课题组成员分别于2009年7月7日在怀宁县和2009年7月10日在青阳县示范项目现场与县农村客运示范项目实施小组进行了充分交流讨论，现将情况汇报如下：

OnJuly7,2009inHuainingCountyandonJuly10,2009inQingyangCounty（atthesiteofthedemonstrationproject）,membersoftheProjectGroupdiscussedwiththeruralbusdemonstrationProjectImplementationGroup（PIG）ofthecountiesrespectively.Thereportonthesituationisasfollows:

继课题组2009年4月12日的PPT汇报资料之后所做工作如下：

TheworkdonebytheProjectGroupafterthePPTreportonApril12,2009isasfollows:

1．前期本项目课题组与县农村客运示范项目实施小组共同配合，已将最终报告草稿整理完成（详见附件1）。

1.Intheearlierstage,bytheco-operationoftheProjectGroupandthePIGs,thedraftfinalreporthadbeencompleted（refertoAppendix1）.

2．课题组于2009年4月22日、4月30日分别在怀宁县和青阳县与县农村客运示范项目实施小组召开了座谈会。

2.OnApril22,April302009,theProjectGrouphadaworkconferencewiththePIGrespectivelyinHuainingCountyandQingyangCounty.会上怀宁县交通局表示尽快将组织机构（详见附件2）修改完善，并于会后一周内已经完成。

Atthemeeting,HuainingTransportationAdministrativeBureaupointedthattheorganization（refertoAppendix2）shouldbemodifiedandimprovedassoonaspossible;

andtheworkhadbeencompletedwithinaweekafterthemeeting.会后课题组与两县农村客运示范项目实施小组共同将包括运营线路、候车亭和招手站位置、医院和学习位置的电子地图绘制完毕（详见《安徽路网发展项目C部分：

农村客运示范项目最终报告草稿》）。

Afterthemeeting,theProjectGrouptogetherwiththePIGsofthetwocountiesfinishedtheelectronicmapsoftheoperatinglines,locationsofbusshelters,requeststops,hospitalsandschools（refertoAnhuiRoadNetworkDevelopmentProject,PartC:

DraftFinalReportoftheRuralBusDemonstrationProject）.

3．课题组于2009年5月7日~5月8日和5月12日分别在怀宁县和青阳县商讨了三轮车的取缔、购车、票价、运营许可、车型、线路许可、安全、建站等问题。

3.OnMay7-8andMay12,2009,theProjectGrouphadadiscussionontheeliminationofthree-wheelers,purchaseofvehicles,transportationfares,operatingpermits,vehicletypes,linelicensing,safety,busstationconstruction,etc.respectivelyinHuainingandQingyangCounty.会上已确定车型主要以7座或8座的面的为主，路况好的路上可以用大点的车来运营。

Atthemeeting,itwasagreedthatthemainvehicletypeshouldbemini-buswithsevenoreightseats,andlargervehiclescouldbeusedontheroadswithgoodconditions.会后，课题组起草了农村客运示范项目运营的制度规范及农村客运经营许可证和农村客运路线许可证的样式，并经两县确认、认可。

Afterthemeeting,theProjectGroupdraftedtheframeworkandspecifications,theoperatinglicenseaswellasthemodelofthelicenseoftheRuralBusDemonstrationProject,whichwereconfirmedandapprovedbythetwocounties.两县的农村客运示范项目实施小组分别在示范乡镇召开了三轮车和面包车驾驶员座谈会，经过充分讨论和交流，提出了相应的意见和建议。

ThePIGsofthetwocountiesheldmeetingswiththedriversofthree-wheelersandmini-busesinthedemonstrationtowns（townships）;

afterfulldiscussionsandcommunications,thecorrespondingopinionsandsuggestionswereputforward.石牌镇农村客运运营票价已由公司上报物价部门，物价部门审批同意公司所报车票价格。

TheruralpassengertransportationfaresofShipaiTownhavebeenreportedtothepricingdepartmentbytheCompany;

thepricingdepartmentapprovedtheticketpricesquotedbytheCompany.

4．各乡镇农村客运企业已确定，石牌镇单独成立怀宁县四通客运有限责任公司负责农村客运，杜村乡则在原有旅游运输公司下设相关部门负责农村客运。

4.Ruralpassengertransportationenterprisesofallthetowns（townships）havebeenidentified.InShipaiTown,HuainingSitongPassengerTransportationCo.,Ltd.issetuptobeinchargeoftheruralpassengertransportation.InDucunTownship,relevantofficesarenewlyestablishedintheexistingtravelingandtransportationcompanytoberesponsiblefortheruralpassengertransportation.两公司都已制定了一整套的规章制度，运营方案草稿已完成。

Thetwocompanieshavedevelopedasetofrulesandregulationsrespectively;

thedraftoperatingprogramshavealsobeencompleted.2009年5月14日课题组与怀宁县农村客运示范项目实施小组讨论了《怀宁县四通客运有限责任公司农村客运班线经营实施方案（草案）》（详见附件3）、《征求意见函》（详见附件4）、《四通公司农村客运票价表》、《关于申请对农村客运票价予以核批的报告》等文件内容，并对文件适当修改最终确定。

OnMay14,2009,theProjectGroupdiscussedwiththePIGofHuainingCountyonthecontentsofImplementationPlanfortheoperationofruralpassengerlinesofHuainingSitongPassengerTransportationCo.,Ltd.（Draft）（refertoAppendix3）,PostalQuestionnaire（refertoAppendix4）,RuralPassengerTransportationTariffofSitongCompany,andReportontheApplicationforApprovalofRuralPassengerTransportationFares,andmodifiedandfinalizedthedocuments.

5．两地客运站选址已明确。

5.Thesitesofbusstationofthetwoplaceshavebeenidentified.不同的是，杜村乡的客运站已基本完工，而石牌镇的客运站只有选址而已。

Thedifferenceslieinthefollowingaspects:

thebusstationofDucunTownshiphasbeenbasicallycompleted,whilethebusstationofShipaiTownjusthasitssiteidentified.

6．我们借鉴繁昌多部门参与共同努力的方式，结合农村客运示范项目自身的特点来进行此项目。

6.TakingthemodeofjointeffortsbymanydepartmentsinFanchangCountyforreference,andconsideringthecharacteristicsoftheruralbusdemonstrationproject,theProjectGroupsparenoefforttopushontheproject.课题组于2009年5月5日和安徽省运管局去芜湖市繁昌县取经学习。
