirementsoftheCONTRACT.CONTRACTORshallfullyco-operatewithSHELLinsuchauditsandreviewsandshallimplementrecommendationsinatimelymanner,atitsowncost.
壳牌保留随时对承包商的设施，设备，程序和HSE管理系统按照合同要求进行审计，回顾，检查。
承包商在审计或回顾过程中要与壳牌全面合作，并及时地执行改进计划，成本自负。
1.8ManagementReview
管理回顾
∙CONTRACTORseniormanagementshallreviewannuallyitsperformanceagainstitsHSEobjectivesandtargets.

∙承包商的高级管理层每年要针对HSE目标进行表现回顾

合同HSE方案
TheCONTRACTORshallprepareandsubmitforSHELLreviewanHSEplanwhichcoversallWORKundertheCONTRACTand,whenrelevant,legalrequiredHSEdocuments.ThisshallbesubmittedtoSHELLpriortotheEFFECTIVEDATEoftheCONTRACTorwhenphysicalworkcommences,whicheveristheearlier.
承包商要准备并提交给壳牌HSE方案，内容包括合同项下的所有工作，包括法律要求所需要的文件，供壳牌审批。
这要在合同生效日或现场工作开始前提交给壳牌，以两者中靠前的时间为准。
