Circular on the implementation of the ambient air quality

standard （GB3095-2012）

All provinces,autonomous regions and municipalities directlyunder the central government,the environmental protection

department （bureau）,theXinjiang production and ConstructionCorps Environmental Protection Bureau,environmental

protection bureau of the PLA,Liaohe reserve administration,the municipalities,sub provincial city environmental

protection bureau,the agency directly under the unit:

To implement the Seventh National Environmental Protection

Conference and the2012national environmental protection workconference spirit,accelerate the air pollution control in ourcountry,and effectively protect people' s health,our Ministryapproved the release of the"ambient air quality standards"（GB3095-2012）.We hereby notify you of the following standards forthe implementation of this standard by stages:

First,fully realize the importance of implementing the ambientair quality standard

The implementation of the ambient air quality standard is anobjective demand for strengthening the air environment controlin the new period.With the rapid development of economy andsociety in China,the coal based energy consumption rose

sharply,the amount of vehicle increases rapidly,economicallydeveloped areas of nitrogen oxides （NOx） and volatile organiccompounds （VOCs） significantly increased emissions of ozone（O3） and fine particles （PM2.5） pollution in PM10（PM10） andtotal suspended particulate matter （TSP） pollution has not yetfully solved the case,Beijing Tianjin Hebei,Yangtze River

Delta,Pearl River Delta region PM2.5and O3pollution,haze

frequent occurrence,reduced visibility,the urgent need to

implement the new"standard of ambient air quality",the

increase of pollutant monitoring project,and strict limits ofpollutants,the air quality of the environment to reflect thesituation of our country,to promote the prevention and controlof atmospheric pollution.

The implementation of the ambient air quality standard is animportant part of improving the environmental quality

evaluation system.Sound environmental quality evaluation

system,establish a scientific and reasonable evaluation index,the personal experience of the evaluation results are

consistent with the masses of the people,and gradually withinternational standards,is an important task to explore a newpath of environmental protection.The implementation of

"ambient air quality standards"is to implement the"State

Council on strengthening key environmental protection work

opinion","on promoting the joint prevention and control of airpollution and improve regional air quality guidance"and"heavymetal pollution prevention plan"in the"12th Five-Year"on theimprovement of air quality standards and evaluation system,strengthen air pollution control,to improve air quality

requirements.

The implementation of the ambient air quality standard is aninevitable requirement to meet the public demand and improvethe credibility of the government.Ambient air quality indexand simultaneous implementation of the new standard"（AQI）

technical regulations （Trial）"increased pollutants in

environmental quality assessment,can better characterize theambient air quality in our country,reflecting the complex airpollution situation;adjustment of the classification index

expression,improve the air quality index released way is

conducive to improving the air quality of the environment

evaluation of the scientific level,to provide better guidancefor public health,efforts to eliminate the public subjectivesense is not completely consistent with the results of

monitoring and evaluation of the phenomenon.

Two,implement the revised air environmental quality standardby stages

Characteristics of air pollution in different regions of China,the level of economic development and environmental managementrequirements are quite different,new indicators need to carryout monitoring equipment installation,data quality control,professional training and a series of preparatory work.In

order to ensure that all localities have instruments,personneland funds,to ensure that the measurements have been made,themeasurements are accurate and clear,and that the new revisedambient air quality standards have been implemented on schedule,the following requirements are hereby formulated:

（1） time requirements for the implementation of the new

standards by stages

In2012,Beijing,Tianjin,the Yangtze River Delta,the Pearl

River Delta and other key areas,as well as municipalities andprovincial capitals;

2013,113key cities of environmental protection and nationalenvironmental protection model city;

In2015,all cities above the prefecture level;

January1,2016,the national implementation of the new

standards.
