In1923WaverleyCouncilcommencedtheimplementationoftheBondiBeachandParkImprovementScheme.Theschemeincludedprovisionofakioskandsurfsheds,threelavatoryblocks,abandstand,parkstosurroundthebuildingsandincreasedcarandpedestrianfacilities.AcompetitionwasheldtodesignthestructuresandwaswonbythearchitecturalformofRobertsonandMarks.

ThefoundationstonemarkingthecommencementoftheprojectwaslaidinMay1928.InOctobertheSydneyMorningHeraldphotographedthebuilding,whichwasstillunderconstruction,asshownbelow.

Thepavilionwasaveryambitiousproject.Ithadextensivedressingcubicles,whichwereoriginallyintwocourtyardsonthegroundfloorofthebuilding.Onecourtyardwasformenandtheotherforwomen,andtheindividualchangingboothswereconstructedinrowsineachcourtyard.Theserowswithinthecourtyardscanbeseeninthephotographabove.ItalsohadTurkishandhotwaterbaths,shops,aballroom,cabarettheatre,anauditoriumandacafe.TunnelsleadingfromthetwocourtyardspassedunderneathMarineParade（nowQueenElizabethDrive）toapairofconcretegroyneswhichopenedontothebeach.

Thepavilionwasnotofficiallyopeneduntiltheendof1929.However,byOctober1928theprojectwassufficientlycompletedtoallowpeopletousethedressingaccommodation.Thecouncilplacedtheadvertisementshownbelow,outliningtheattractionsofBondi.

AgreatcrowdattendedtheofficialopeningoftheBondiBeachimprovementschemebytheMayorofWaverley（AldermanDHunter）onSaturdayafternoon.Bondiwaspermeatedwithmusicallthroughthedayandevening.Therewerebrassbands,fifeanddrumbandsandbuglebandsandwhentherewasnobandplayingloudspeakerstooktheirplace.AlittleafternoonKingNeptunelandedfromasurfboatinfrontofthepavilionwherehewaswelcomedbytheMayoress.Hismajestybroughtanumberofballoonsandthesewereeagerlystruggledf
