11.1Purpose.

ThispartcontainsrulesandregulationsprovidingforanEmergencyAlertSystem（EAS）.TheEASprovidesthePresidentwiththecapabilitytoprovideimmediatecommunicationsandinformationtothegeneralpublicattheNational,StateandLocalArealevelsduringperiodsofnationalemergency.TherulesinthispartdescribetherequiredtechnicalstandardsandoperationalproceduresoftheEASforAM,FMandTVbroadcaststations,cablesystemsandotherparticipatingentities.TheEASmaybeusedtoprovidetheheadsofStateandlocalgovernment,ortheirdesignatedrepresentatives,withameansofemergencycommunicationwiththepublicintheirStateorLocalArea.

11.11TheEmergencyAlertSystem（EAS）.

isacollectionofchannelsintheMDS,MMDS,orITFSusedtoprovidevideoprogrammingservicestosubscribers.Thechannelsmaybelicensedtoorleasedbythewirelesscablesystemoperator.

（2）a"

wirelesscableoperator"

istheentitythathasacquiredtherighttousethechannelsofawirelesscablesystemfortransmissionofprogrammingtosubscribers.

（d）LocalfranchiseauthoritiesandcabletelevisionsystemoperatorsmayenterintomutualagreementsthatrequiretheinstallationofEASequipmentbeforetherequireddateslistedabove.Additionally,localfranchiseauthoritiesmayuseanyEAScodesauthorizedbytheFCCinanyagreements.

（e）Organizationsusingothercommunicationssystemsortechnologiessuchas,DirectBroadcastSatellite（DBS）,lowearthorbitsatellitesystems,paging,computernetworks,etc.mayjointheEASonavoluntarybasisbycontactingtheFCC.Organizationsthatchoosetovoluntarilyparticipatemustcomplywiththerequirementsofthispart.

11.12Two-toneAttentionSignalEncoderandDecoder.

Existingtwo-toneAttentionSignalEncoderandDecoderequipmenttypeacceptedforuseasEmergencyBroadcastSystemequipmentunderPart73maybeusedbybroadcaststationsuntilJanuary1,1998,providedthatsuchequipmentmeetstherequirementsof'

11.32（a）（9）and11.33（b）.EffectiveJanuary1,1998,thetwo-toneAttentionSignalDecoderwillnolongerberequiredandthetwo-toneAttentionSignalwillbeusedtoprovideanaudioalert.

11.13EmergencyActionNotification（EAN）andEmergencyActionTermination（EAT）.

（a）TheEmergencyActionNotification（EAN）isthenoticetoallbroadcaststations,cablesystemsandwirelesscablesystems,otherregulatedservicesoftheFCC,participatingindustryentities,andtothegeneralpublicthattheEAShasbeenactivatedforanationalemergency.

（b）TheEmergencyActionTermination（EAT）isthenoticetoallbroadcaststations,cablesystemsandwirelesscablesystems,otherregulatedservicesoftheFCC,participatingindustryentities,andtothegeneralpublicthattheEANhasterminated.

11.14EANNetworkandPrimaryEntryPoint（PEP）System.
