1.0PURPOSE目的
Themainobjectiveofthisprocedureistodevelopastandardizedoccupationalmedicalandfirst-aidprogramtodealconstructivelywiththehealthofBTSSandcontractoremployeesinrelationtotheirwork.本程序的主要目的是制定规范的职业医疗急救方案以处理BTSS及其承包商雇员的工作安全卫生问题。
2.0SCOPE范围
Thescopeofsiteoccupationalmedicalandfirst-aidprogramswillbedeterminedbythelocationoftheKineticsprojectsite,typeofconstructionoperations,potentialhealthandsafetyexposures,numberofsiteemployeesduringpeakoperations,availabilityofexistingClient'
sfacilitymedicalfacilities,andapplicableStateorLocalgovernmenthealthstandards.实施现场职业医疗急救的范围将由现场的场地,施工操作的类型,安全卫生隐患,高峰作业时的现场雇员人数,委托方现有的医疗条件的可利用性及适行的当地的卫生标准而定。
ItistheBTSSpolicytoplacethehighestimportanceonthehealthandsafetyofallemployees.Thesemedical&
first-aidproceduresshallbeusedasareferenceguideintheformulationoftheBTSsite-specificmedicalandfirst-aidprogramscoveringBTSSconstructionprojectsitelocations.BTSS的方针是雇员的卫生与安全是第一重要的。
这些医疗急救条例将指导在建设项目的施工现场等场地所具体实施的现场医疗急救.
3.0RESPONSIBILITIES责任
3.1BTSS
TheBTSShastheoverallresponsibilityforassuringthatanoccupationalmedicalandhealthprogramisestablishedforeachprojectincompliancewithgovernmentalstandardsinadditiontocompanymedical&
first-aidproceduresdescribedinthissection.BTSS负有全部责任以确保实施为工程现场制定的既符合在这一部分中提到的公司医疗急救规定也符合国家标准的职业医疗急救方案。
BTSSmustprovideadequateon-sitemedicalequipmentviafirstaidstations.Thesestationscanbeinventoriedandmanagedeitherbythesiteoranoutsidevendor.BTSS必须在施工现场提供足够的医疗设施和急救设备。
这些设施和设备可以由相应的人员来管理。
Facilitiesshouldidentifyanappropriateemergencyhospitalforemergencymedicaltreatmentofemployeesonoffshiftsorwhiletheircertifiedclinicisclosed.
3.2Sitenurse
∙Establishingsite-specificmedicalandfirst-aidproceduresthatwillprovidecompanyanditscontractor'
semployeeswithtimelyandreliableemergencymedicalcareandfirst-aidtreatment..确立现场具体医疗急救方案以确保公司及其承包商雇员能得到及时可靠的急救护理和治疗。
∙Thesitenurseisresponsibleforimplementingand/ormonitoringactivities
associatedwiththisprocedure.现场医生责执行这一方案和/或监督与之相关的工作
行为.
∙Provideforappropriatefirst-aidequipmentandsuppliestomeettherequirementsofthescopeofworkandthemaximumnumberofcompanyandcontractor'
semployeesonsite.提供适当的急救设备和用品以满足工作范围内及现场中公司和承包商雇员的最大需求。
∙Withtheassistanceofsafetypersonnel,arrangeforemployeestoattendbasicandadvancedfirst-aidandCPRtrainingcourses,ifneeded.如有必要,在安全人员的帮助下组织雇员参加初级及高级急救和CPR培训班。
∙Haveallcompanysitemedical/first-aidreportsandrecordsmaintainedonaconfidentialneed-to-knowbasisonly.对公司所有医疗/急救报告和记录要保守机密。
3.3Contractorsuperintendents承包商管理层
Projectmanager,safetyengineerareresponsibleformonitoringfirstaidsuppliesandensuringadequatelevelsaremaintainedasneededandrequired.Superintendentsshallhaveagoodworkingknowledgeofthesitefacilitiesandoffsiteemergencytreatmentprogram.项目经理、安全工程师负责看管急救用品和保证备有足量的必用品。
主管要充分了解现场设备及非现场的急救手段。
Eachcontractorprojectangershallberesponsibleforhisorhercompanybeinginfullcompliancewithapplicablesitemedicalandfirst-aidprograms,proceduresandactionplans.每一位承包商项目经理都要负责以保证他或她的公司遵守适行的现场医疗急救方案、规定和行动计划。
3.4ContractorEmployees承包商雇员
Allcompanyandcontractoremployeesshallattendaprojectpre-jobsafetyorientationsessionatwhichtimetheywillbeinformedastothefollowing所有的公司及雇员要在工程开工前参加安全教育学习以使他们知道以下几点:

∙Howtoreportanemergencycondition-medical,fire,spill,etc.怎样报告紧急情况—医疗,火灾,流溢等.
∙Locationandnormaloperatinghoursofon-sitefirst-aidtreatmentfacilities.现场急救设备的位置及正常使用时间.
∙Locationoffirst-aidkits,stretchers,eyewashstations&
showers,fireextinguishers&
blankets,chemicalspillkits,siteevacuationroutes,andemergencyprocedures.急救箱,担架,洗眼站和洗眼水,灭火器和灭火毯,化学药品箱,,现场安全通道的位置及急救程序。
∙Theneedtoimmediatelyreportworkrelatedpersonalinjuriesorillnesstothesitedoctorpriortogoingtotheon-sitefirst-aidstationoranyoff-sitemedicalfacility.需在去现场急救站或非现场医疗机构之前首先向现场医生报告与工作有关的损伤和疾患。
5.0EMERGENCYTELEPHONENUMBERS急救电话号码
Eachcontractorshallhavepostedtelephonelocationemergencytelephonenumberscoveringsitephysician,hospitalandambulanceservice(Exhibit1).每承包商在现场的贴出医疗急救电话号码,包括现场医生,医院和救护车服务的号码
Thecontractorshallalsolistwithinthecompany'
ssite-specificmedicalandfirst-aidprocedurestheemergencytelephonenumbers,streetaddresses,namesofkeypersonnelandwrittendirectionswithlocalstreetmapsforalloff-siteemergencymedicaltreatmentfacilities.C承包商还要在公司现场医疗急救方案中列出急救电话号码,街道地址,主要人员的姓名及用当地地图示明方向以备非现场医疗急救处理所用。
6.0FIRST-AIDEQUIPMENT&
SUPPLIES急救设备和用品
Theequipmentandsuppliesinthefirst-aidfacilityandavailableonthejobsiteshallbedesignedtofilltheexpectedneeds,whichmightarisefromemployeeoccupationalinjuriesandillnesses.急救机构的设备和用品及工作现场的设备和用品的配备要能满足雇员的职业损伤和疾病的需要。
7.0FIRST-AIDTREATMENT急救处理
Everyinjurycase,nomatterhowminor,willimmediatelybereportedbytheemployeetohisorherForeman.Allfirst-aidcaremustbeperformedinathoroughandprofessionalmanner.Employeeswhoneedtreatmentbeyondthatwhichisnormallyconsideredfirst-aidcaremustbesenttoacompanyapprovedphysicianoranemergencymedicalfacilityfortreatment.每一件损伤案例,无论多小,都要立刻报告给医务室。
一切急救都要以完全专业的方式进行。
如雇员所需的治疗超过通常所说的急救护理,则需立刻送往公司认可的急救医疗机构接受治疗。
8.0EMPLOYEEMEDICAL/FIRST-AIDRECORDS雇员医疗/急救记录
8.1MedicalRecordAdministration医疗记录管理
Theclinicnurseisresponsibleforaccuratelycompletingandmaintainingalljobsitesafety,andmedical/first-aidrecords.医务室医生负责准确完成和保存所有工作现场安全医疗/急救记录
Allmedicalrecordsareconsideredconfidentialandshallbemaintainedinsuchamannerthattheywillnotbeseenorreviewedbyunauthorizedpersonnel.AnyoneotherthanauthorizedpersonnelwishingtoseeorreviewmedicalrecordsmustobtainpermissionthroughtheSafetymanagerandtheemployee.所有医疗记录都要保守机密,不得被未授权人员看到或查阅。
任何未授权人员如想看或查阅医疗记录必须得到医生和安全经理及雇员的同意,
Medicalrecords,injuries,orillnesscasesarenottobediscussedoverthetelephone.Itispermissibletoverifyknowledgeofinjuryorillnesstodoctors,hospital,oremployeerepresentatives,buttheextentorcauseofsuchinjuryorillness,aswellasanyrelatedinformationisnottobegiventoanyoneoverthetelephone.医疗记录,损伤或疾病案例不得通过电话讨论。
可向医生、医院或雇员代表了解损伤或疾病情况,但伤病程度和原因及相关情况不得与任何人通过电话谈论.
8.2Records记录
InformationtoaidinthedeterminationofwhetherornotaninjuryshouldbeclassifiedasOSHArecordableisshownin(Exhibit2).帮助决定某一损伤是否归为可记录案例的因素可参看(附件2)
TheshallrecordallOSHAcasesontotheRecordkeepingForm(Exhibit3)工作现场医务人员需将所有案例记录到记录表上.
Themonthlyaccidentstatusreport(seeExhibit3)willbecompletedbytheJobSiteSuperintendentandsubmittedtotheBTSSSafetyManager.每月事故情况报告(见附件3)由工作现场医务人员完成,然后上交给BTSS安全经理。
9.0LIGHTDUTYANDRETURN-TO-WORKPOLICY轻型工作和重返工作政策
Itisinthebestinterestofboththecompanyanditsemployees,whohavesustainedpersonalinjuryeitheroffthejoboronthejob,toreturntoworkassoonaspossible.Ifpermittedtoreturntowork,anyphysicallimitationswhichmightinterferewiththeirabilitytoperformusefulworkmustbeconsideredsoitdoesnotplacethemindangerofsustainingadditionalinjuryoraggravationoftheexistinginjury.Thesafetyofthoseemployeesheorsheisworkingwithmustalsobeconsidered.有持续伤痛的雇员如能尽快重返工作将是对公司及他本人都是最有利的事。
如被允许重返工作,任何影响其完成工作的身体局限都必须被考虑以避免使其持续增加伤痛或恶化已有伤痛。
与其一起工作的其他雇员的安全也必须被考虑
Duetoincreasingcostsofworkers'
compensationinsuranceandthebeneficialrehabilitativeeffectstoinjuredemployees,itisalsointhebestinterestsofthecompanytoprovidelight-dutyforinjuredemployees.Everypossiblemeansmustbeconsideredtoprovidelight-dutyforemployeesinjuredonthejob.Light-dutyshouldalsobeconsideredforthoseemployeesinjuredoffthejob,wheneverpossible.由于工人赔偿保险费用及受伤雇员身体复原费用的不断提高,能给受伤雇员提供轻型工作是对公司最有利的事。
任何一种可能为受工伤的雇员提供轻型工作的办法都必须考虑。
如可能的话,也可考虑为非上班时受伤的雇员提供轻型工作
9.1Definition-LightorLimitedDuty定义—轻型或有限工作
∙Anyjobmodificationintheinjuredemployee'
snormalworkassignment,whichwouldresultintheemployeeperforminghis/herregularroutinewiththeminimuminterferencetoproduction(i.e.,provideassistanceinlifting,anotheremployeesettingupaparticularjobfortheinjuredemployee)andnotcausefurtherinjurytotheemployee.指减轻受伤雇员的正常工作量,它要保证该雇员的日常工作只能最底限度地参与生产(如帮助拖举,另一位雇员为受伤雇员留出一份具体工作)而且不会对雇员引起进一步的伤害。
∙Provideinstructionaltraininginotherjobsintheareainwhichtheinjuredemployeemayprogressto.在受伤雇员可到达的地方提供指导培训。
9.2ConditionsWhichMayProhibitanEmployeeFromReturningtoWork可能禁止雇
员重返工作的情况
∙Wearingofalegorfootcastoruseofcrutches腿或脚戴模子或拄拐杖:
