1Weobservetodaynotavictoryofpartybutacelebrationoffreedom,symbolizinganend
aswellasabeginning,signifyingrenewalaswellaschange.ForIhaveswornbeforeyou
andAlmightyGodthesamesolemnoathourforebearsprescribednearlyacenturyand
three-quartersago.
2Theworldisverydifferentnow.Formanholdsinhismortalhandsthepowerto
abolishallformsofhumanpovertyandallformsofhumanlife.Andyetthesame
revolutionarybeliefforwhichourforebearsfoughtisstillatissuearoundtheglobe,the
beliefthattherightsofmancomenotfromthegenerosityofthestatebutfromthehandof
God.
3Wedarenotforgettodaythatwearetheheirsofthatfirstrevolution.Lettheword
goforthfromthistimeandplace,tofriendandfoealike,thatthetorchhasbeenpassedto
anewgenerationofAmericans,borninthiscentury,temperedbywar,disciplinedbya
hardandbitterpeace,proudofourancientheritage,andunwillingtowitnessorpermitthe
slowundoingofthesehumanrightstowhichthisnationhasalwaysbeencommitted,and
towhichwearecommittedtodayathomeandaroundtheworld.
4Leteverynationknow,whetheritwishesuswellori11,thatweshallpayanyprice,
bearanyburden,meetanyhardship,supportanyfriend,opposeanyfoetoassurethe
survivalandthesuccessofliberty.
5Thismuchwepledge--andmore.
6Tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgethe
loyaltyoffaithfulfriends.United,thereislittlewecannotdoinahostofco-operative
ventures.Divided,thereislittlewecando,forwedarenotmeetapowerfulchallengeat
oddsandsplitasunder.
7Tothosenewstateswhomwewelcometotheranksofthefree,wepledgeourword
thatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafar
moreirontyranny.Weshallnotalwaysexpecttofindthemsupportingourview.Butwe
shallalwayshopetofindthemstronglysupportingtheirownfreedom,andtoremember
that,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedup
inside.
8Tothosepeoplesinthehutsandvillagesofhalftheglobestrugglingtobreakthe
for
themselves,helpthemhelptoeffortsbestourpledgewemisery,massofbonds
whateverperiodisrequired,notbecausetheCommunistsmaybedoingit,notbecause
weseektheirvotes,butbecauseitisright.Ifafreesocietycannothelpthemanywhoare
poor,itcannotsavethefewwhoarerich.
9Tooursisterrepublicssouthofourborder,weofferaspecialpledge:
toconvertour
goodwordsintogooddeeds,inanewallianceforprogress,toassistfreemenandfree
governmentsincastingoffthechainsofpoverty.Butthispeacefulrevolutionofhope
cannotbecomethepreyofhostilepowers.Letallourneighborsknowthatweshalljoin
withthemtoopposeaggressionorsubversionanywhereintheAmericas.Andletevery
otherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.
10Tothatworldassemblyofsovereignstates,theUnitedNations,ourlastbesthope
inanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,we
renewourpledgeofsupport:
topreventitfrombecomingmerelyaforumforinvective,to
strengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmay
run.
11Finally,tothosenationswhowouldmakethemselvesouradversary,weoffernota
pledgebutarequest:
thatbothsidesbeginanewthequestforpeace,beforethedark
powersofdestructionunleashedbyscienceengulfallhumanityinplannedoraccidental
self-destruction.
12Wedarenottemptthemwithweakness.Foronlywhenourarmsaresufficient
beyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.
13Butneithercantwogreatandpowerfulgroupsofnationstakecomfortfromour
presentcourse--bothsidesoverburdenedbythecostofmodernweapons,bothrightly
alarmedbythes
